Applications open for DRC Innovation for Financial Services 2019 competition

Posted: 22 Feb 2019 08:42 AM PST

Financial Sector Deepening Africa (FSD Africa), the Banque Centrale du Congo and Elan RDC have launched DRC – Innovation for Financial Services 2019. This is a competition for local businesses and entrepreneurs that aims to encourage the development of innovative, relevant and value-adding financial services and payment solutions in the Democratic Republic of the Congo (DRC).

The DRC – Innovation & Financial Services 2019 competition is divided into two categories. The first, 'Financial innovation for economic and social development', is aimed at candidates that wish to propose innovation payment solutions or financial services, responding to real issues encountered in DRC. The second, 'Financial innovation for solidarity', is aimed at candidates focusing on financial solutions which benefit displaced people, families and the communities that host them.

In June, three finalists will be chosen from each category by a panel of independent judges. Each finalist will have access to seed capital of US$13,000 in addition to technical support from local and international experts, including FSD Africa and the Banque Centrale du Congo.

In November, finalists will present proposals to a panel of judges who will select a winner from each category. The two winners will then have access to FSD Africa's investment process with the possibility of raising up to US$130,000 in grants and technical assistance to roll out and scale up their initial product or solution's piloting or testing. Proposals will be judged based on feasibility, likely demand and the potential impact of the proposed solution.

This initiative – which is funded by UK aid – aims to foster the brightest and best financial sector ideas in the DRC that are not only commercially viable, but which can provide tangible benefit to the most under-supported people and businesses in the country.

Joe Huxley, Director Strategy & Advocacy, FSD Africa said "Financial inclusion rates in the DRC remain low. With only seven percent of Congolese working in the formal sector, many people have limited to no access to basic financial services like bank accounts, savings and loans. We have launched this competition to help change this narrative. We hope to energise local businesses and entrepreneurs in the country to come up with the solutions they need. We've seen technology drive financial inclusion in other parts of the continent, now is the time to invest in local solutions which can be game changers in DRC."

To be eligible to apply, applicants need to be registered in the DRC and have local ownership of at least 50 percent.

Applicants can download the guidelines and application form for the DRC – Innovation & Financial Services 2019 here: http://www.fsdafrica.org/news/drcinnovation2019/

How Kenya businesses can improve their cyber security

Posted: 22 Feb 2019 08:25 AM PST

Bethwel Opil
According to a Kaspersky research, the first quarter of 2018 showed an overall increase in local threats infections (malware spread in local networks, by USBs, CDs, DVDs) with Kenya taking the first place with 61.8% of its users infected.

And with the uptake of Bring Your Own Device (BYOD) being a reality that many organisations are grappling with, it is crucial for organisations to take security more seriously as they will be facing a wide range of cyberthreats that come from the outside as well as from the inside. Having a holistic approach to cybersecurity that unites an effective IT security solution, will ensure employees are educated and security policies are understood and followed to help organisations improve their security posture.

According to Bethwel Opil, Enterprise Sales Manager at Kaspersky Lab Africa, cybersecurity is a never-ending struggle that businesses need to have site of at all times given the increase in demand for digitally operating business.

In fact, for small companies with under 50 employees they must deal with cyber threats like everyone else, but unlike larger firms, they might not be able to prioritise IT security, with their focus being primarily on business growth.

In fact, small businesses are appealing to hackers as they typically have a moderate amount of valuable data with minimal security, which hackers can use to steal from many others. Considering that SMEs constitute approximately 98% of all business in Kenya, create 30% of the jobs annually as well as contribute 3% of the GDP1 – it's critical that online security is not a challenge that hampers their growth, but rather allows them to digitalise without security technical expertise.

A survey by the Kenya National Bureau of Statistics indicated that approximately 400,000 micro, small and medium enterprises do not celebrate their second birthday. Few reach their fifth birthday – leading to concerns of sustainability of this critical sector.

"While there are a number of hindrances, thinking you're too small to be of interest is exactly the mindset that cybercriminals are exploiting to launch increasingly sophisticated malware against small businesses. In fact, they know what many SMEs don't: They are a target," states Opil.

"Unfortunately, many SMEs view IT security as a 'commodity', seeing little difference between the various options available to them. That's a dangerous myth; even a one per cent difference in detection rates can result in hundreds of thousands of pieces of malware slipping through the nets over the course of a year, especially considering how many new pieces of malware are detected every day. The most dangerous threats are the ones SMEs know about," he added.

Opil states that the increase in malicious infections has something to do with the uptake of BYOD and an increase in access.

