Collapsed Abuja Shopping Complex Trap Many, Atiku Commiserate With Families

Nigeria rescue Agencies are battling with the rubble of the collapsed shopping complex, which was under construction in Abuja to rescue many that are still trapped.

Federal Capital Emergency Agency search and rescue chief, Labaran Ahman, said Friday that many people were rescued by bystanders after the four-story building collapsed in the afternoon. He disclosed that the total number of people trapped is unknown.

It could be recalled that the four-storey building, on Friday, collapsed in the Jabi area of the Federal Capital Territory, FCT, killing two people on the spot.

An official of Nigerian Emergency Management Agency, Abass Idris, stated that the said building had been abandoned for a long time and recently a new construction restarted. He said there is suspicion that the owner may have altered the buildings' original plans in that time, affecting the stability of the structure.

Building collapses are not uncommon in Nigeria, this what you see in a country where corruption is the order of the day and infrastructure is poor.

In commiserating with families of those who lost their loved ones in the incident, the former vice president, Alhaji Atiku Abubakar, wrote via his Twitter handle, offering his condolences to the victims of the incident.

 "My thoughts and prayers are with families of all those affected by the tragedy of the collapsed building in Jabi area of Abuja. May they be comforted."

El-Rufai Warns APC As He Speaks On 2019 Election

The Governor of Kaduna State, Governor Nasir El-Rufa'i on Friday warned the ruling All Progressives Congress (APC) stakeholders and party loyalists not to support candidates that are not credible.

The Governor disclosed this while  meeting with APC stakeholders in Soba Local Government Area at the council's chambers, Maigana, headquarters of the local government, in Kaduna.

El-Rufa'i gave the party stakeholders the assurance, that he had no intention to endorse any candidate, hence the need for people to scrutinise and select the best among aspirants vying for different positions in the party.

"As a people, you know who is good and who is more credible among the aspirants; therefore, it is an opportunity for you to select the best out of them.

"We are not going to interfere during the primaries, because we have no candidate and whatever you elect is going to be our choice", NAN quotes the Governor.

The Governor also said the Independent National Electoral Commission (INEC) had extended the registration period for Voters to August 31, and advised those who had not registered to do so now.

He therefore called on eligible voters to ensure that they collect their Permanent Voter Cards (PVC) to be able to exercise their franchise, in the 2019 Election.

"I want to emphasise here that we should make sure that we collect our PVCs and also encourage our women to do same in order to vote credible candidates of your choice.

"Your PVC is your weapon; without it, you have no vote. Therefore, we must endeavour to register and collect it for use in the forthcoming elections."

Content Of Discussion B/W Senate, FG & INEC Chairman Over 2019 Election Budget

Mr Suleiman Nazif, Chairman, Senate Committee on the Independent National Electoral Commission (INEC), on Friday said the committee would submit its report to the Committee on Appropriation for further action.

Nazif disclosed this when Udo Udoma, the Minister of Budget and Planning, and INEC Chairman, Prof. Mahmood Yakubu, appeared before the National Assembly joint committee on INEC in Abuja on Friday.

It could be recalled that the National Assembly received a request from President Muhammadu Buhari to approve N189billion, out of which N143.52 billion will be in the form of virement for funding of the 2019 elections from the 2018 Budget.

The President had said that the balance of N45 billion would be included in the 2019 Budget.

On his part, the INEC chairman also presented a budget of N189 billion but explained that the commission required the whole amount for the conduct of the election.

According the Daily Post, the Senate Committee, Chairman had said the committee would meet to deliberate on what was presented to it and thereafter forward its report to the Committee on Appropriation for further action.

Nazif, however, expressed serious concern that while INEC was requesting the appropriation of the total amount, which is N189billion, Mr President requested for virement of N143 billion from the 2018 budget and balance of N45 billion from the 2019 Budget.

"We made consultations and it was based on that that we invited the Minister of Budget and National Planning to make comment on the issue in contention.

