Presidency’s Claim About No Allocation For Hilux Vehicles In The 2016 & 2017 Budgets False - ICIR

THE Presidency has denied there was any allocation for the purchase of Hilux vehicles in 2016 and 2017 appropriated budgets, but The ICIR's check has shown that the claim is false.

Responding to the allegations that Abba Kyari, the chief of staff to President Muhammadu Buhari collected a 29 million Naira bribe for awarding a contract, the Senior Special Assistant to the President on Media and Publicity, Garba Shehu on Saturday, declared the allegation was fiction.

Recall that Bako Waziri Kyari, a man who identified himself as a nephew of Kyari has alleged that Buhari's CoS with the aid of Sani Ado, whom he claimed worked with the Bureau of Public Procurement, collected N29.9m from him in order to help him get a contract for the supply of Hilux vehicles.

But in a statement released on Saturday by the presidency, Shehu said there was no request for the supply of Hilux vehicles in the 2016 and 2017 budget, insisting there was no way Kyari could have taken bribe to assist anyone get a contract that did not exist.

He stated instead that political detractors and the media are at work to scandalise the president ahead of 2019 general election.

"With a slew of crucial elections ahead, some politicians and their media agents appear to be working together to build pressure on the Buhari administration by wielding non-existent scandals against it.

"We equally note that the supply of 15 Hilux vehicles for the Presidency was an unlikely contract to have been awarded, as it did not exist anywhere in the 2016 and 2017 budgets

"Checking the appropriation for 2016 and 2017, that request is not even there. How could Abba Kyari have asked for money to award a contract that did not exist anywhere at all?"

However, the ICIR's check shows that Mr. Shehu's claim is untrue.

Indeed, the presidency has allocation for Hilux in the 2016 and 2017 Appropriation Act, and expenditure on Hilux vehicles appeared twice in the 2016 and 2017 budgets.

According to the 2016 budget, N189, 175,000 was allocated to the State House for the "purchase of tyres for Mercedes Benz, bulletproof/plain, Toyota cars, CCU, Platforms trucks, land cruiser jeep, Hilux, Peugeot 607, Peugeot 607, BMW trucks, ambulances, utility, operational vehicles etc." The expenditure, coded as "SH06015193″ in the budget is labelled as on-going.

Also in 2017, a sum of N53,500,000 was allocated to the National Institute for Policy and Strategic Studies(NIPSS), Kuru for the provision of utility vehicle (Hilux pickup). The National institute is a parastatal under the Presidency and supervised directly by the Office of the Vice President.

There is another allocation of N94,575,000 to the State House which also included the purchase of Hilux vehicles and other vehicles. The list include "tyres for bullet prof vehicles, plain Toyota cars, CCU vehicles, Platform trucks, Land Cruiser, Prado jeeps, Hillux, Peugeot 607, ambulances and other utility and operational vehicles. In the budget table, each expenditure is coded "NKXRN14734419" and "SHIUF71730037" respectfully.

It rather though curious that the allocation for Hilux and other vehicles are lumped together in the budgets.

The ICIR called Mr Shehu on Sunday for clarification. He maintained there is no place "15 Hilux" was stated exactly in the budget. "It is understandable if they don't quote a figure. But to say 15 Hilux…that is incorrect.

Hunger Imminent In Delta Community, As Mysterious Pest Ravages Yam Farms

Mysterious beetles have reportedly destroyed yam crop in Ute Erumu community, Ika North East local government area of Delta State.

According to a report by the DAILY POST, it was gathered that the beetles invaded farmlands in the entire community in April 2018 and has since been destroying yam crop at the early stages.

Farmers under the umbrella of "Farm to Survive" led by Lucky Onute, who spoke to journalists in Asaba on Monday, raised a distress call on the state government, particularly the state Ministry of Agriculture to come to their aid to kill the destructive pest that has been destroying their yams.

