Gabrielle Union opens up on whyshe allowed her son to attend a gay pride parade

Hollywood actress, Gabrielle Union has opened up on why she supported her 11yr old stepson Zion as he marched at the Miami Gay Pride Parade.


The two day festival event brought together members of the lesbian, gay, bisexual, and transgender community, and Dwayne Wade's son was present.

Speaking about how it feels having her husband's son at the gay pride parade, Gabrielle Union said:


"It feels normal. My mom took me to my first pride at eight years old. We moved to San Francisco, and it's kind of part of being a global citizen."

"People talk a lot about diversity and inclusion, but they don't actually mean it. In our household, we mean that, and that's why the entire household went to pride."

Journalist who called out man for taking viral sensation Success Adegor to a ”beer parlor” says his life is being threatened

Success Adegor, the Warri school girl whose video went viral few weeks ago, has been spotted in a beer parlour with some men.

This was brought to the notice of the public by a journalist who shared a picture showing Success Adegor at the beer parlour with the chairman of Sapele Local Government.


Success made news last month after a video of her complaining bitterly that she was sent out of school for failing to pay her examination fee, went viral.

Reacting to a photo of little Success in company of the local government chairman and his friends drinking beer at a "beer parlor", Fejiro Oliver wrote:


"Just imagine
A Local Government Chairman in Delta State, precisely Sapele Local Government took little Success of the "No be say I no go pay o" fame out to a beer parlour.
This man called Eugene deserves to be suspended by the Governor for this evil habit. He didn't see church or recreational areas, na where him and his guys dey manya he carry the small girl go."


Oliver in an updated post, said he has been receiving threatening calls since yesterday.

Update: Life under threat because of Success Adegor post

This afternoon, I made a harmless post about Success Adegor of the "no be say I no go pay viral story" on how she was spotted in a beer parlour.

Now, perception is key in everything. I called for the suspension of the Sapele LGA Council boss, Mr Eugene, for carrying success and staying with him where him and his friends were gulping alcohol. On the table are bottles of alcohol and cans of beer. For heaven's sake, why must the little girl be introduced to that?

The post has since gone viral.

I have received countless calls over the issue and given my words to some concerned persons on what they asked.

This evening, at exactly 7:25pm a number 09029287265 called me after I missed a call from that same number by 6:50pm, the voice at the background identified himself as Samuel and demanded to know if I'm Fejiro Oliver. I asked for his full name and he went ballistic.

The young man threatened that for writing against his boss on my wall, they will find me all over Nigeria and deal with as well as hack my facebook accounts.

"I will hack your number and we will track you anywhere in Nigeria".

He has just spoken the mind of the Council Chairman. I kept quiet and he ended the call. He called back again and began to rant before handing the phone to a lady who identified herself as Barrister Gloria who also poured out venom on my person, saying I want to destroy the man.

He has been in office for almost two years and I have not investigated him despite the complaints from the council staff. How then am I destroying him?

This is to Eugene, Samuel, Gloria and all their clique, the governor will not only hear this but I will take it up to the highest level.

Eugene whom we elected as a local government chairman has recruited thugs to hunt me. He should honorably quit that seat or be suspended by the House of Assembly to join the thug business.

This battle go over you. This will not be the end of it.

Lizzy a 26-year-old cocaine addict tells story of how her boyfriend got her into drug addiction

A 26-year-old cocaine addict simply identified as Lizzy, has recounted how her boyfriend got her into drug addiction.

Lizzy's story was shared by Lagos pastor, Tony Rapu, whose foundation is working to get her off drug addiction.


In two videos shared online, Lizzy who went to A-list schools like Vivian Fowler, Caleb Nursery and Primary School, recounted how her boyfriend introduced her to crack. She also narrated how she resorted to begging and prostitution just to feed her addiction.


"I am lizzy. I have been here now for seven years. I have been seeing different rehabs and I have refused to go because I feel they will not be able to take care of me because the Heroin and Cocaine has gone inside of me very well.

I finished my secondary school from Vivian Fowler. I went to Caleb Nursery and Primary School.

I came into drugs through a friend. He used to be my boyfriend. He was putting it in my weed I didn't know. There was a day he showed it to me and told me he had been putting it in my weed I didn't know. I was like what is this and he told me its cocaaine. That was how I got into cocaine"


Posting her video online, Pastor Tony wrote

"We visited Ipodo this afternoon, a dilapidated and degraded community in the heart of Ikeja.
Our visit was to rescue 26 year old Lizzy from the clutches of her captors; the drug sellers and pimps who feed her drug habit from the proceeds of prostitution and other vices.

Ambrose Ali University Law graduate dies after falling from a moving Danfo bus in Lagos state

A corps member has died after he fell off a commercial bus in Lagos.

Akhigbe Nuel Odiase, a recent law graduate, was in a bus plying the LASU-Isheri road when he fell from the moving vehicle at about 9:45pm on the night of April 15, 2019.


He sustained a severe head injury from the accident and was rushed to the nearby Alimosho General Hospital, Igando, where he was given first aid treatment. He was then transferred to LASUTH where he died later that night from his wounds.


Friends and colleague have taken to Facebook to mourn the Ambrose Alli University law graduate.