"The issue in contention is that we have a letter from President Muhammadu Buhari of a Supplementary Budget of N143 billion.

"Though, there is another N45 billion which he said will be included in the 2019 Budget. When you put that together, you will get N189billion, which is what INEC also presented.

"So, there is no confusion in it. INEC did the right thing. INEC sent exactly the same thing.

"However, it is the source of funding that is the problem and that is why we invited you.

"The president said the balance of N45 billion will be serviced from the 2019 budget and our concern is that election would have been over by then.

"We have gotten the message from the minister of planning. It is our duty to decide on what to do.

"We have the prerogative as a committee and we will decide if we will go with N143 billion or 189 billion.

"We are talking about national interest and we should be united to move the nation forward," he said

Mr Udo Udoma, the Minister of Budget and National Planning, showed appreciation to the lawmakers for cutting short their recess to attend to the budget.

Udoma said;

"The amount INEC asked for is N189 billion but when Mr President considered the funding constraint, the budget office looked through the budget.

"We realised that there are aspects of this budget that will not be spent in 2018 but in 2019 and those elements were pushed to 2019 budget.

"I heard that one of your concerns is that the 2019 budget may not be passed in time to accommodate the N45 billion.

"What I will like to say is that we will have no objection to your appropriating the full amount of N189billion, so that you do not have to reconsider for the 2019 budget.

"That will mean that we will not include the N45 billion in the 2019 budget.

"Because the President has approved 189billion, should you wish to appropriate for the full amount now, the president will not have objection.

"However, the president came in the form of Virement because of funding constraint so as not to increase the overall size of the 2018 budget."

The budget and planning minister further stated that the request by the president, that the election budget be funded from N578 billion inserted in the 2018 Budget by the national assembly was to maintain the budget size.

Udoma however, noted that the N578 billion was not inclusive of N100billion appropriated for constituency projects.

He said, "we prepared a schedule which was attached to the letter sent to the national assembly and the schedule has projects worth N578 billion.

"Provided the amount is taken from this by way of Virement, it will be consistent with the president's request.

"This list of projects does not include the N100billion provided for constituency projects."

The INEC Chairman, Prof. Mahmood Yakubu, In his remarks, said what INEC submitted to the committee was in tandem with what the president presented.

He, however, noted that the issue is, how much of it is coming out of Supplementary Appropriation of 2018 and how much of it is going to be taken in 2019.

"How the money is sourced is not a matter for INEC, it is a matter between the Executive and the National Assembly.

Who is the Nigerian most desperate to remove Bukola Saraki as Senate President? This question would be the cheapest trivia on Nigerian politics at the moment.

Adams Oshiomhole! And he has never hidden it.

Since July 31, when Saraki hurriedly announced his resignation form the All Progressives Congress (APC) after getting wind of his impending dismissal from the party, Oshiomhole has never hidden his determination to ensure Saraki loses his office.

The former labour leader has taken advantage of every APC caucus meeting, every meeting with the party leadership, every encounter with state house correspondents, every press conference since then, to preach the gospel of Saraki's removal as Senate President.

The tension between both men began to heighten after Saraki addressed a 'World Press Conference' in Abuja on August 8, during which he insisted that he would only quit office if impeached by two-thirds majority of the upper chamber.

Two days later, Oshiomhole threw a sucker punch at a press conference of his own. "When Saraki defected, he went to Ilorin to tell the people part of the truth that he was leaving for two reasons," he said.

"He alleged that President Buhari gave out over 200 juicy appointments without allocating some to him and he chose to speak for the Speaker of the House of Representatives that he was also not given.

"My question is, giving Saraki the Senate President 'juicy position', does that coincide with the Nigerian project? Or the interest of the people of Kwara State of his Senatorial zone? At no time did he refer to the interest of the people of his constituency or the people of Nigeria."

If Oshiomhole' words were a sucker punch, the response from Yusuph Olaniyonu, Saraki's spokesman, was the mother of all uppercuts.