While lamenting the damage caused to their yam crops by the beetles, Onute disclosed that if not eradicated, the menace of the beetles to their farmlands may cause them more hunger, adding that, "we can't harvest yam crop again, The Beetles have finished our yams, they go underground to attack the tubers. We are now exposed to hunger. We need help, the beetles are mysterious the way they invaded our farmlands" .

He regretted that Ute Erumu community that has been known as one of the yam-producing communities in the state, has nothing at present to show in farming, especially at yam farms, disclosing that several pesticides were applied to all the farmlands to no avail.

"We have no yam crops again, beetles have finished them. We have lost a lot of yams to beetles. They spread wild in our farms. We are appealing to the state government, Ministry of Agriculture to help us," he added.

The state Commissioner for Agriculture and Natural Resources, Mr Austin Chikezie, in a swift reaction, told journalists that the state government had taken steps to ensure that the beetles are eradicated, admitting that the farmers had written to the Ministry for adequate assistance.

Ex-INEC Commissioner, Lai Olurode, Berates Buhari, Says APC Nomination Fees Way Too High

Professor Lai Olurode, a former National Commissioner of the Independent National Electoral Commission (INEC), in charge of Oyo, Ogun and Ekiti States, on Sunday lamented that majority of young aspirants will not afford the nomination fees of the ruling All Progressives Congress (APC).

In our earlier report,we reported that the APC had pegged the cost of nomination and expression of interest forms for the Presidency at N45 million while the cost of nomination and expression of interest forms for the gubernatorial seat is at N22.5 million.

For a senatorial ticket, an aspirant will pay N1m for the expression of interest form and N6m for a nomination form, while those jostling for House of Representatives will pay N3.85m, including N350,000 for the expression of interest form and N3.5m for the nomination form. A House of Assembly aspirant will pay N850,000, including N100,000 for the expression of interest form and N750,000 for the nomination form.

Reacting to the high nomination fees, Olurode, lamented that "majority of the aspiring Nigerian youths will not afford the "huge amount of money" placed on nomination forms by the leading political parties in Nigeria" including the ruling APC.

Olurode, who is a Professor of Sociology said this at the 2018 Annual Conference of Muslim Students' Society of Nigeria (MSSN) Lagos State Area Unit, held at the University of Lagos, urged youths not to be deterred but remain resolute to take over the mantle of leadership from the present generation of leaders.

The former INEC Commissioner, and also a former Dean of the Faculty of Social Sciences, University of Lagos in his speech called for the involvement of youth in leadership and governance of the country, and also urged political parties to "make the #NotTooYoungToRun drive effective in the 2019 general elections".

The Professor, therefore specifically urged the leadership of the ruling APC and President Muhammadu Buhari to find ways of reducing the cost of the party's nomination forms.

Olurode said, "Governance has nothing to do with age, everybody should aspire for it.

"Take for example the huge amount of money APC placed on nomination forms. I expect the President (Muhammadu Buhari) to condemn this act as it is not a good omen for the country".

Also at the occasion, the Deputy Director of Programmes, Voice of Nigeria (VON), Alhaji AbdurRasak Abdssalam while speaking, urged the youth in the country to gear up for leadership positions.

The VON Deputy Director, who spoke on the theme, "Youth Leadership and Governance", expressed concerns over the readiness of Nigerian youths to take up the challenges.

Abdusalam said, "The issue is that some of the youths of today are also corrupt to take up from the elders. They are ill-prepared to face the challenges, but going forward, Nigerian youth have to possess the quality in academic excellence, professional competence, hardworking and spiritual guidance to excel".

Amir (President) of MSSN Lagos, Alhaji (Dr) Saheed Ashafa, advocated that one of the ways to achieve youth leadership was through a review of Nigeria's Constitution to define the age range of youth.

He stated further that this would help checkmate the political actors, who had in recent times, exploited the gap in the constitution.

The Senator representing Kaduna Central District, Senator Shehu Sani, has picked the nomination and expression of interest forms, indicating his interest to re-contest for his seat at the National Assembly.

Sani is seeking to contest on the platform of the All Progressives Congress (APC).

The Senator disclosed this via his verified Twitter account.