"As Internet usage grows and given the fact that cybercriminal activity is advancing globally, with more businesses in Kenya relying on technology, connecting to more devices, as well as aspects such as Bring Your Own Device (BYOD) and the Internet of Things (IoT) for work and social purposes, this opens up any business and person to the world of security threats. And where there is an opportunity, there are cybercriminals," he says.

In conclusion, as organisations continue to face a wide range of cyber threats, whether it's from inside or outside their company, the starting point to minimise these intrusions, is following a holistic and well-rounded security approach.

"It starts with organisations identifying the data that is critical to them and that criminals would be after. Second, is deploying rigid security solutions that will ensure that their data is safe and could be revived if lost or damaged. This must be done in conjunction with employee education programmes and consistently updated security policies – which are understood and followed by everyone within the business," said Opil.

"No company can mitigate the risk of cybercrime in the digital world merely by having an IT department – and if the right solutions, policies, and education programmes are not in place, the business may find the digital world a very difficult place to navigate,"Opil concluded.

FNB priortieses vdebit order fraud

Posted: 22 Feb 2019 08:25 AM PST

FNB has detected abnormally high volumes and disputes of suspicious debit orders with descriptors Procall and Mzansi in December 2018 and January 2019.

In line with its standard practice, the Bank informs customers of new debit orders loaded on their bank accounts. In addition, and based upon the monitoring of debit order disputes, FNB has detected that a large number of customers are disputing Procall and Mzansi debit orders using the FNB App and Online banking, among other channels.
As part of its investigation, the Bank contacted a number of customers in order to validate the debit order mandates provided by Procall.  The feedback from customers was that they had not given authority for the debit order.

Dr Christoph Nieuwoudt, Chief Executive of FNB Consumer says, "Our investigations have provided sufficient proof that the impacted customers had not provided a mandate for the debit order and as result, the debits to customer accounts were unauthorised. FNB is proactively reversing all Procall debit orders including any associated charges and we are working with the corresponding bank to reverse all Mzansi debit orders. We are working with the Payments Association of South Africa (PASA) and the South African Banking Risk and Information Centre (SABRIC) on the matter and will be pursuing criminal charges."

"In conjunction with the relevant partners, we are deploying analytical, forensic and legal expertise to protect our customers against unauthorised debit orders. We apologise to impacted customers for the inconvenience caused and encourage them to regularly review their bank statements for any abnormalities," adds Dr Nieuwoudt.

Walter Volker, CEO of PASA says, "Industry players will not allow any behaviour that undermines the efficiency of our country's world-class payment system. Alongside efforts to continuously improve the efficiency of the overall payments system, we are consistently working with financial institutions and other partners to clamp down on debit order abuse."

Currently, FNB customers can stop, dispute or reverse unauthorised debit orders of less than R200 for free on the FNB App, Online Banking and cellphone banking for those who do not have access to the internet and smartphones. In addition, the bank notifies customers via SMS every time a new debit order is raised on their accounts, with the ability to stop, dispute and reverse it.

FNB App registered InContact users receive alerts for all transactions regardless of the amount, giving customers full visibility of all monthly debit orders processed against their accounts. Along with the notification system, the bank's electronic platforms allow customers to view the current debit orders that are running off their account as well as the ability to stop, dispute and reverse the ones they believe are unauthorised.

Debit orders that are higher than R200 can still be stopped, disputed and reversed via the FNB contact centre or at any FNB branch. While every case is treated on its individual merits, debit order disputes above R200 may incur a fee to prevent potential abuse such as the reversal of legitimate debit orders.

Kwara PDP faults arrest of Senatorial candidate

Posted: 22 Feb 2019 07:57 AM PST

People's Democratic Party (PDP) on Friday accused the Kwara state police command of arresting its Kwara South senatorial candidate, Senator Rafiu Ibrahim ahead of Saturday's presidential and National Assembly election.

Senator Ibrahim was said to have been arrested on Thursday in connection with this week Tuesday's violence in Ojoku, Oyun local government area of the state.

Suspected thugs loyal to Senator Ibrahim on Tuesday this week allegedly attacked the campaign train of the candidate of All Progressives Congress (APC) in Kwara south senatorial district in Ojoku, Lola Ashiru.

In the process two APC members were shot dead, eight injured and about 20 vehicles belonging to Ashiru, an architect, were allegedly vandalised.

Ojoku, is the country home of Dr Ibrahim, a serving Senator.

PDP chair in the state Kola Shittu, an engineer, said that six of PDP members sustained injuries from gunshots.

Shittu added that the senator had since denied any involvement in the mayhem.

The Conference of Nigeria Political Parties (CNPP) in the also Friday condemned the arrest of Senator Ibrahim describing it as unlawful.