Davido has taken to Instagram to reveal that ace music producer Kiddominant is on Beyonce's next album.

There have been unconfirmed hints that Beyonce will be dropping a new album very soon. According to the lyrics website, Genius, the album is possibly going to be titled 'B7' and its expected release date is April 18, 2019.


The news of Beyonce's next album has been on for a while now, and seems to become more anticipated in this part of the world, after the big news that Kiddominant is part of the new project.

This information was revealed by Davido via his Instagram page on Wednesday, April 17, 2019. An obviously thrilled Davido couldn't hide his joy as he shared a screenshot of the track where the music producer helped created.


"Omg @kiddominant !! Made it on Beyoncé Album! Jesus!!" he wrote.

The song in which Kiddominant worked on is a song Beyonce featured Rihanna.


In April 2018, Beyoncé Giselle Knowles-Carter stood in her full goddess glory and drawled "Coachella, you ready?" The music festival wasn't ready, nor was the world, for what the pop star turned out: two nights of performances that were as much about history as they were history in the making.

The last time Beyonce released a solo album 'Lemonade' was in 2016. However, in 2018, together with her husband Jay Z, they released a joint album in 2018 titled 'Everything Is Love.'

APP seeks fresh guber poll in Adamawa

The Adamawa State Election Petition Tribunal sitting in Yola has received a petition from the Action People's Party (APP) over alleged failure of the Independent National Electoral Commission (INEC) to include the logo of the party on the ballot of the last Match 9 governorship election in the state.

In their petition, the party asked the tribunal to order the conduct of a fresh governorship election for which the candidates of the party will be duly presented to the electorate.

Counsels to the APP, Barrs. Obed Okwukwe Agu and Oluchukwu Nweke, filed the petition before the tribunal headed by Justice Suleiman Akanbi who promised speedy dispensation of justice.

The APP became the first party to go to the tribunal to allege non-inclusion of party logo for the Adamawa State governorship election. Parties have until close of Wednesday to file petitions at the tribunal over the governorship election.

The Movement for the Restoration and Defence of Democracy (MRDD) had earlier gone to the state high court, while the governorship rerun was yet to be held, to make the allegation and to seek a nullification of the March 9 election. The high court dismissed the case on March 28 for lack of evidence, but it has reportedly been appealed.

The APP in its petition, is telling the Adamawa Election Petitions Tribunal that the entirety of the Adamawa State Governorship election is invalid by means of substantial non-compliance with the provisions of the Electoral Act 2010 (As amended).

"The election is invalid by means of unlawful exclusion of Mr. Bitrus Madeh as the valid candidate of the petitioner to contest the gubernatorial elections," the petitioner said, adding that Mr. Bitrus Madeh and Audu Zanda as its validly nominated and /or replaced governorship and deputy governorship candidates for the election were unlawfully excluded.

They asked the tribunal to declare that the Adamawa State governorship election held on 9th March, 2019 is invalid or voided "for substantial non-compliance with the provisions of the Electoral Act."

No subsidy removal until right solution is found, says Finance minister

The Federal Government has said that until it is able to find the right formula to cushion the effect of subsidy removal, it would not contemplate removing subsidy.

Minister of Finance, Zainab Ahmed said the government would have to find a formula that works for Nigeria before removing fuel subsidy.

But for now, Ahmed said the government was yet to find the right formula which would provide succor to the people when subsidy is removed.

This she said has made the idea of subsidy removal a no go area.

Ahmed who spoke Wednesday at the end of the weekly Federal Executive Council (FEC) meeting posited that it is left for the Executive and the National Assembly to come together and thinker on the right buffer that will be suitable for the country.

She also noted that the current subsidy regime which is under the monopoly of Nigeria National Petroleum Corporation (NNPC) is far cheaper when compared to the previous regime.

Bayelsa recovers N2.2bn from public sector reforms

Bayelsa State Governor, Seriake Dickson, Wednesday said that the ongoing reforms in the state's public sector had so far led to the recovery of N2.2bn annually in the state.

Dickson spoke during a meeting of labour leaders, members of the Post Primary Schools Board and Association of All Nigerian Conference of Principals of Secondary Schools (ANCOPSS), in Yenagoa.

The governor in a statement by his Special Adviser, Media Relations, Mr. Fidelis Soriwei, said that the amount was saved from the ongoing verification exercise in the mainstream civil service and that of the post primary schools in the state.

He said that the government had so far recovered N53million per month from the mainstream civil service and N134million from discrepancies in salaries of secondary school teachers and principals.

The governor commended the labour unions for supporting the reforms designed to stop the endemic payroll fraud in the public service.

He said the money saved from the exercise could be committed to the development of the education sector to enhance service delivery.

He lauded the efforts of workers verification committee led Dr. Josephine Igodo for its commitment and diligence and expressed optimism that more funds would be recovered by the end of the exercise.

Dickson vowed to ensure a holistic implementation of the civil service rules and directed immediate identification and retirement of those above the statutory retirement age.
The governor further approved the payment of the arrears of N18,000 minimum wage owed secondary school teachers and directed the release of N50million monthly with effect from April for that purpose.

He said: "I will implement the civil service rules to the letter. All those who are beyond the statutory age of retirement in the service should be identified and retired.