"Earlier today, I picked the Nomination and Expression of Interest Forms from the National Secretariat of the APC," the lawmaker wrote.

The nomination and expression of interest forms for those who had showed interest in vying for seats at the Senate, according to the party, cost N7million.

Two Senators of the opposition Peoples Democratic Party (PDP) have vowed to send the Governor of Kaduna State, Mallam Nasir el-Rufai packing from office in the 2019 governorship election in the state.

The two Senators from Kaduna State, Senators Suleiman Hunkuyi (Kaduna North) and Danjuma La'ah (Kaduna South) said they were joining forces to unseat the governor at the poll.

Hunkuyi is gunning for the position on the platform of the PDP, La'ah said he was mobilising voters in his senatorial district for his colleague to unseat el-Rufai of the All Progressives Congress (APC).

Chief Tiwei Orunimiye, the immediate former Chairman of the All Progressives Congress,APC, yesterday, led over 5,000 members of the party to the Peoples Democratic Party (PDP) inBayelsa State.

According to the Guardian, those who defected to PDP included a serving lawmaker representing Brass 2 Constituency in the House of Assembly, Hon. Alfred Watson, President Buhari's Representative in Ogbia Local Government Area in the 2015 elections, Chief Orifie Ene, Chairman of Bayelsa Waterways, Mr. Akparasia Africa, and 98 party leaders in the state.

Governor Seriake Dickson received the defected APC chieftains in an elaborate ceremony at the Oxbow Lake Pavilion, Yenagoa.

He said the latest batch of decampees from the APC signified the party's death in the state.

Samuel Ortom, the Governor of Benue State, has commended the National Assembly for rising against what he described as impunity being perpetrated in the state and other parts of the country.

The Governor applauded members of the National Assembly while speaking at NKST Church, Low Level, Makurdi during a thanksgiving service to mark the 70th birthday celebration of Senator Barnabas Gemade (Benue North East) on Sunday.

Ortom said, "people know their true friends in times of travails, Senate President, Bukola Saraki and other members of the National Assembly have indeed shown that they are true friends of Benue people when impunity was being supervised in the state.

The Senate President, Bukola Saraki on his part, while delivering his speech, congratulated the celebrant on his 70th birthday, and described Gemade as a man of integrity who has remained firm in the defense of his people on the floor of the senate.

A former National Commissioner for the Independent National Electoral Commission, INEC, Prof. Lai Olurode has slammed President Muhammadu Buhari for not rejecting the N45m fee the All Progressives Congress, APC, placed on the Presidential nomination form.

The ex-chairman stated that Buhari should reject the fee because it automatically shut out other aspirants on the platform of the All Progressives Congress, APC, from contesting.

Lai Olurode said this while speaking during the annual National conference of Muslim Students of Nigeria, MSSN, in Lagos on Sunday, the Professor of Sociology said other aspirants, especially the youth, who could not afford the nomination form, had been shut out by the decision of the All Progressives Congress, APC.

The Prof said, "That is a wrong way of opening up the political system. The political space is still restricted, definitely, there is no youth that can go, not to talk of the money that you need to even do campaign.

"So before you know it, we are all in the hands of moneybags, and wherever money dictates, you cannot have development.

"It must be supported with strong ethics and with strong morals. Morals are being checkmated. So there is no opportunity for a young person to go into politics.

"I think the leadership of the country must respond more timely and strongly to challenges confronting the youth in this country."

Prince Uche Secondus, the National Chairman of the Peoples Democratic Party, PDP,  has advised the former Governor of  Kano State, Mallam Ibrahim Shekarau to stop blaming him for his "political mistake".

Mr. Ike Abonyi, the spokesman of the PDP National Chairman, in a statement Sunday night, said it was laughable that the former Minister claimed he caused his defection to the All Progressives Congress (APC), the DAILY POST reports.

The spokesman said: "The former Minister would just have carried on with his political life the way he wants it instead of trying to drag the name of the National Chairman into his well known itinerant political journey.