CNPP said Ibrahim's arrest and detention by the police since Thursday confirmed its earlier position that the ruling All Progressives Congress (APC) led Federal Government in connivance with security agencies planned a clampdown on opposition leaders in the state.

Addressing reporters in Ilorin, the state capital the chairman of the CNPP Alhaji Adebayo Lawal, said that the federal lawmakers arrest was part of plot to scuttle the electoral process in Kwara state and subvert the will of the people.

He urged the international community to intervene and not only ensure the release of Senator Ibrahim, but guide against unlawful arrest of opposition figures in the state.

Adebayo added: "Barely 24 hours to the Saturday's presidential and national assembly elections, officers of the Nigerian Police Force, who were visibly acting on the orders of the presidency, forcefully arrested and detained Senator Rafiu Ibrahim, the senator representing Kwara South senatorial district, and the candidate of the PDP for the election. Up till this moment, Senator Rafiu, who is a major contender for Kwara South senatorial district election like our other candidates, is yet to be released.

"Similarly, in the past few days, more than 20 members of different opposition parties in the State have been indiscriminately arrested by security agencies and taken to unknown destinations up to the time of making this release. This is a repeat of what happened during last year's bye-election in Irepodun/Oke-Ero/Isin/Ekiti Federal Constituency, where top members of the PDP and opposition Parties were unlawfully arrested on the eve of the election.

"We have received information that the high hierarchy of the Police has ordered that Senator Rafiu Ibrahim must not be released, which is a deliberate ploy to keep him out of circulation before and during the elections. This is unacceptable, unlawful, and undemocratic and a primitive show of power by a party that is well-known for abuse of power, federal institutions and flouting of court orders with impunity. The desperation of the APC to win elections at all costs portends great danger for our nascent democracy.

"It is unfortunate that a serving lawmaker who is loved by his people for his sterling performance in the Senate can be subjected to this kind of inhumane treatment on the unsubstantiated accusation from the APC. If the peace-loving Senator Rafiu Ibrahim is clamped upon in this manner, our other Candidates are also prone to such flagrant abuse of power. There is no feasible evidence to show that the detained Senator had any connection with Tuesday's political attack in Ojoku, which happens to be his hometown. We are not saying the Security Agents should not do their jobs, but to choose the eve of the general elections to detain a strong contender is portraying the Security Agencies as being partisan to the clear advantage of the Candidate of the APC. To assume that the lawmaker could have engineered violence against his own town and people is in the least untenable. Attempts to link him to the fracas are political and unfortunate.

"Few weeks ago, when we raised the alarm over the planned crackdown on members of opposition parties in Kwara by the APC-led FG, some cohorts of the APC dismissed it as a false alarm. But we have been vindicated now as we all are now witnesses to what is going on in the State right now. We condemn the use of state security by the APC to harass and intimidate innocent opposition members all in the name of politics and desperate bid to scheme out other candidates in favour of the Candidates of the APC. This is a shameful display of state power.

"We invite members of the fourth estate of the realm, local and international observers, civil society groups, well-meaning Nigerians and all lovers of democracy to rise in condemnation of this unlawful detention of Senator Rafiu Ibrahim and other opposition members and also demand for their immediate release. We all have a duty to protect democracy and save the sanctity of our electoral process.

"We equally want to place on record that we are seriously concerned about the obvious partisanship of the security operatives now in Kwara for the elections. It is highly unfortunate that security men who are meant to be non-partisan as had been in the past here have now decided to take sides against opposition parties and do the bidding of the party in power. This is bad for our democracy. That is why we are disappointed are of the conviction that the elections in Kwara will not be free, fair and credible."

Elections: IYC warns security agencies against jungle justice

Posted: 22 Feb 2019 06:18 AM PST

The Ijaw Youth Council (IYC) Worldwide has warned security agencies against relying on the position of President Muhammdu Buhari on ballot box snatching to perpetrate jungle Justice during the elections.

The council condemned Buhari's position against electoral offenders describing the President's warning that ballot box snatchers would do so at the expense of their lives as undemocratic and less presidential.

The IYC in a statement signed by its Secretary-General, Mr. Alfred Kemepado, said its members would not tolerate anything illegal, including the snatching of ballot boxes to undermine the sanctity of the electoral process within its territories.

Kemepado, however, said that the desire and resolve to ensure credible, free and fair elections should involve the promotion of undemocratic values.

He said the President's speech had the capacity to instigate violence and make law enforcement agents take laws into their hands.