"It is indeed amazing that the same Oshiomhole, who is now describing Saraki as a politician of no consequence was the same one who only a few months ago was crawling all over the place pleading for Saraki's support to become chairman," he said. "We are sure that those who took him to Saraki several times to plead his case must now be thoroughly embarrassed by his reckless and uncouth manner."

Now, who would have thought that there was a time when both men were cool together — or, to hit the nail on the head — that there was a time when Oshiomhole deferred to Saraki? That was a little over a month ago, sometime in July, as shown in the photo above, tweeted on Friday by Bamikole Omisore, Saraki's Special Assistant on International relations to Saraki.

The photo, as you can see, shows Oshiomhole bowing down to Saraki, while his pretty wife Iara, Ogun State Governor Ibikunle Amosun and Zamfara Governor Abdulaziz Yari watched on.

But in politics, things can change quickly. Now that both men are sworn enemies, sort of, will Oshiomhole someday bow down again to Saraki? Or will Saraki be the one to someday be the one to bow down to Oshiomhole?

The answer, as you can imagine, depends on who wins the resign-I-won't-resign or impeach-I-cannot-be-impeached war. And that we shall know in the fullness of time.

Gombe Minority Leader Defects To PDP, APC Reacts

Gombe State Minority Leader, Alhaji Ahmed Usman has dumped his party, the All Progressives Congress, APC for the Peoples Democratic Party, PDP.

According to media reports, Usman defected from the APC on Thursday during plenary over several attempts by the ruling party to blackmail him.

Naomi Awak, Gombe APC Public Relations Officer while reacting to the development, told NAN, that the party was not moved by his defection of Usman to the PDP.

The PRO further said that with or without him, APC will still win in the state during the forthcoming elections in 2019.

"APC is not moved. With or without him, we will win at both the state and national levels in 2019.

"It's not surprising, because he has been working with the opposition to destroy the APC in Gombe.

#FreeSamuelOgundipe Pays Off As Court Grant Bail To Detained Premium Times Journalist

Mr. Samuel Ogundipe, the PREMIUM TIMES Journalist, who has been under detention since Tuesday has been granted bail by the Court and released.

The journalist was released Friday morning after he was granted bail by  Magistrate Abdulwahab Mohammed of the Kubwa Grade 1 Magistrate Court in Kubwa, Abuja.

According to the PREMIUM TIMES, the presiding Magistrate received the case on Wednesday after Mr Ogundipe was secretly arraigned without being allowed any legal representation. On that day, Mr Mohammed granted a request by the police that the journalist be detained for five days until August 20.

PREMIUM TIMES however on Friday morning, learnt that Ogundipe was to be taken to the same court where order to detain him was first obtained and the lawyer to the Company was promptly present at the court.

After taking the plea from the accused, the Company lawyer asked for his bail, a request that was not opposed by the police prosecutor.

The Magistrate, Mr Mohammed granted the bail in the sum of N500,000 and a surety in like sum, who must be resident withing the court's jurisdiction.

Subsequently, the bail conditions were met and Mr Ogundipe was immediately released.

It could be recalled that earlier on Thursday, PREMIUM TIMES had responded to a statement by police spokesperson, Jimoh Moshood, accusing Mr Ogundipe of being in possession of classified document.

The Police Spokesperson alleged that Mr Ogundipe's action was capable of causing a breach of national security and a breakdown of law and order.

PREMIUM TIMES in it's response through their lawyer, Jiti Ogunye, said Mr Moshood's statement was "misleading and prejudicial."

Recall that Mr Ogundipe had been held since Tuesday for refusing to disclose his source for a story. The story, also published by other news media, revealed a report by the Inspector General of Police, Ibrahim Idris, to Acting President Yemi Osinbajo. The report which indicted sacked Director General of the Department State Security (DSS) Lawal Daura for his role in the blockade of the National Assembly last week.

The Journalist, Mr Ogundipe's detention has been condemned by Nigerians, local and international rights groups including Amnesty International and Committee to Protect Journalists.
