FG Not Yet Reacting, 121 Nigerians Killed In South Africa – Femi Falana

Mr Femi Falana, SAN, Constitutional Lawyer and Human Rights Activist, has slammed the Federal Government for allegedly not taking steps to end the extrajudicial killing of Nigerians in South Africa.

Falana in a statement, Sunday, said the government "has not gone beyond the regular condemnation" of the killings, while also accusing the South African Government of inaction.

According to the Human Rights Lawyer, no fewer than 121 Nigerians are reported to have been killed in South Africa in the past 18 months, usually in xenophobic related attacks, the most recent being Chibuzo Nwankwo, who was murdered last week.

According to the VanguardNGR, Mr. Falana said despite the killings, governments of Nigeria and South Africa have deliberately refused to accept the jurisdictional competence of the African court on human and people's rights by making a declaration in line with article 34 (6) of the protocol for the establishment of the court.

The SAN said:

"Thus, by refusing to make the declaration, both countries have made it impossible for their nationals, whose human rights have been violated by state actors, to seek legal redress in the court.

"On its own part, the government of Nigeria has not gone beyond the regular condemnation of the brutal killings. Up till now, the government has not deemed it fit to take bold diplomatic measures to guarantee the security of the life and property of every Nigerian citizen living in South Africa."

"However, the lackadaisical attitude of the Nigerian government to the brutalisation of Nigerian immigrants in South Africa is not surprising in view of the impotence of the state to curb the incessant killing of innocent citizens at home  by terrorists, herders, armed robbers, kidnappers and other bandits."

The Senior Advocate of Nigeria, SAN added that to stop the extrajudicial killings,the Government of Nigeria, must "pressurise" the Government of South African to bring all culprits to book forthwith and compensate victims.

He urged the current administration to stop "exposing Nigeria to ridicule" by making the declaration to facilitate access to the African court without further delay.

"We are therefore compelled to call on the African Commission on Human and Peoples Rights to conduct an enquiry into the killings of African immigrants in South Africa and make appropriate recommendations to the African Union," he said.

Gov. Al-Makura Announces Cabinet Reshuffle , 9 Commissioners, 2 Aides Sacked

Gov. Tanko Al-Makura of Nasarawa State has announced a major cabinet shakeup in which nine Commissioners and two Special Advisers lost their jobs.

This is contained in a statement signed by Alhaji Mohammed Abdullahi, the Secretary to the State Government in Lafia.

Abdullahi said the cabinet reshuffle took immediate effect.

However, he explained that the decision was to enable the affected persons focus on their political aspirations in the 2019 general elections and for others to pursue their professional/career goals.

The statement listed the affected commissioners as Abdulhamid Kwarra of Ministry of Environment and Solid Minerals; Gabriel Aka'Ka, Ministry of Water Resources and Rural Development, and Mary Enwongulu of Ministry of Women Affairs and Social Development.

Also affected were Bamaiyi Anagba, Ministry of Youth and Sports Development; Dr Daniel Iya, Health; Yusuf Shehu Usman of Information, Culture and Tourism, as well as Sonny Agassi of Lands and Physical Planning.

Others include Mr Mohammed Yahaya of Ministry of Works, Housing and Transport; and Tanko Zubair of Ministry of Commerce, Industry and Cooperatives.

The statement also said that six commissioners were retained.

It added that Mr Jamil Zakari of Ministry of Agriculture and Natural Resources was redeployed to the Ministry of Information, Culture and Tourism.

The Special Advisers to the governor affected by the exercise were Hajarat Ibrahim Danyaro on Gender Relations, Rehabilitation and Disabilities; and Ado Dauda Mohammed on Community Based Relations/Conflict Resolution and Management.

The statement further revealed that the erstwhile Special Adviser to the governor on Security, retired Lt.-Gen. Mohammed Adeka, would henceforth handle Community Based Relations/Conflict Resolution and Management.