Noting that Nigeria must be built and sustained as a country of law and order and not a country of jungle justices, the IYC scribe appealed to Buhari and other candidates to desist from heating up the polity.

He said: "The President must realize the place of his body language, which may have made it possible for his loyalists like Governor El-rufai to issue inciting and provocative statements like that of the "body bag" speech.

"The oil of the Niger Delta is not available to fund body bags but to promote the unity of Nigeria that will be subjected to restructuring for the benefit of all Nigerians.

"We call on International bodies to come to the aid of harmless and willing electorates who are willing to express their franchise to get the needed change, so they are not shot at or butchered by the Nigerian military or police in the guise of harvesting ballot box snatchers.

"The IYC reaffirm the commitment of the Ijaw Nation to align itself with the laws of Nigeria, and will resist any form of ballot box snatching and electoral violence. This we will do across party lines, as free and fair election is what all Ijaw youths desire, which is for our collective national interest, and for the betterment of One Nigeria."

Last minute defections, victory for APC – Buni

Posted: 22 Feb 2019 06:04 AM PST

Alhaji MaiMala Buni
Alhaji MaiMala Buni, the All Progressives Congress ( APC ) Governorship Candidate in Yobe, has described the late defection of the state PDP Chairman, Alhaji Inuwa Nguru, to the APC as an additional victory to the party.

Buni said this on Friday while fielding questions from newsmen in Damaturu.

He said Nguru joined the party for his personal conviction that President Muhammadu Buhari and APC are truly committed to national interest and remains the best option for Nigeria's democracy.

"The defection of Inuwa Nguru and his supporters is a major political fortune for the party who will work assiduously for the re-election of President Buhari and the victory of the party at all levels.

"Alhaji Inuwa Nguru has practically and personally seen the achievements of the President Muhammad Buhari-led administration and the commitment towards a better life for Nigerians.

"The former chairman was convinced beyond reasonable doubt that the re-election of President Buhari and APC was the best option for Nigeria and this informed his last minute decision to abandon PDP for APC.

"In spite of all persuasions by the opposition party, the former chairman took an independent and honest decision in the interest of the nation and in accordance to the dictates of his conscience.''

According to the governorship candidate, Yobe has enjoyed major intervention programmes including completion of the 330KVA power transmission line, Nguru-Gashua-Bayamari federal highway, education and healthcare delivery.

"We are proud to say that at the state level, the APC administration has more than ever provided democracy dividends in road network, healthcare delivery, education, agriculture and economic empowerment to the citizenry.

"It is on record that while most states could not pay salaries, the APC administration in the state had consistently paid salaries, pension and gratuities to retired civil servants making it a leading workers friendly state in the country," he said.

Buni expressed optimism that Buhari and APC National Assembly candidates would record landslide victory in the Saturday elections.

"We are hopeful that the rescheduled election will be free, fair and peaceful as INEC has promised and assured Nigerians of their preparedness," he said.

Seven arrested for alleged PVCs racketeering in Ekiti

Posted: 22 Feb 2019 04:33 AM PST

PVCs
Seven members of the People's Democratic Party (PDP) in Ekiti State have been arrested for illegal collection of Permanent Voter Cards (PVCs) from eligible voters in Ikere Ekiti.

The House of Assembly member representing Ikere Constituency 1, Mr. Wale Ayeni, who allegedly masterminded the voter cards racketeering was said to be on the run.

Ayeni escaped being arrested by the whiskers when the policemen swooped on his situation office in Oke'kere area of the town where the alleged PVCs racketeering was going on.

The armed policemen believed to be acting on tip-off stormed the area few minutes before 1pm and recovered unspecified number of PVCs from the suspects.

Ayeni was said to have blocked the federal highway that passes through the area gathering eligible voters to collect their cards.

The operation caused confusion as the seven other PDP members allegedly assisting Ayeni to collect the PVCs were apprehended by the policemen.

Party members arrested are said to be cooling their heels in the custody of the State Criminal Investigation Department (SCID) where they are stating all they know about the incident.

The lawmaker is the Deputy Director General of PDP Presidential Campaign Council in charge of Ekiti South senatorial district of which Ikere is part.

Ayeni could not be reached on his mobile phone at the time of filing this report.

When contacted, Police spokesman Caleb Ikechukwu said the report of the incident was yet to be brought to his office.

Buhari vs Atiku: Aisha Buhari Says ‘choose between wealth, poverty’ on Saturday Presidential Election; Nigerians React

Posted: 22 Feb 2019 04:30 AM PST

Mrs Aisha Buhari

The wife of the President, Aisha Muhammadu Buhari, has stirred reactions online over her statement asking Nigerians to choose between poverty and wealth in the Saturday's presidential election.