"The labour leaders generally have been supportive in these reforms and we have saved this state a lot of money. And I know that by the time we conclude this exercise we will save more than this amount.

"This money will enable me employ more teachers if we want to employ more. All the leakages that were there before have been blocked so that we can serve the people better.

"My predecessor approved the N18, 000 minimum wage and we inherited the arrears. And if we have paid the mainstream civil servants, we must pay the teachers with effect from this month because government is a continuum. Let us make a deposit of N50 million."

The governor called on teachers to also reciprocate government's gesture and the investments made in the education sector by demonstrating dedication and commitment to their teaching profession.

He said that he was optimistic that the government's efforts would yield more results  by the end of the exercise.

He noted that withheld teachers' salaries would be paid into a special account, Unpaid Salaries Account, pending when they had been duly verified.

In her remarks, the Executive Secretary to the Post Primary Schools Board, Dr. Blessing Ikuru, commended Dickson for his efforts at sanitizing the secondary schools.

She said the board was working hard to regularise all discrepancies discovered in the grade levels and steps of teachers' salaries.

The State Chairman of the Nigerian Union of Teachers (NUT), Kalama Tonpre and President of ANCOPSS, Mrs. Christiana Ezetu applauded Dickson for promoting professionalism and welfare of workers in the state.

Senate reconvenes April 24 to pass 2019 budget

The much awaited report of the 2019 Appropriation bill was laid in the Senate and House of Representatives Wednesday.

The Appropriation Committees of the two chambers submitted a harmonized budget report for the consideration and adoption.

In the Senate Chairman, Senate Committee on Appropriation, Senator Mohammed Danjuma Goje submitted the report while the Chairman, House Committee on Appropriation, Mustapha Dawaki did the same.

Both chambers did not consider the report of the N8.83 trillion budget, proposed by President Muhammadu Buhari for the 2019 fiscal year.

Findings showed that the lawmakers who have proceeded on the Easter break would reconvene on April Wednesday 24, 2019 to pass the budget.

The House also adjourned plenary to enable members observe the Easter celebration, would reconvene on Tuesday April 23, 2019 to pass the budget.

It is not clear whether there were major changes and additions made in the money bill as proposed by President Buhari.

Senate President, Bukola Saraki, had mandated sub-committees to adopt the Executive submission of the budget in place of any ministry, department or agency that failed to turn up to defend their budgets.

IGP launches operation ‘Puff Adder’ in Zamfara

The Inspector General of Police (IGP) Muhammad Adamu on Wednesday launched operation puff adder in Zamfara state.

The IGP, while launching operation, said the Nigerian police is good to go energetically in the fight against bandits in Zamfara.

Adamu revealed that bandits in Zamfara state has scampered to neighboring States especially to Sokoto with the ongoing robust combined operations in Zamfara state which was becoming the center of banditry in the northwest

Adamu who was represented by AIG Zone 10 Sokoto Muhammad Mustapha disclosed that Successes has been achieved in curtailing banditry activities from the time the operation was launched in Kaduna on Friday April 5, 2019.

He warned that these successes could not be sustained without cooperation, information, intelligence report, prayers and support from all and sundry in the various communities across the affected areas.

Adamu revealed that there are over 500 policemen at the launching and more will be coming to support the security personnel that are currently expediting actions against bandits in Zamfara state.

He warns his officers and men that for the police to succeed in all their assignments it is a must that they must abide by the rules of engagement and they must be professionals in the discharge of their duties.

Governor Abdul Aziz Yari who was represented by the secretary to the state government Prof. Abdullahi Muhammad Shinkafi stressed that the operation puff adder initiative by the inspector general of police clearly shows that the IGP means business adding that as the crooks are inventing new ways to perpetrate heinous crime so is the immediate need to create and adopt new strategies to dismantle their nefarious activities.

Yari lamented that the bandits were hitherto attacking villages and abducting people on the highway without notice but now device new strategies and boldly give notice of day and time of which they'll strike at their victims hence the need to launched such an operation.

The situation according to Yari is pathetic and worrisome disclosing that there are over 10 thousand orphans in Zamfara state because of the killings that persisted across the state

Earlier in his welcome address, Zamfara state commissioner of police Mr. Celestine Okoye disclosed that the  operation will be carried out with all the security agencies as well as members of the Civilian JTF in the state.

Okoye revealed that well trained, equipped and motivated personnel with operational assets will be deployed to strategic locations on flashpoints and highways to curb the excesses of criminal elements in the state.

Okoye assured that the Nigerian police under the leadership of IGP Muhammad Adamu is working assiduously to ensure security and protection of lives and property of the people of Zamfara state.

"Let me also warn all persons who engage in criminal activities, especially armed bandits and kidnappers to suspend their actions or face dare consequences," Okoye warned.

Two traffic wardens in court for alleged death of NSCDC staff

Two traffic wardens TW GII Idoko Sunday and TW GII Katdel Dabit have been dismissed and charged to court for complicity in the death of a staff of the Nigerian Security and Civil Defence Corps (NSCDC), ASC Ogah Jumbo.

Their arraignment followed investigation, which indicted them for assault and excessive use of force on the deceased after his arrest.

A statement by the Force Spokesman, DCP Frank Mba in Abuja on Wednesday also noted forensic analysis by a pathologist as seen in the autopsy report clearly traced the cause of death to injuries inflicted on the deceased during his encounter with the traffic wardens.