"Meanwhile, Governor Umaru Al-Makura, on behalf of all the people of Nasarawa State profoundly thank the outgoing commissioners and special advisers for their services and wishes them success in their future endeavours," the government said. (NAN)

1,000-Security Force, Fighter Aircraft Deployed By Buhari To Combat Zamfara Bandits

The federal Government of Nigeria has put together a combatant 1000-military force, which is made up of the Army, Air Force, Police and the Civil Defence to launch counter attacks on the bandits who had been terrorising villages and towns in Zamfara State.

The bandits who are suspected to be cattle rustlers have killed hundreds of people in villages across the state. Several villages have also been burnt down by the attackers who also kidnap for ransom.

According to PREMIUM TIMES, Garba Shehu, the Senior Special Assistant, Media and Publicity to President Muhammadu Buhari, in a statement on Sunday disclosed that, following directives by Mr. Buhari, the Nigerian Air Force (NAF) has begun the deployment of fighter aircraft to Katsina, the airport with the closest proximity to Zamfara State, to allow for immediate and effective response to the menace of the bandits.

"This had not been possible in the past because there was no fuel depot facility in Katsina, but NAF has devised a way around the problem," the statement said.

The President has also authorised the engagement by NAF, of advanced satellite surveillance technology to help in accurate detection of movement and locations of the bandits.

"The government had to go to this extent because of the limitations of conventional surveillance, as the use of satellite technology could make the task of NAF less problematic.

"Following directives from the President, at the weekend, the Chief of Air Staff, Air Marshall Sadiq Abubakar, was in Gusau where he met the Deputy Governor of the State," Garba said.

He also said the Chief of Air Staff reiterated the President's pledge that he would never abandon victims of attacks to their fate, reaffirming that security remains one of the cardinal pillars of his campaign promises and no leader would be happy to see his own citizens killed by criminal groups across the country.

"It will be recalled that since his election, the president has kept faith with his promises to re-equip and motivate the country's military and other security services.

"The army and other security services are now better equipped and motivated to face the challenges of their responsibilities.

"The presidency, therefore, appeals to all Nigerians to unite and speak with one voice on security issues and urges politicians to stop exploiting national security challenges.

"Those praying for the president to fail in this effort can be likened to one stabbing oneself in the heart and celebrating about it," Mr Shehu said.

He also said security should not be reduced to petty politics as doing so could only embolden the terrorists and other murderous gangs.

"We therefore appeal to members of the Nigerian media to avoid unhelpful and deleterious sensationalism in the coverage of events that border on National Security.

"The media should under no circumstances make the bandits or terrorists feel like super stars because doing so could hurt all of us.

"Terrorists seek to achieve maximum publicity and they do so by launching large scale attacks on soft targets and the media must resist every attempt to play into their hands unwittingly," the SSA said.

Following the hieght of the attacks on Zamfara, Abdulaziz Yari, the Governor of the State, said he want to resign as chief security officer of the state as the insecurity in the State, has overwhelmed him.

However Nigeria's unitary security structure means all the major security agencies are controlled by the president, but the constitution recognises State Governors as Chief Security Officers of their respective States.

Mr Yari's cry to resign as CSO of the State, was however criticised by many Nigerians, including Senators from the State who accused him of failing in his constitutional duty.

FG Imposes Fine On Ray Power, Clamps Down On ‘Political Platform’

DAAR Communications Plc(owner of AIT/Raypower) has been fined N500,000 by the National Broadcasting Commission (NBC), for persistent violation of the provisions of the Nigeria Broadcasting Code.

NBC's Head of Public Affair, Mrs. Maimuna Jimada, via a statement issued on Saturday in Abuja, said comments made on Raypower's programme "Political Platform" was against the Nigeria Broadcasting Code.

Mrs Jimada disclosed that the organisation was sanctioned due to "provocative, inflammatory and divisive comments" by anchors of the political platform.