According to a report by Daily Post, Aisha on Thursday asked Nigerians to "decide whether the poor should become poorer and the rich richer or a society where the gap begins to be reduced."

The First Lady stated this on Thursday while presenting empowerment packs to 1,250 women and youths from the six area councils of the Federal Capital Territory in Abuja.

In a statement by her media adviser Adebisi, Olumide Ajayi, quoted Mrs. Buhari, as saying that "poverty is one of the indices that encourage people to embrace vices like terrorism, kidnapping, and begging."

Aisha's statement has since been met with criticisms and diverse reactions from Nigerians online.

While some Nigerians on social media identified Buhari, APC as 'Poverty', others identified Atiku as 'Wealth'

Here are some comments gathered by DAILY POST from Twitter:

@Olarounye "You are right Madam, I chose wealth, the kind poverty your husband brought upon us is so excruciating, Atiku is Wealth."

@Chizybae "This woman already knew that buhari has led us to world poverty Capital, and comes to tell us to choose wealth or poverty, probably everyone wants wealth, thus indirectly telling Nigerians to vote Atiku and kick poverty Buhari out! She is a genius."

@Ray_vicsson "What I love about Aisha Buhari is that she always talk in parables. She knows fully well that her husband Buhari represents the poverty she's talking about. Nigerian people has been living in abject poverty since her husband took the mantle of leadership. So vote wisely."

@ForaNewNigeria1 "This woman has given Nigerians enough clues. She has done her own campaigns and voting. We'll have ourselves to blame if we don't heed her warnings. The choice is yours to make."

@Sundayodc2018 "If you know you know, Aisha has finally make it clear to Nigerians. Vote for Atiku."

@Ezediniliu "We have made our choice, Atiku. We are tired of poverty, job losses, killings, etc."

@Godsongoodnews1 "Something I love about this woman, she always comes up with truth .Nigerians know where they're now and they know where they're wish to be tomorrow. Say No to Buhari and his poverty APC, Vote Atiku for wealth."

@EmanuelUchenna "I so much like this woman, I wish she is the one contesting for this election. Poverty is the next name of APC."

@Bless_jerryp "Aisha always win my heart. You have proven once again that you are not made just for the "kitchen and the other room"

@Juliusdennis7 "Madam, I now know the difference between poverty and wealth.
Buhari is poverty and I reject it. Poverty must go."

@mydins2014 "Buhari and Atiku, Poverty and wealth: Let those with wisdom understand Mama Aisha."

@Idokojan "With this, first lady have just taken pity on hungry and impoverished Nigerians. And she has sincerely told us to go vote Atiku. I respect you ma! You have indirectly told us this long ago by being reluctant in campaigning for Buhari. We'll surely vote Atiku ma."

Akala: count me out of alliance against APC candidate Adelabu

Posted: 22 Feb 2019 03:36 AM PST

Alao Akala
The governorship candidate of the Action Democratic Party (ADP) in Oyo State, Otunba Adebayo Alao-Akala, has said he will not join other opposition candidates to form an alliance against the candidate of the ruling All Progressives Congress (APC), Mr Adebayo Adelabu.

Alao-Akala, who is a former governor, said he was not working for the Peoples Democratic Party (PDP) candidate or any other for an alliance, as reported in some sections of the media.

Speaking through his campaign organisation yesterday, the ADP candidate said the reports were aimed at "misinforming and confusing our teeming supporters the world over".

The statement by the Director General of the campaign organisation, Chief Wale Ohu, reads: "At a time, the rumour in town was that he was not serious about his governorship ambition and that he was going to play the role of a spoiler or work for another governorship candidate.

"The most recent is that he is working for the PDP governorship candidate, Seyi Makinde.

"The Akala Campaign Organisation hereby debunks all these insinuations. They are the handiwork of the propaganda machinery of the government in power in Oyo State, which is jittery and overwhelmed by the soaring popularity of Otunba Adebayo Alao-Akala and to state clearly that the former governor is committed to taking the people of Oyo State out of the political mess they have been plunged by the insensitive APC government of Senator Abiola Ajimobi since he left office eight years ago.

"Otunba Alao-Akala has toured the nooks and crannies of Oyo State, taking the message of hope to the citizenry, which was received with enthusiasm by the people.

"Alao-Akala is not into any discussion, alliance or talks with the PDP governorship candidate Makinde or any other for that matter.

Titans face tough National Assembly battle in Oyo

Posted: 22 Feb 2019 03:20 AM PST

Candidates of the various political parties are facing a tough National Assembly election in Oyo State. Governor Abiola Ajimobi, the three serving senators and other political titans are in the race, giving no room for any of them to relax, writes Southwest Bureau Chief BISI OLADELE.