Details of the update into the cause of death of Ogar read: "In keeping with the assurances by the Inspector General of Police, Ag. IGP Mohammed Adamu, to ensure a transparent, accountable, comprehensive and speedy investigation into the circumstances surrounding the death of the late ASC Ogar Jumbo, an Assistant Superintendent of the Nigerian Security and Civil Defence Corps (NSCDC), the Nigeria Police have today arraigned in Court the two Traffic Wardens – TW GII Idoko Sunday and TW GII Katdel Dabit for complicity in the unfortunate death of the NSCDC Officer.



"The arraignment of the erstwhile Traffic Wardens is sequel to the outcome of investigation into the case of alleged discreditable conduct and unlawful exercise of authority reported against them on 20th March, 2019.

"The former Traffic Wardens had earlier been subjected to the internal disciplinary procedures of the Force – tried in an Orderly Room, and dismissed before the arraignment.

"Police investigations positively indicted them for assault and excessive use of force on the deceased after his arrest."

On the outcome of the autopsy, Mba said: ​"For avoidance of doubt, the autopsy report states in part that the death was due to blunt force injury to the head, multiple skin and soft tissue injuries on the fore head and face, and that there was no natural disease in the body to sufficiently explain the sudden death."

He also stated that the two traffic wardens have been remanded in Kuje Prisons pending the next adjournment of the case.

The IGP warned that like the indicted traffic wardens, any police officer found wanting for unlawful use of force and other sundry offences, will be publicly named, shamed and brought to book to serve as deterrent to others.

Ikpeme takes charge as new UCTH CMD

Prof. Ikpeme A. Ikpeme has formally resumed as the new Chief Medical Director (CMD) of the University of Calabar Teaching Hospital (UCTH) in Calabar, Cross River State.

In a release signed by the Head of Corporate Affairs Department, UCTH, Dr Rosemary Effiong, made available to The Nation on Wednesday, Ikpeme who resumed in line with his appointment letter signed by the Minister for Health, is an orthopaedic surgeon and was the head of orthopedic department in the hospital before his merit based appointment.

According to the statement in addition to his professional calling in the medical field, he brings to the job, his experiences and qualifications in management practices and human resources management.

"He comes with a clear-cut vision and mission statement which is being communicated to staff in order to quickly restore and reposition the UCTH as a reliable first choice reference hospital within its catchment area," the statement read.
Upon resumption of duties, Prof. Ikpeme was conducted round the various departments and offices in the hospital by senior management staff and heads of Departments.

In his interaction with staff, the new CMD called for cooperation and unity of purpose to achieve deliverables such as staff re-orientation, retraining, restoration of efficient utility services such as water supply, power supply, security and environmental sanitation.

His words, "We can achieve these deliverables, early enough with the much needed cooperation. Our primary duty of efficient medical and healthcare services is top in the priority list. As such we will have to restore good healthcare practices and functional systems, departments and facilities, while striving for better and modern-age infrastructural facilities. A good image we must have and maintain. Public complain and feedback channels will serve their purposes.

"Come with me on this journey. It will be tasking but exciting. There may yet be obstacles but we will overcome them. Above all, He who called us has already equipped us. Together, we will raise our battle cry: UCTH 2019: Rebuild, restore, reboot."

We’re determined to make right difference in governance, says Abiodun

The Ogun state governor – elect, Prince Dapo Abiodun, on Wednesday declared that his in – coming administration is imbued with determination to make a difference in the governance of the State.

Abiodun, however, expressed the hope that the out – going Governor Ibikunle Amosun would provide timely and accurate information on all the ongoing projects in the state and the general state of affairs of the people's common patrimony to enable him face governance seamlessly.

The Governor – elect made this known in Ogere, Ogun State, during the formal inauguration of his Economic Transition Committee (ETC) and Work Groups.

He noted that he is not unmindful of the fact that people have become quite cynical of government and the political class because of their experiences, but pledged that his would be different, as he would provide leadership that could earn the confidence of the people.



He also pledged to run a government that has character that could be trusted.

The 23 member ETC is chaired by Mr. Tunde Lemo, a former Deputy Governor of the Central Bank of Nigeria with  Dapo Okubadejo serving as its Secretary while the Work Groups which are broken into parts have larger memberships.

While ETC is expected to help articulate Abiodun's  campaign manifesto, ensure robust engagement with stakeholders and develop a roadmap to guide its implementation,  the Work Groups would focus on assigned thematic areas such as Education, Youth and Sports, Health and Social Services, Government Processes, Agriculture and Food Security, Transformational Initiatives, to ensure an effective and efficient discharge of its assignment.


He reiterated his vision to provide good and focused governance that will create an enabling environment for sustainable economic development of the state and translates to significant improvement in the welfare of citizens and their individual prosperity.

Abiodun, an oil magnate and successful entrepreneur noted that the paucity of funds may present challenges to the incoming government, and urged the Work Group on Finance to identify creative means of funding to support the realisation of governance agenda.

Abiodun said: "The importance of the task at hand cannot be over-emphasised. You are being called upon to elaborate on the campaign manifesto, identify and distil the pressing needs of the state and our people, recommend specific programmes and policies and develop a measurable and realistic roadmap, including identifying low hanging fruits, for implementation.

