Tade Ogidan pairs RMD, Sola Sobowale for ‘Gold Statue’ 21 years after ‘Diamond Ring’

Posted: 26 Apr 2019 12:00 AM PDT

Tade Ogidan has paired Richard Mofe Damijo and Sola Sobowale for the movie, 'Gold Statue,' 21 years after 'Diamond Ring.'

Ogidan first paired the top Nollywood stars as an onscreen couple for his blockbuster in 1998.

In 'Diamond Ring,' RMD and Sobowale were the parents of a teenager (played by Teju Babyface), who joined a bad gang, to rob the corpse of a powerful woman wearing a Diamond Ring. The ghost of the late woman started haunting him till he confessed and returned the ring.

Ogidan's new movie, 'Gold Statue' tells an almost similar story. The filmmaker pairs RMD and Sobowale as the onscreen couple and parents of (Gabriel Afolayan) one of the two young men (Kunle Remi), who went in search of a 'Gold Statue' believed to be an inherited deity.

The two men go through a series of an unimaginable ordeal and put themselves through some ridiculous painful situations that leave their parents shocked.

'Gold Statue' also featured some of the cast of 'Diamond Ring' including Tunji Bamishigbin and Nobert Young.

Directed by Tade Ogidan, 'Gold Statue' also features Tina Mba, Nobert Young, Kalu Ikeagwu, Ali Baba, Gabriel Afolayan, Kunle Remi, Bisola Aiyeola, Rycardo Agbor, Kelvin Ikeduba, Greg Ojefua, Judith Audu, Woli Arole, and Etinosa Idemudia.

The movie is scheduled to open in cinemas on May 17, 2019.

All you need to know about Cinema of France and Nollywood agreement

Posted: 25 Apr 2019 11:30 PM PDT

All you need to know about Cinema of France and Nollywood agreement
Cinema of France, the French movie industry, has crept into the Nigerian movie industry widely referred to as Nollywood. The industry found its way into Nollywood through a mutual agreement of movie distribution in Nigeria and France.

Nollywood, Pulse gathered, was represented by the National Film and Video Censors Board, NFVCB, while the Cinema of France was represented by the Alliance Francaise. The agreement gives both industry representatives to showcase and distribute movies from Nigeria and France through the "French-Nigerian Film Distribution Conference."

This agreement, it was gathered, will also see leading Nigerian distributors collaborating with big-time French distributors. The agreement didn't come as a surprise to movie practitioners, who had been enjoying professional romance with the Cinema of France. The 2018 edition of the African Film International Festival had huge input from the French community with a day of the week-long festival dedicated to French films.

Nigerian filmmakers led by Kunle Afolayan, Tunde Kelani and Femi Odugbemi have had dealings with the Cinema of France in one capacity or the other. This relationship, which has now been made official, has seen the input and participation of Nollywood practitioners at top film festivals in France including the prestigious Cannes Film Festival. Only recently, Mosunmola 'Mo' Abudu just made history by becoming the first person from Nigeria and Africa to receive the Médailles d'Honneur.

With over 5,000 screens catering for French cinematic audience, Nollywood stands a better chance to reach a wider audience. Reciprocating the gesture, Nigeria's 200 cinema screens will also be showcasing some of the best productions to come out of Cinema of France.

It is also believed that the agreement will also result in a boom in cultural exchange, stories, and training. Film productions and upgrade in filming equipment is expected to witness a boom.

The Executive Director of NFVCB, Adedayo Thomas, who signed on behalf of Nollywood, noted that the agreement will also see France giving technical support in tackling some of the issues affecting the growth of the Nigerian movie industry. The agreement is also expected to give rise to collaborations from private investors of both countries and expanding investment in the distribution and marketing of films.

Peter Okoye says he is still not in talking terms with Jude Okoye

Posted: 25 Apr 2019 11:00 PM PDT

The conflict within the Okoye household looks far from being over after Peter Okoye recently revealed that he is not in talking terms with his elder brother, Jude Okoye.

The music star and former member of the defunct group, Psquare, made this known during an interview with Cool FM's Dotun on Wednesday, April 24, 2019. According to him, they aren't in talking terms and he isn't going to be beating around the bush about it.

