Police Mobile Personel Protest In Maiduguri Over Non-Payment Of Allowances

Angry Mobile Police Officers on Monday disrupted social economic activities in Maiduguri, the Bornu State capital, protesting against what they called 'Non Payment of Allowances' for seven months.

According to SaharaReporters, the aggrieved PMF personnel, who blocked the Maiduguri-Kano Highway, said; Ibrahim Idris, Inspector General of Police (IGP), has been "selling promotion to those who have connections".

"We have about 50 squadrons here, we are all visiting mobile policemen. Can you imagine that we have not been paid our allowances for seven months? Some of our personnel here lost their children simply because they could not afford health services.


"Just go inside the commands, you would see where some of our personnel have been sleeping for months. They brought us here for special service but we have subjected to slavery here. Soldiers are receiving their monthly allowances plus three meals per day, but we don't enjoy such. We demand explanations."

"We want President to know our plight and address it," another policeman said. "We also want the President to investigate those who are buying promotion and it should be reversed."

The Borno State Commissioner of Police, Mr. Damian Chukwu, while responding to inquiries, said the delay in the signing of the 2018 budget was responsible for it. He added that the Police hierarchy was aware of the problem and was working to find a solution.

Ango Abdullahi Meets Obasanjo Over Killings, 2019 Polls

Prof. Ango Abdullahi, the spokesman for the Northern Elders' Forum, NEF, has met with former President Olusegun Obasanjo in his home in Abeokuta, Ogun State, as plot to sack President Muhammadu from office thickens.

According to the Punch, the meeting between Abdullahi, and Obasanjo was meant to agree on a possible consensus candidate.

The meeting, which also had in attendance two other NEF members deliberated about a suitable northern candidate.
They talked about a candidate that could attract massive support from all parts of the country in the 2019 elections.

A reliable source said that the meetings were parts of the moves to unite elders of the six zones in the country to present a common front in the 2019 presidential election.

It was disclosed that the meetings were also aimed at seeking possible solution to security challenges in the country.

A source at the meeting told Punch that, "Ango Abdullahi actually visited Obasanjo in Abeokuta along with two other men.

"Their discussion, as you rightly guessed, bordered on the 2019 elections and the need to field a dynamic candidate who would be acceptable to the North and other regions of the country because the North is no longer comfortable with the current leadership."

Saraki’s Chief Of Staff, Hakeem Baba-Ahmed Dumps APC

Hakeem Baba-Ahmed, the Chief of Staff to the Senate President Bukola Saraki, on Monday has dumped the All Progressives Congress (APC).

The Senate President appointed Mr Ahmed as his Chief of Staff in 2017. Ahmed said his decision has nothing to do with the Senate President.

However Mr. Ahmed described his decision to leave APC as a difficult one.

He said he took the decision after due consultation with members of his Akida faction of APC in Kaduna.

The Akida faction also has a senator, Shehu Sani, as member. Mr Sani has also threatened to leave the APC.

Mr Baba-Ahmed, while addressing journalists in Kaduna on Monday, said he has sent a letter of withdrawal from APC to the party chairman in his ward.

According to the Premium Times, Ahmed explained that he was not leaving APC to join another party but believes the ruling party has under performed.

"This statement is to inform the public of my resignation from APC. I have sent a formal letter to this effect to chairman of my ward.

"This has been a very difficult decision, to leave a party I helped to form and made my humble contributions to put in power.

"After three years, however, I need to say that the APC has grossly under-performed and has forfeited any claim to my loyalty and continue membership.
"I do not believe in all concience, that it should be trusted and encouraged to continue to govern our great country beyond 2019.

"I am not leaving to join another party. This is my decision and mine alone . It has nothing to do with the president of the senate Dr Abubakar Bukola Saraki.

"It's a decision taken after due consultations with Akida Group, a group that has predated my appointment as chief of staff to the President of the Senate.

"I will remain active in politics, as this is the main avenue for salvaging our nation from rising insecurity, poverty and bitter divisions," he said.

Mr Baba-Ahmed is a former chairman of the APC in Kaduna as well as a former chairman of the now defunct Congress for Progressives Change (CPC).

He thanked the APC for the opportunities he had to chair CPC and APC in Kaduna State.

SERAP Disagree With Buhari’s Plan To Share $322m Abacha Loot Among Poor Households

The Socio-Economic Rights and Accountability Project (SERAP) says the Federal Government's plan to share the $350million (around N115 billion) loot recovered from former military ruler, late Gen. Sani Abacha among estimated 300,000 households, with each getting around $14 (around N5,000) a month is "mis-targeted and will not bring any tangible benefits to the beneficiaries".

It could be recalled that the Federal Government on Thursday announced that it would commence drawing money from the $322m loot repatriated to Nigeria from Switzerland, in July, to fund the Social Investment Programme of the government — an initiative that was one of President Buhari's 2015 election campaign promise.

"The cash transfer office has been making transfers not from the Abacha loot but from some other sources, Special Adviser to the President on Social Investment, Mrs. Maryam Uwais, who was represented by the Manager, Legal, National Social Investment Office, Ms. Linda Ekeator, had said in Abuja at a forum on asset recovery organised by the Swiss Embassy in collaboration with the African Network for Environment and Economic Justice.