THE race for National Assembly seats in Oyo State is congested and cloudy. Well-known names are on the stage to wrest power from the three serving senators and 14 members of the House of Representatives.

Governor Abiola Ajimobi leads the pack of flagbearers. A member of the All Progressives Congress (APC), Ajimobi is contesting for the Oyo South senatorial seat against the incumbent Sen. Adesoji Akanbi of the African Democratic Congress (ADC). A former commissioner for Trade, Investments and Cooperatives, Dr Kola Balogun, is also jostling for the seat on the platform of the Peoples Democratic Party (PDP), though his ticket is still being contested in court by a former deputy governor, Hazeem Gbolarumi. In the Action Democratic Party (ADP), which has been made popular by former Governor Adebayo Alao-Akala, Dr Fola Akinosun is in the race against Ajimobi and others. The Zenith Labour Party (ZLP), which is currently under the leadership of Sen. Rashidi Ladoja, is fielding Nureni Adisa for the Oyo South race.

The Oyo Central race is equally a tough one. The incumbent lawmaker, Monsurat Sunmonu of ADC is slugging it out with former Senate Leader Teslim Folarin of the APC, Temitope Sugar of the ADP, Chief Bisi Ilaka of the PDP and the ZLP's Mumuni Olaniyan.

In Oyo North, a former House Leader, Mulikat Akande-Adeola of the PDP is up against the incumbent, Dr Fatai Buhari of the APC, Adeleke Adebayo of the ADC, Bashiru Lawal of the ZLP and Ahmed Salawudeen of the ADP.

The candidates have been having sleepless nights, traversing the length and breadth of their constituencies to persuade voters to support them. It is particularly tough, because some of them are either incumbents or former legislators from whom many constituents have benefitted. While the former ones are going round with confidence over what they achieved for the constituency in the past, the incumbents are riding on the crest of their ongoing and recent empowerment projects. Yet, new entrants are also relying on the impacts their political leaders have made on the constituencies in the past, ethnic factor or party popularity.

However, the influence of money seems to tower above all the other factors, as the electorate still distrust politicians, believing that whatever they can extort from them during electioneering campaign is their major profit for supporting them. This fact stares the candidates in the face and gives them no room for complacency as the rescheduled election draws near.

By implication, the voters are embracing all the candidates with open arms, to exploit them before voting for the candidate of their choice. So, determining who earns whose vote remains the greatest headache of the politicians. They seem to be at loss about whom to trust, but are carrying on with the campaign in good faith.
In all of these, however, Ajimobi in Oyo South and Sen. Buhari in Oyo North appear to be more sure-footed in their quest, compared to the other candidates, because they remained in their original parties. Since Ajimobi contested and won on the platform of the defunct Action Congress of Nigeria (ACN) in 2011 along with Sen. Buhari and others, both of them have remained in the party, which later transformed to the APC. Both of them are incumbents contesting in their original party. The machinery of the governing party both at the state and federal level is sure to work for them. The power of incumbency will also help Sen. Sunmonu and Akanbi and many other ADC House of Representatives candidates in certain ways.

When contacted, however, Sen. Buhari shrugged off permutations. He said he was carrying on with his campaign with a strong hope of victory, because he has never been far from his constituents. He said: "Election is just an exercise. It comes and goes. But I am always with my people, listening to them and representing their interest. So, whether it is election or any other exercise, my people know who I am, and I know who they are. Our bond is tight. So, there is no room for suggestions of failure."

As for Sen, Sunmonu and Akanbi, both are involved more in direct campaign than through the mass media. They also insisted that names and character of candidates will be a stronger factor in the rescheduled February 23 election. They are also upbeat of trouncing their co-contestants.

But, as the PDP train moves round the state, its governorship candidate, Seyi Makinde, has been standing surety for all PDP candidates in the four elections. He wants people to vote for them based on his own credibility.

Judging by the result of the 2015 elections, the party has a chance to do well in Oyo State. The choice of former Vice President Atiku Abubakar as the party's presidential candidate may also work in the party's favour in the state. This is because the presidential and National Assembly elections are lumped together, voters who prefer one presidential candidate will most likely vote for the same party

PDP to voters: don’t be scared by Buhari’s order

Posted: 22 Feb 2019 02:59 AM PST

PDP Campaign
The Peoples Democratic Party (PDP) has urged voters not to be scared by what the party described as a shoot-on-sight directive against would-be ballot box snatchers.