"The Terms of Reference for the Work Groups will be provided to guide the assignment. However, should there be a compelling reason to tweak any of the items; I believe the Secretariat will be favourably disposed to consider such adjustment.

"I am confident that the main committee and the Work Groups are most suited to deliver the objectives of this assignment, what with an array of leading lights of our State in all fields of endeavour, rich blend of perspectives across professions, political affiliations, gender, demography, among others. While our non-partisan technocrats are expected to bring to bear on the assignment their rich, global and detached "outsider" perspectives, the professionals in politics and other political actors will provide context and knowledge of the environment to develop a Policy Document that is deep in concept, broad in scope, ambitious in vision but takes cognizance of the current realties.

"Equally important, it will enjoy the ownership and buy- in of the critical stakeholders, an important component of our commitment to inclusive government. In this regard, each work group should identify critical and relevant stakeholders and seek their input, as may be necessary.

"Our vision is to provide good and focused governance that creates an enabling environment for sustainable economic development of the state that translates to significant improvement in the welfare of our citizens and their individual prosperity.

"In traversing the length and breadth of the over 16,000 square kilometers of the state during the campaign, I gained further appreciation of the vast natural resources spread across the state. These natural resources, coupled with the premier status of Ogun State as the intellectual capital of the nation, should make the job easy. The challenge here is to bridge the gap between the potentials and actual performance.

"There is no gain-saying that funding will be a major constraint, hence our recognition of public – private partnership as a veritable tool for funding in a manner that keeps the interest of the state paramount while delivering significant value to all the stakeholders.

"Therefore, the Work Group on Finance is enjoined to identify creative means of funding to support the realisation of the governance agenda.

"There are two other issues that I believe are worth emphasising. First, the Transition Committee and the Work Groups are requested to come up with recommendations on Monitoring and Evaluation mechanism that will ensure that agreed initiatives are not only implemented, but there is a framework to track progress and ensure desired outcomes are achieved.

As Larry Bossidy, co-author of Execution: The Discipline of Getting Done, once said, "strategies are intellectually simple; but the implementation is not."

"On our part, I want to assure that we are fully committed to this process and that the document that will emerge will not be used to decorate the shelf but will be diligently implemented.

"The second point I will like to reiterate is that the government is a continuum. Therefore, the next Administration will continue the implementation of the ongoing projects that have a clear line of sight to upliftment of Ogun State and benefits to the people.

"I am hopeful that the incumbent government will provide to us timeously accurate information on all the ongoing projects in the state and the general state of affairs of our common patrimony."

FG to issue N20bn 30-year bond on April 24

The Debt Management Office (DMO) says the Federal Government will on April 24, issue a 30-year bond for the first time.
The DMO said in a circular on its website on Wednesday in Abuja, that the N20 billion 30-year paper would mature in April 2049.

Other bonds on offer are a 10-year new issue of N40 billion to mature in April 2029 and a five-year re-opening of N40 billion to mature in April 2023, which was offered at 12.75 per cent.

The circular, however, did not indicate the interest rates for the new issues.

Ms Patience Oniha, the Director-General, DMO had at a news conference on April 4, revealed plans by the Federal Government to issue the 30-year paper.



She said that the bonds were considered, given the relatively low-interest rates compared to 2017 levels of more than 18 per cent.

"The issuance of the bond will meet the needs of annuity funds and other long term investors while also developing the domestic capital market and reducing the re-financing risk of the Federal Government.

"Another area of focus will be the management of risks associated with the debt stock to mitigate debt service costs."

She added that the 30-year issue would enable government to raise long-term capital for infrastructure, serve as benchmark for private sector raising of long-term investment capital.

It would also reduce short-term debt and deepen the Life Insurance sector in particular.

According to DMO, units of sale is N1, 000 per unit subject to a minimum subscription of N50 million and in multiples of N1,000 thereafter.

The bonds are backed by the full faith and credit of the Nigerian Government, with interest payable semi-annually to bondholders, while bullet repayment will be made on the maturity date.

Nigeria issues sovereign bonds monthly to support the local bond market, create a benchmark for corporate issuance and fund its budget deficit.

Senate passes seven bills rejected by Buhari

The Senate on Wednesday passed seven bills vetoed by President Muhammadu Buhari.

This is coming as the upper chamber initiated the override of the president on the Fourth Alteration Bill No.28.

The Senate said that the bills were reconsidered and passed in line with legislative procedures.

Buhari, in his letter of rejection, raised concerns about the constitutionality of the bills if passed into law.



The President requested the Senate in the letters to consider the issues raised for their rejection and reconsider the bills.

The bills included Petroleum Industry Governance Bill (PIGB), National Institute for Hospitality and Tourism Bill, National Research and Innovation Council Bill, and Stamp Duties Act (Amendment) Bill.

Others were National Agricultural Seed Council Bill, Agricultural Credit Guarantee Scheme Fund (Amendment) Bill and Independent National Electoral Commission (INEC) Act 2010 (Amendment) Bill.

Senate President, Bukola Saraki, directed the Senate secretariat to take note of observations and corrections made by senators and ensure that they were reflected in the bills before transmitting them to the president for assent.