"The World Bank funding will commence with the Abacha loot funding in July. The payments that have been going on before now have been through budgetary provisions."

SERAP, however reacting to the plan, warned the government against the move, saying it would have no significant impact on alleviating poverty.

"The authorities have a legal obligation under the UN Convention against Corruption to which Nigeria is a state party to make sure that the returned Abacha loot is properly and efficiently used, both from the viewpoint of using asset recovery as a tool of ensuring justice to victims of corruption and breaking the cycle of grand corruption. But the plan to share the loot among households is mere tokenism and would neither have significant impact on poverty alleviation nor satisfy the twin objectives of justice and development," SERAP said in a statement by Timothy Adewale, its Deputy Director.

"Rather than spending the loot to fund the National Social Safety Net Program (NAASP), President Buhari should, within the framework of the 1999 Constitution (as amended), create a central recovery account/trust funds, with oversight mechanisms to ensure repatriated funds are transparently and accountably spent to invest in tangible projects that would improve access of those living in poverty to essential public services such as water, education and health. Distributing N5,000 to household would neither improve the socio-economic conditions of beneficiaries nor achieve the enduring value of a more transparent and robust system to manage recovered loot.

"The return of the Abacha loot is a chance for President Buhari to commit to the enforcement of the 2016 judgment by Justice Mohammed Idris, which ordered his government to publish the spending of recovered loot since 1999 by past and present governments till date, as well as details of projects on which the funds were spent; and to vigorously push the National Assembly to pass the Proceeds of Crime Bill. Buhari should make these happen before the next general election if he is to truly demonstrate his oft-repeated commitment to fight grand corruption.

"The government should source funds elsewhere to continue its NAASP. The authorities should do the right thing with the returned loot and show Nigerians that they can properly and efficiently invest the funds in projects that would provide tangible benefits to the victims of corruption who are the socially and economically vulnerable sectors of the population. The authorities can use the loot to fund universal healthcare programme and a tuition assistance programme that would provide post-secondary/university education scholarships to young Nigerians from poor families and who would otherwise lack the resources to carry out their studies.

"In any case, distributing the returned loot to households in 19 states because the remaining 17 state governments have not yet put in place the appropriate platform through which to implement the NAASP is both unfair and discriminatory. The planned distribution is also vulnerable to abuse and corruption by state governors, who may push for the funds to be given to their supporters and thus used for parochial and political purposes. The proper and efficient spending of recovered funds is key for development and can support efforts to combat grand corruption.

"Spending returned looted funds offers an opportunity to right wrongs committed by corrupt officials, rebuild public trust, and invest in the development of communities most affected by grand corruption in the country to improve the prospects for meeting many of the Sustainable Development Goals. It is important for the authorities to ameliorate the plight of communities that have borne the brunt of years of grand corruption by providing genuine opportunities for the socially and economically vulnerable sectors for personal development, and access to essential services as well as promoting the rule of law particularly by enforcing the judgment by Justice Idris.

"President Buhari should re-negotiate the Memorandum of Understanding (MOU) with the Swiss authorities in full consultation with the communities affected by grand corruption and to ensure that the returned loot is used to promote justice and development. Using asset recovery to promote justice and development is about letting those who abuse their power for personal gain foot the bill for projects that would improve access of victims of corruption to essential services and pursuing genuine poverty alleviation programmes."

'I Never Stole Government Money… If I Did, Obasanjo Would Have Exposed Me' - Atiku States

The former Vice President, Alhaji Atiku Abubakar, has thrown an open challenge again to anyone with corrupt charges against him to come forward.

Atiku Abubakar, declared that he has never stolen government money and that if he did, his former boss, Olusegun Obasanjo, would have been the first person to expose him.  He said that the country does not need another Buhari who would further divide Nigeria and deepen the wounds.

Atiku, who has indicated interest in contesting the 2019 presidential election, made this known during an interview with Ovation publisher, Dele Momodu.

He said:
"The leader Nigeria needs urgently is one who can unite the country and heal the deep wounds, not another Buhari who would further divide Nigeria and deepen the wounds.

"Check my records, Dele; my office as Vice President reflected the best of Nigeria; the guys were young and vibrant, and I gave them the wings to fly."

The former vice President while maintaining that he had never stolen government money, challenged anyone with evidence of corruption against him to come forward.

"I have thrown the challenge repeatedly that anyone who has any corrupt charges against me should come forward," he said.

"I never stole government money. Do you think President Obasanjo would not have exposed me if there was any such act of stealing?

"The youth have every right to ask and be answered convincingly. The youth of today are confident and bold. No leader can treat them as nobody. But, in my case, they have been lied to about Atiku and fed with a lot of propaganda. I applied to America for visa, which was not granted. A man who is afraid of being arrested won't go near the American embassy, it is simple logic.

"If America says come today, I will board the flight and go there soonest. Perhaps, America was fed with lies about me. It is normal in politics. The Indian and Kenyan leaders could not visit America at a time. America is not like Nigeria where we convict people on the pages of newspapers."