"I'm always going to wish him the best of his life...like me I don't have any problem with anybody but if they really have any problem with me, its fine, I'm living my life," he said. When asked if they talk now, he responded by saying they don't.

The Okoye brothers have been at war with each other since 2017 and it is safe to say it has been one of the biggest celebrity fights recorded in the Nigerian music industry.

From shading to actually insulting each other on social media, it has been one messy scandal that has rocked the entertainment industry.

Davido features on Russ’ new party jam, ‘All I Want’

Posted: 25 Apr 2019 10:00 PM PDT

Artist: Russ featuring Davido

Song Title: All I Want

Genre: Afro-pop

Date of Release: April 24, 2019

Album: TBA

Producer: Foreign Teck, OZ, and EY

Video Director: Edgar Esteves

Details/Takeaway: Independent marketing maven, controversial, multi-talented creative and American DIY master, Russ has unexpectedly dropped a dance song which features Nigerian superstar, Davido.

Though the song is topically about a seemingly distant wonder-woman yonder, it is perfectly themed for a Russ-styled party, complete with a slew of scantily clad, beautiful women adding lustre to a classically designed home and a little chaos.

While the song drop is unexpected, it is not surprising. Russ has always spoken about his admiration for Nigerians. Growing up in Atlanta, some of his best friends are Nigerians and he has severally claimed a love for Nigerian dishes.

While Russ made the whole of $15 million dollars in year-ending June of 2018 all while being an semi-independent artist, singles like this mean the 'There's Really A Wolf' rapper could have another incredible financial year.

Rating: TBA

Keyamo Describes INEC Official's 'Electronic Results' Video As Pure 'Entertainment'

Posted: 25 Apr 2019 08:46 AM PDT

Festus Keyamo

A Senior Advocate Of Nigeria (SAN), Festus Keyamo, has said that some videos that have gone viral on social media purportedly exposing how the February 23, 2019 presidential election was rigged are subservient to the provisions of the Electoral Act and INEC's guidelines.

INEC had declared President Muhammadu Buhari, candidate of the All Progressives Congress (APC), winner of the election with 15,191,847 votes, as against 11,262,978 polled by Atiku Abubakar, candidate of the main opposition Peoples Democratic Party (PDP). However, the PDP and Atiku had dismissed the results released by INEC as fake and fabricated, claiming the original results were those purportedly obtained from the INEC server.

According to the PDP and Atiku, the results obtained from the server showed that Atiku actually polled a total of 18,356,732 votes to defeat Buhari, who had 16,741,430 votes.

Both PDP and Atiku claim to be in possession of certain documents proving that he won the presidential election overwhelmingly with 1.6m votes.

The PDP and Atiku have since filed a petition, precisely on March 20, to challenge Buhari's reelection, with APC and INEC as co-respondents.

In their petition to the tribunal, PDP and Atiku deposed that some ad hoc staff and other INEC officials, relying on the training/instruction by the first respondent (INEC), transmitted the scoresthey got from the polling units to INEC server.

Atiku and PDP went on to list 13 ad hoc staff of INEC who all testified that they indeed uploaded results from their polling units to the INEC server as instructed during their training.

Atiku, speaking through his lawyers at the tribunal, led by Levi Uzoukwu (SAN), noted that the results he allegedly obtained from the INEC server were neither false, nor contrived, nor concocted.

Recently trending is a pre-election video of an INEC official explaining the manual and automatic recording of results on Channels TV to suggest that results uploaded to the INEC server are as valid as the manual version. This, even though this wasn't the official's intention, seems to support Atiku's claim that figures he obtained from INEC server prove his victory over Buhari.

In a series of tweets on Thursday, Keyamo, who was Director, Strategic Communications of President Buhari's 2019 presidential campaign, warned that whatever video or evidence there were, they could not withstand the provisions of the Electoral Act or those on INEC guidelines.

Keyamo tweeted: "Without referring to any particular pending Election Petition, there's a need to generally guide Nigerians not to gullibly fall for the fantasy created by any video circulating where INEC official (s) spoke of INEC's plan to electronically transmit results before the elections.