On Tuesday, the Senate included in its Order Paper, two bills earmarked for override.

The two bills were not considered at the end of plenary.

No explanation was given by the Senate leader, Ahmad Lawan about why they were not considered.

The two affected bills slated for override, but not considered are Fourth Alteration Bill No. 28, and the Industrial Development (Income Tax Relief) Amendment Bill.

The upper chamber relisted the Fourth Alteration Bill No. 28, and the Industrial Development (Income Tax Relief) Amendment Bill yesterday.

Both passed second reading.

The second reading of the bills is the second stage of the override process.

If the bills pass the third reading with the required by 2/3 majority (73 senators) and go secure the concurrence of the House of Representatives, the two bills will become a law.

The Forth Alteration No. 28 Bill is a constitution amendment, which seeks to provide for the time within which the President or Governor shall lay the Appropriation Bill before the National or State Assembly.

The Bill also seeks to encourage early presentation and passage of Appropriation Bills.

President Buhari declined assent to the Bill on the grounds that it didn't take cognisance of the provisions of Section 58(4) of the 1999 Constitution, as amended.

On the other hand, Industrial Development Amendment Bill, if passed, will enable companies to expand their operations in pioneer industry or product to apply for a new pioneer status.

President Buhari declined assent to the bill on the grounds that ongoing inter-ministerial consultations would be affected if the Bill was signed into law.

Tears at mass burial for victims of Nasarawa killings

It was harvest of tears and anger as victims of the recent Nasarawa killings were laid to rest in Kochum-Numa village of Akwanga local government area of Nasarawa State.

A total of 16 out of the 17 victims of the attack were committed to mother earth after the performance of Christian rites.

One of the deceased, believed to be a Muslim, was buried according to Islamic rites on Monday, a day after the mass killings.

The mass burial, which was held around noon after the deceased bodies were moved from the Akwanga General Hospital mortuary to the village for final internment, was a moment of grief for family members, relatives, friends and other sympathisers.

They wept profusely over the untimely departure of their loved ones.

No fewer than 17 persons were gruesomely massacred on Sunday night when suspected herdsmen opened fire on them in Kochum-Numa village in Akwanga local government area while they were holding a naming ceremony.

Several others, too, were wounded and are currently receiving treatment at different hospitals across the state.

Governor Umaru Tanko Al-Makura who visited the Chun Mada, His Royal Highness, Samson Gamu Yare, at his palace in Akwanga on Wednesday before he was led to the Akwanga General Hospital where most of the deceased bodies were being kept, sympathised with families of the victims and the entire Mada nation.
He pledged his administration's commitment to fishing out the perpetrators of the dastardly act within days.

Al-Makura, who was accompanied by his deputy, Silas Agara, some top government officials and security chiefs, pleaded with the affected people to remain calm while the law enforcement agencies carry out investigations and possible arrest of the culprits.

Speaking after the burial, the Chun Mada, HRH Gamu Yare, said the Mada nation has put off its annual cultural festival, the Nzeh Mada, billed to be held this week till further notice.

The monarch also directed his subjects to ensure that all social activities terminate by 6pm until nerves are calm and normalcy restored.

Father forgives rapist in court

A 30-year old man, Ibrahim Mohammed, has forgiven the man who raped his nine years old daughter.

The daughter had told the Edo State Family Court that she was raped twice by Abdullahi Bala aged 33.

Police Prosecutor, Inspector Peter Ogbe, informed the court that Abdullahi had unlawful carnal knowledge with the victim on February 8th and 9th, 2019 at Aduwawa Quarters in Ikpoba-Okha local government area.

Inspector Ogbe said the offence is punishable under Section 218 of the Criminal Code Cap 48  Vol II Laws of the defunct Bendel State now applicable in Edo State.
Abdullahi pleaded guilty to the charge.

Ibrahim told the court he opted to leave vengeance for God.

Presiding Magistrate, D.I Adamaigbo, cautioned the accused person to stop lying by insisting he did not sleep with the victim.

Adamaigbo warned Abdullahi to desist from the act as he was lucky that the victim decided not to press charges.

Ibibio Sound Machine creates a bed of divergent retro music on ‘Doko Mien’

Ibibio Sound Machine, 'Doko Mien'
The band currently consists of vocalist Eno Williams, guitarist Alfred Kari Bannerman, percussionist Anselmo Netto, drummer Jose Joyette, bassist John McKenzie, trombonist/keyboardist Tony Hayden, trumpeter/keyboardist Scott Baylis and saxophonist/keyboardist Max Grunhard.

Though comprising only one Nigerian - the lead vocalist, Eno Young - the band got its name from Eno's family, which hails from Akwa Ibom State in Nigeria. While the band majorly makes electronic, afro-funk and disco, they claim to get their inspiration from the West African funk and disco which had in its golden era in the 60's and 70's.

Doko Mien is their 11-track third album after 2014's self-titled album and 2017's Uyai. At first listen, you would think the band made for trying to push foreign language in UK music, but music is spiritual, you don't have to understand the language to enjoy it and that's why Ibibio Sound Machine thrives.