She revealed that the Commission on May 2, 2017, Aug. 15, 2017 and February 7, 2018, held meetings with staff of DAAR Communications to caution them on unprofessional manner of anchors of the programme.

She further disclosed that the Commission had on several occasions, charged the team handling the programme to be fair, and balance their reportage.

According to her, during the Feb. 7 meeting, the Commission stressed the need to comply with the broadcasting code to avoid sanctions.

Jimada said, "The Political Platform episode on July 24, was marked by sensational and heated expression of opinion by its anchors, who went on to make unproven and inciting allegations.

"For avoidance of doubt, the Director-General drew the attention of DAAR Communications to the following provisions of the Nigeria Broadcasting Code: (1) Section 1.9.3:

"A presenter/anchor shall not express his or her personal opinion in a programme."

"Also Section 5.2.7: 'A broadcaster shall, in using political material for news, avoid taking inflammatory and divisive matter in its provocative form and Section 5.2.5 stated that political broadcasts shall be in decent language,'' she said.

Mrs Jimada therefore, reiterated that all broadcasting stations should ensure that anchors of their programmes were properly educated and trained on the ethics of the profession as well as the provisions of the Nigeria Broadcasting Code.

Bayero University Kano, Graduates 200 Quran Memorizers In Nigeria

Media reports has it that 200 Quran memorizers has graduated at the Centre for Quranic Studies of Bayero University Kano (BUK) in Nigeria on Saturday. This was disclosed at a ceremony to mark the event.

Dr Muhammad Babangida, the director of the center, while speaking at the ceremony, said that the graduates had also been trained on how to use computer as well as on basic Arithmetic and English language.

He said they had also undergone special training with a view to improving their knowledge on Quranic Science.

"With the certificate given to them, they can teach the Quran even in Saudi Arabia and other Arab countries or nations," Babangida added.

He called on the graduates who are referred to as 'Alarammomi' to make the best use of the knowledge they acquired to improve their socio-economic status.

Prof. Muhammad Bello, who is the Vice Chancellor of the University, urged state governments in the country to employ the graduates in public schools to increase the number of Quranic memorizers in their respective states.

The Vice Chancelor, also used the occassion to call on local councils in Kano state to sponsor students to further their studies to promote Quranic memorization in the state.

Prof. Muhammad Bello, commended late Isyaku Rabiu a foremost businessman for establishing the center and urged other wealthy individuals to emulate him by investing their wealth towards the development of both Islamic and western education.

What Saraki Told Me About Dino Melaye - Senator Adamu

Senator Abdullahi Adamu, the Senator representing Nasarawa West in the Upper Chambers,  has revealed the Senate President, Bukola Saraki sometime ago told him how he felt about Dino Melaye's behaviour in the Red Chamber.

According to Admau, Saraki told him that Melaye, who is the Senator in the Red Chambers,representing Kogi West district, was a clown who, according to him, Melaye deserved to be used and dumped.

Adamu disclosed this while reacting to Melaye's mockery dance in his front shortly after the Kogi lawmaker defected to the Peoples Democratic Party, PDP, last week.

The Nasarawa born Senator told Daily Trust newspaper:

"I'll not forget one day when I thought we could do things properly, when I thought things happening were not quite in keeping with the integrity that is supposed to govern the affairs of the Senate, I was talking with the Senate President. Some of the things I was pointing as example was that kind of behaviour.

"He said to me 'no, forget Dino is a clown.' That's what Saraki said to me. He's alive, let him come out and deny saying that to me. Dino is a clown, so what do you do with clowns? And he was using him up to that day.

"He came dancing and was like 'these are the disciple of this government, and Abdullahi Adamu is one of them.' I don't care a hoot about that. I have more serious situations than that.

"A senator dancing before another senator? The Senate is a leveler. Even if I'm 101 years and I'm in the Senate and a boy of 18 years got elected to the Senate, if that was permissible age, by the time we get sworn in, we're equals."