"The video(s) of some INEC official(s) expressing intention to electronically transmit results are only circulated for entertainment. That procedure is neither contained in the Electoral Act nor in INEC's Guidelines. Courts are only guided by these documents and not such videos.

"Also, what you plan to do may be different from what you actually did. Assuming INEC planned to transmit electronically, the moment it said after the election that it did not do so, the matter ends there, especially as the Electoral Act and the guidelines do not allow it to do so.

"In anticipation of the electronic transmission, some crooks concocted fictitious results and perhaps in connivance with certain INEC insiders (or by hacking) tried to upload those results into the server. The fact that electronic transmission didn't happen destroyed their plan

"The irony is that the real cheats are the ones struggling to create a narrative that they were cheated; the real crooks are the ones struggling to convince everyone that the system is crooked; those who actually planned to steal the people's mandate are the ones crying foul.

"The noise about electronic transmission of INEC results is akin to a student who wants to cheat in an exam and enters the hall with prepared answers, not noticing that the set questions are not exactly framed as expected.

"So, when he's later told he failed, he says it's impossible!"

New study reveals top trends in online payments in MENA

Posted: 25 Apr 2019 08:10 AM PDT

Guillaume Pousaz
Payment approval rates for travel have increased by 8.8% in the Middle East and North Africa (MENA), finds a new report from Checkout.com, an international provider of online payment solutions. In the fourth quarter of 2018, the approval rate rose by 5.1% bringing MENA's rate just 3% behind the rest of the world. Due to the high transaction value in the travel industry, card approval rates have seen a slower growth rate than other industries, such as e-commerce.

The 2019 Online Payments in the Travel Industry MENA report connects the rise in approved travel payments to the greater availability of lower cost trips from Saudi Arabia, where the ticket prices have reduced by 7.4% between 2017 and 2018, and the rise of use of MADA online cards also contributed to the approval rate.

In Saudi Arabia, roughly one-third (37%) of bookings made within a week of travel were purchased through a desktop computer, while 58% were made with a mobile device. Across the MENA region as a whole, mobile bookings are less common. Approximately 31% of bookings made within a week of travel are purchased on a desktop computer and 36% are made via mobile device.

Compared to the rest of the world, Checkout observed MENA travel merchants process 21% more payments through 3D Secure and charged back 0.04% less payments.

Remo Giovanni Abbondandolo, Vice President of Business Development, Middle East and North Africa at Checkout.com said: "The increasing use of MADA online cards to reach 36% since inception in April 2018 and falling holiday costs in Saudi Arabia is boosting the travel industry and payment processing trade. Local and global travel business operating in MENA must prepare for further growth by partnering with a payment processor that can handle their customer's security needs in a timely manner."

Guillaume Pousaz, Chief Executive & Founder of Checkout.com commented: "The growing travel payment approval rates in the Middle East and North Africa show that the region is increasingly sophisticated and diverse in its approach to online payments. More importantly, card issuers are increasingly trusting the merchant category when the transactions are originating from well-established acquirers, which is a relevant barometer for online card payments maturity in a given geography. I am excited to have witnessed how the GCC market has evolved since we established our local office here in 2014 and discover what lies ahead".

Joro Olumofin sends Letter To ‘Runs Girls’ Acting As Motivational Speakers On Social Media

Posted: 25 Apr 2019 07:42 AM PDT

Joro Olumofin, a popular relationship expert on social media has dished out some words of advice to the 'runs girls' flaunting themselves online.

In a letter to the 'runs girls' which he penned today, 25th April, 2019, Joro asked them to stop acting like they are motivational speakers online whole flaunting their material acquisitions without revealing exactly what they did to succeed.

Below is is what he wrote:

Do your Runs Girl work in peace. Please stop this Motivator / Motivational speaker act to these young girls who idolize and follow you. You're recruiting runs girls like you directly and indirectly. .

These assertions : " I worked So hard, God did it for me, Look at God, anybody can make it, I'm just starting, small girl big God" are very misleading and inappropriate.