This album is definitely made for roadshows, niche fanbases and retro parties because it's not for everybody. Most people won't enjoy it, but if you can calm down, there is something for you in Doko Mien, which is brilliant for its incredibly detailed production. Let's get to the breakdown and try to follow me;

I Need You To Be Sweet Like Sugar (Nnge Nte Suka)
This one was sung in a mixture of English and Ibibio, it's a love song that tells a lover to be sweet like sugar. The electric guitar riffs are the best thing about this song. It is slower-paced and filled with rock n' roll era guitar. This song is tailor-made for a stage performance.

Wanna Come Down
This one was sung totally in Ibibio, it is more fast-paced than the first track and Williams, the band's lead vocalist sings, "Let's go, come and see something." It's like an invitation, the guitar riffs around the hook are so powerful and immense, you almost forget a song is going on.

Tell Me (Doko Mien)
The title track feels like something off Michael Jackson's 1979 album, 'Off The Wall' which incorporated disco and funk heavily into its sound. Eno Williams is telling a lover to tell her what he wants he to do, before singing the same thing in Ibibio.

This is very experimental and risky music in this age and time, with the requirements of live instrumentation. This is impressive – a lot of work must have gone into this.


The percussion must have been created with a sampler though, but shout-out to the producer, still. But I wager he had a template.


I Know That You Are Thinking About Me
The track sheds light on 'Doko Mien' which probably talks about a troubled relationship the vocalist is afraid of losing, so she begs the lover to tell her what he wants. On this track, the couple seem to have broken up.

This song seems like a convergence of soft rock, folk and blue drums. But one thing has been noticeable so far, Eno Williams lags too much on the major conversations in songs, that leads to an overkill.

On this one, she repeats, "I know that you're thinking about me' more times than required, but she gets saved by the instrumentation; a collision of electric guitars, trumpets, cellos, and well-timed drums. These snare are giving me life.


Best song so far, the final 90 seconds and the trumpets are simply mad.


I Will Run
Instrumentation in this opening few songs, it feels like a Florence and The Machine record minus the sharp effects that accompanies the strings. The percussion seems African. It is short, songwriting is not so impressive. This album has mostly been about great production so far.

It seems a deviation from the narrative so far, but maybe the band didn't intend for topical progression and cohesion, maybe they simply wanted to create good songs about the theme of love. 'Running' could also be a response to a bad breakup.

Just Go Forward (Ka I So)
Okay, I think the final line of the previous paragraph is plausible. It still seems I'm forcing this narrative, but the detail does not support my feelings of intentional topical cohesion of the narrative.

The song was sung in Ibibio and chorus was done in English. Unsurprisingly, production is good.

She Work Very Hard
We need a movie for this one, it feels like one thing played in a suspense scene of a thrilling movie where the protagonist beats his captor or attacker blue and black. I don't really like this one, but I can appreciate the work behind the production.

Nyak Mien
I like this, this is like merging Yoruba juju with funk instrumentation and Igbo hi-life music. I can see people jamming to this one in a pub, drinks in hand. 'Nyak Mien' is Ibibio and it means 'leave me alone' or 'stop touching me' in English. This could either mean that the lover is back, or it could verily be a song about consent.

Kuka
African drums, a chant, this feels like a traditional sacrifice. 'Kuka' means 'Leave me alone.'

Guess We Found A Way


This one is slower from the folk angle. Production is unsurprisingly good and we are kind of back on point. It also validates the previous songs as a relationship plight, not consent in some way. This probably means a way has been found.

Basquiat
The opening seems a like a Jazz montage, reason behind the 'Basquiat' title is not really clear though.

Verdict
This is a mind-blowing experience in the detailed production. The songwriting doesn't always match the production and that's the worry. There was also the issue of excessive repetition of the song titles in the lyrics.

The production papered the cracks, but one thing I'm not certain of is whether the album was meant to have a cohesive narrative or a bunch of disjointed songs on an album.

However, 'Doko Mien' is not for everybody. Not even all rock fans will like this album. If not that I have used 'acquired taste' too often recently, it's the perfect description for this album - divergent music, but its execution, especially on songwriting isn't all good news.

Expert Ibibio speakers have also complained about her pronunciation of certain words, but that's understandable. On albums like this though, it's difficult to criticize tracklist, because it's divergent music. For what it was meant to be though, it's a very good listen – for its audience, it will be a great listen.

Trump to make US visas harder for Nigerians
President Donald Trump's administration is considering new measures to crack down on countries whose citizens have a high rate of overstaying their visas in the United States.

Countries whose citizens overstay short-term tourist and business visas are at risk of getting hit with travel restrictions as part of new immigration measures being considered by the administration, according to a report by the Wall Street Journal.

In its 2017 Entry/Exit Overstay Report, the U.S. Department of Homeland Security described overstays as those who remain in the U.S. beyond their period of admission and for whom there is no identifiable evidence of a departure, an extension of period of admission, or transition to another immigration status.

A high proportion of countries expected to be affected by the new measure are African countries including Nigeria, Chad, Eritrea, Liberia, Somalia, and Djibouti, according to DHS' 2017 report.

A total of 19,676 Nigerians overstayed their visas in the U.S. in 2017, representing 10.61%. Just the previous year in 2016, only a total of 12,043 Nigerians (6.34%) that travelled to the U.S. overstayed their visas.