President Muhammadu Buhari had, on Monday, ordered the military and other security agencies to deal ruthlessly with anyone caught snatching ballot boxes during tomorrow's presidential and National Assembly elections.

Speaking at a media briefing in Abuja yesterday, the PDP National Chairman, Prince Uche Secondus, urged Nigerians to be focussed and refuse to be intimidated as they go out to cast their votes.

The party chair described the President's directive as a ploy to manipulate the result of the elections.

Secondus said: "When the President threatened the Independent National Electoral Commission (INEC) after the elections were rescheduled, the intention was to frighten and cow them into playing along with the All Progressives Congress (APC) agenda.

"When they harass, arrest and block bank accounts of the opposition stakeholders, what they want is to win at all cost.

"When they drag military institutions into politics, the aim is obviously to destroy that institution the way they are doing to the legislature and the judiciary.

"But I urge you Nigerians to refuse to be intimidated or provoked but remain focused and fix your eyes on the ball, which is victory that is coming on Sunday.

The chairman appealed to stakeholders in the election, particularly the INEC, security agencies and political party agents, to remember that the election is about Nigeria.

"This election is about rescuing this country. It's about sustaining our democracy."

The chairman of the Strategy Committee of the PDP Presidential Campaign Organisation, Osita Chidoka, said that the world was watching Nigeria and urged voters to be patient, peaceful and tolerant.

He urged Nigerians to demonstrate to Africa and the world that the country is irrevocably committed to democracy, transparency and the rule of law.

Chidoka said the PDP had learnt its lessons from previous elections and so determined to give Nigerians the confidence that their votes, as expressed at the ballot, will count.

He said: "Local and international observer groups have set up various models of vote tabulation that will enhance the credibility and validity of the election.

"All parties have had the privilege of reviewing the official PVT system's potential to scientifically and statistically validate the election within an acceptable margin of error."

According to him, the PDP is fully prepared to resist intimidation, extrajudicial procedures and partisanship on the part of security agencies.

Buhari to Nigerians: Vote govt of your choice

Posted: 22 Feb 2019 02:39 AM PST

Muhammadu Buhari
President Muhammadu Buhari on Friday morning again appealed to Nigerians to come out on Saturday to vote for the presidential candidate of their choice.

In doing this, the President urged them to vote for the government that will lead Nigeria toward its finest destiny.

He made the call in a national broadcast this morning.

Buhari said "As your President, I hereby ask all Nigerians with voting cards to participate in defining the future of our nation by exercising your democratic rights tomorrow. I urge you to go out and vote.

"I say this because elections are the cornerstone of representative governance. And voting constitutes the highest and best expression of the sovereign will of the people to choose the government that best represents them.

"It is only upon the freely expressed will of the people that government truly dedicated to the welfare, rights and interests of the people can be founded.

"You will be able to vote in an atmosphere of openness and peace, devoid of fear from threat or intimidation. Tomorrow is an encounter with history in which you, the people, shall affirm your collective belief in our national greatness and in our future.

"I ask that you embrace and hold on to the importance of the moment soon to be upon us. Honour your civic duty as voters by going to the polls tomorrow to vote for the government of your choice, for the government that will lead Nigeria toward its finest destiny.

"As citizens there is no greater duty than this and no greater honour. Tomorrow, I know you will once again make Nigeria proud of its people." he said

The President urged Nigerians not to be discouraged by anyone from exercising their rights as citizens and voters tomorrow.
To vote, he said, means that they believe in Nigeria and the excellent things the future holds for the nation and its people.

He added "No matter our political leanings, we all believe in Nigeria, in the noble principles for which it stands and in the values we strive for our beloved nation to uphold.

"All who are able, must vote so that we may better perfect this democracy and continue to build the greater nation we seek. Do not be afraid of rumours of violence and unrest."

According to him, the security agencies have worked diligently to ensure that adequate security measures are in place.

While noting that democracy is the most beneficial way to select a nation's leaders, he said that it is far from the easiest thing to achieve and maintain.

He said that it requires a combination of patience, tolerance, compassion, diligence, wisdom and hope.

"These traits exist in us the Nigerian people. Because of who we are, democracy has the chance to flourish in this land.

"Thus, I commend all of you for your patience and peaceful conduct so far during this electoral season and especially during this intervening week following the postponement of the February 16 elections.

"Many were worried and thought the worst might happen. You proved them wrong by showing that you are a great people with an abiding love for peace, democracy and the unity of our country.

"According to the daily INEC public briefings given this week, the Electoral Commission says it is ready and fully prepared to conduct the election in a free, fair and transparent manner. I believe INEC realises the profound and weighty duty that rests upon it."

The President urged Nigerians to have faith that INEC will this time rise to the occasion.

He said "We must cast aside doubt and have faith that INEC will rise to the occasion. We must believe and encourage INEC to fulfil and honour this responsibility it owes to our country."

Buhari also assured the international, domestic monitors and observers of their safety and freedom of movement needed to perform their important functions.

While thanking domestic monitors and observers for their contributions to Nigeria's democracy, the President also thanked the international groups for their friendship and concern for the nation.

"We appreciate their efforts in encouraging us to further entrench and strengthen our democracy," he said.

Fed Govt, AGF ask Supreme Court to stay off Onnoghen’s case

Posted: 22 Feb 2019 02:33 AM PST

Walter Onnoghen
THE Federal Government and Attorney General of the Federation (AGF) have asked the Supreme Court to decline jurisdiction over a suit seeking its intervention in the trial of suspended Chief Justice of Nigeria (CJN), Justice Walter Onnoghen before the Code of Conduct Tribunal (CCT).

The FG and the AGF contended that Onnoghen' trial was personal to him and could only involve the  Supreme Court, where an appeal arises from the Court of Appeal on a decision reached either during or after the trial at the CCT.

Their position is contained in a notice of objection they filed against a suit instituted at the Supreme Court by Cross River State.

The state government, in their originating summons, queried the propriety of Onnoghen's trial before the CCT and urged the Supreme Court to declare it illegal on the grounds that it was only the National Judicial Council (NJC) that could exercise disciplinary powers over a serving judge.

In their objection, the FG and AGF (listed as defendants in the suit), argued that the subject of the case did not qualify as a dispute between the Cross River State and the Federal Government, as envisaged under Section 232(1) of the Constitution.

They added: "The subject matter of this suit is personal to Hon. Justice Onnoghen Nkanu Walter Samuel and does not, in any way, affects the Cross River State Government as to confer it with the locus to institute this suit.

"The reliefs and claims made herein by the plaintiff are not for the benefit of Cross River State, but personal to Justice Onnoghen Nkanu Walter Samuel.

"The alleged cause of action in the subject matter of this suit is not one that creates the existence or extent of a legal right between the Cross River State Government, in its capacity as a state and the defendants in this suit as stated under Section 232(1) of the Constitution.

"The Honourable Justice Onnoghen Nkanu Walter Samuel, being an indigene of Cross River State and the highest judicial officer from the state does not confer on the plaintiff the locus to institute this suit.

"The fact that the suit partly relates to the interpretation of the Constitution does not confer on the plaintiff the locus to invoke the original jurisdiction of this honourable court."

The plaintiff, in their originating summons, want the court to among others, declare that, by the provisions of sections 4, 5, and 6 of the Constitution, there a clear recognition of the doctrine of separation of powers and checks and balances in relation to the operations of the three arms of government.

The Cross River State wants the court to declare that, by virtue of the provisions of sections 153(1), 158(1(, Paragraph 21(b) of Part 1 of the Third Schedule to Constitution, it is the NJC that is exclusively empowered to recommend to the President or Governor the appointment/removal of any judicial officer.

It also seeks a declaration that the CCT, not being the NJC, is not vested with the jurisdiction over any judicial officer for an alleged official misconduct on the part of a judicial officer, without a formal complaint of such official misconduct being first made to and investigated by the NJC.

The plaintiff equally wants the Supreme Court to declare that the filing of the charge, before the CCT, against Onnoghen, being a judicial officer, without any formal complaint having been made against him to the NJC, robbed the CCT of jurisdiction to try the charge and all the proceedings relating thereto, amount to a nullity.

It, therefore, urged the court to grant an order of injunction, restraining the defendants and their agents from further initiating or proceedings with any similar charge or charges against Onnoghen or any judicial officer of the superior court created by the Constitution, until a formal report of misconduct is first, made to and investigated by the NJC.

At the Supreme Court yesterday, lawyer to the defendants, Dayo Apata (who is the Solicitor General of the Federation), told the court that his clients have just filed some processes, including a memorandum of appearance, notice of preliminary objection and a counter affidavit to the originating summons.

Apata said he was able to serve the processes on the plaintiff's lawyer shortly before the court began sitting yesterday.

Lawyer to the plaintiff, Lucius Nwosu (SAN), acknowledged the service of the defendants' processes on him.

Nwosu said, in view of the importance of the case, he would urge the court to grant a short adjournment to enable him respond to the defendant's processes.

Justice Olabode Rhodes-Vivour, who presided over a seven-man panel of the court, adjourned to February 28 for the hearing of the defendants' objection along with the substantive suit.