A Trump administration official told WSJ that the high percentage of overstays could compel the U.S. to warn affected countries that future visas could be shorter or harder to get if rates don't reverse.

He said nationals from countries with high overstay rates could be barred entirely although no ban is currently under consideration.

White House spokesman, Hogan Gidley, also said the Trump administration considers it a top priority to reduce overstay rates for visas.

"It's well known that the administration is working to ensure faithful implementation of immigration welfare rules to protect American taxpayers," he said.

Although African countries have some of the highest rates of citizens overstaying their visas, the actual number of overstays pales in comparison to other nations who have a lower percentage.

For example, Djibouti had the highest rate of overstays in 2017 with 42.30% of its citizens overstaying their visas in the U.S. However, the 42.30% only translated to just 423 people.

On the other hand, the United Kingdom had a 0.54% overstay rate, but this translated to a total of 25,694 UK visitors who overstayed their visas in 2017.

Others with low rates but higher numbers of people include Germany with 11,040 citizens (0.51%), Italy with 10,337 citizens (0.83%), and France with 16,456 citizens (0.91%).

Despite this, the Trump administration's new measure will affect Djibouti but not the UK, Germany, Italy or France which have more of their citizens violating their visa conditions.

Trump continues tough war on immigration

Trump was elected U.S. president in 2016 largely off the back of his tough stance on both legal and illegal immigration, an approach he's expected to double down on for his 2020 re-election campaign.

The Republican president's tough stance on immigration has led to a panicky exodus of immigrants from the North American country. His threat to review the Temporary Protected Status of thousands of foreign nationals in 2017 led to an upsurge of immigrants heading to neighbouring Canada.

Between June 2017 and May 2018, Canadian authorities intercepted more than 7,600 Nigerian asylum seekers, with 81% of them having valid U.S. non-immigrant visas in their possession.

The trend of illegal border-crossers from Nigeria worried the Canadian government so much that two officials were sent to Lagos in 2018 to work directly with their counterparts in the U.S. visa office to collaborate on how to lower the number of migrants who eventually end up making asylum claims in Canada.


More recently, the Canadian government adopted a new stringent policy to deal with asylum seekers who illegally cross into the country from the U.S.

9th National Assembly speaker: APC adopts Gbajabiamila

The ruling All Progresives Congress has formally adopted the Majority Leader of the House of Representatives, Femi Gbajabiamila, as its choice for the position of the next Speaker.

The party's National Publicity Secretary, Lanre Issa-Onilu, said this in a brief statement on Tuesday.

Issa-Onilu said the party had also zoned the position of Deputy Speaker to the North-Central.

He said, "The APC has adopted Hon. Femi Gbajabiamila as its candidate for the position of the Speaker of the House of Representatives in the 9th Assembly.

"This position was reached after an intensive deliberation with the APC's House of Representatives members-elect at a dinner with President Muhammadu Buhari at the Banquet Hall of Aso Villa.

"The Deputy Speaker position has been zoned to the North-Central."

Gbajabiamila is from Lagos State in the South-West.

He was also the party's choice in 2015 but lost the seat to the current Speaker, Yakubu Dogara.


The party had earlier announced the Senate Leader, Ahmad Lawan, as its choice for the position of the next Senate President.

Lawan was also the party's choice in 2015 but lost to Bukola Saraki.

El-Rufai asks political appointees to resign by April 30

Kaduna State Governor, Nasir El-Rufai, on Tuesday directed all his political appointees to resign by April 30.

The directive was contained in a statement made available to journalists by his Senior Special Assistant on Media and Publicity, Mr Samuel Aruwan.

The governor said the measure was meant to enable him to constitute his team for his second term.

El-Rufai however exempted some categories of appointees from the directive.

Those excluded from the directive, according the governor, are full-time commissioners of executive bodies who retain their tenured appointments in agencies such as the Fiscal Responsibility Commission; Civil Service Commission; Judicial Service Commission; Assembly Service Commission; State Independent Electoral Commission, Peace Commission, Public Procurement Authority as well as Water Regulatory Authority.

Others excluded from resigning, the statement added, are the new Commissioner for Finance, Alhaji Muhammad Saidu; the new Accountant-General; Principal Private Secretary; Special Adviser on Intergovernmental Relations; Managing Director, Kaduna Markets Development Company; Managing Director, Kaduna Investment and Finance Company, and "any other political appointees sworn in or appointed to their current roles within the last six months."

Those directed to resign include, "all commissioners in the State Executive Council; all Permanent Secretaries; Special Advisers; Directors-General; Executive Secretaries; Managing Directors; General Managers and other heads of agencies; Senior Special Assistants, Special Assistants and Technical Assistants to the Governor, other than the Kashim Ibrahim Fellows."

 The statement read partly, "As he commences selecting his team for his second term in office, Governor Nasir El-Rufai has directed all political appointees to submit letters of resignation by April 30, 2019.

"The governor will exercise his constitutional prerogative to decide on re-appointments while giving the Kaduna State Ministry of Finance adequate time to compute severance payments and reconcile any liabilities.

"According to the directive, each notice of resignation must be submitted along with a handover note, signed by the political appointee on behalf of the MDA or office to which he or she had been appointed.

"All resignation letters should be properly addressed to the Principal Private Secretary."