Don't you think the men you're sleeping with tell their inner circle friends and family who tell their own friends and family. Therefore your public success has an expiry date because a 5% know the truth. That 5% is growing gradually. .

1. I worked so hard ? – which work, product, project , proposal did you work on or sell ? Your Instagram page is full of flamboyant pictures of yourself and not a single promotion of a product or event you're hosting. I guess you're the product and your DM is the market hub. .

2. God saw me through- saw you through sleeping with numerous older men for money ? .

3. Mathematics: your salary doesn't match your lifestyle. Something is missing. .

A self made woman is a woman who uses her brains, degree, personality, vocational skills to make money. Not through sex. .

IF YOU SLEPT WITH A MARRIED MEN, OLDER MAN, DID AN OLDER WOMEN "LESBIANISM". .

Please Enjoy your money and stop this Motivational speaker nonsense. It's like a Yahoo boy writing daily success memoirs on social media. .
It's Psychological, you have to mention "Hardwork" and "God" so that you can reinforce it in your own Cognition that you're what you hate the most. A cheat, a runs Girl.

Enjoy your money, buy your creams, nails, hair to promote your ministry but please leave social media motivation out of it. You don't have the right to motivate the youths.

Dr. Stella Oyedepo, the General Manager of the National Theatre, has died in a car crash

Posted: 25 Apr 2019 07:35 AM PDT

Dr. Stella Oyedepo, the General Manager of the National Theatre, has died in a car crash
According to a report by QEDng, the 65-year-old playwright died in an accident on Easter Monday on her way to Lagos.

Dr. Oyedepo is a foremost Nigerian playwright, who was appointed as National Theatre's GM in April 2018. Oyedepo has written over 300 plays over the course of her career as a playwright with 30 published for the public. Her first play, 'Our Wife is Not a Woman,' was written in 1979 and a large number of her plays were commissioned for specific occasions.

The late Oyedepo was an ex-director of the Kwara State Council for Arts and Culture. In 2001, she wrote 'Brain Has No Gender' for the Kwara State Ministry of Education for Women-in-Science Programme. One of her highly acclaimed plays is 'The Greatest Gift,' which contrasts the life of a family destroyed by the father's drunkenness with the life of a successful family. The play was written and performed in 1988.

In a report by J. Yeseibo, Oyedepo was described as arguably one of the most visible practitioners of theatre in Nigeria with plays that include 'Survive,' 'We Will,' 'The Missing Ingredient,' 'The Rebellion of the Bumpy-Chested,' and 'Brain has no Gender.' It was further reported that Oyedepo's feminism strongly informs her work, which centres around the many ills, perversions, and misplaced social values she perceives in Nigerian society.

Now all you need is to make sure on the day, you have the ticket(s) you need and not get left behind in the rush. Needless to say, this is one of the most anticipated movies of the year; the tickets will be selling out once it hits the screen. If you are late, well, we can't offer you a standing position in our theaters. And oh, let's not forget, you know social media is going to be buzzing with spoilers. Do you really want to risk it? Well, let us look at your options.

You can…

A. Fight Thanos for the Time Stone to watch Avengers: End Game in the future before everyone is rushing to the cinema and you can't find tickets
Or you can

B. Just buy advanced ticket now from FilmHouse and be sure nobody can take your space.

If we are to go by expected traffic based on the release of similarly highly anticipated superhero flicks, sellout traffic at the cinema can be expected to last no less than TWO WEEKS from the date of release. If you happen to be going in a party of three or more, as most moviegoers tend to for such films, it will even be more difficult getting multiple tickets when the rush is on. To avoid disappointment, and to avoid having to do battle with Thanos, we would personally advise that you stick with Option B.

We await your presence with popcorn, sausages, drinks and all things nice. We are in the End Game now. Out of 14,000,605 possible futures as seen by Dr. Strange, make sure you don't miss seeing Avengers in any by buying advance tickets online HERE (http://bit.ly/WatchEndgame) or in any of our cinemas around the country.

‘October 1’ star, Fabian Lojede speaks on making ‘Comatose’

Posted: 25 Apr 2019 10:48 AM PDT

'October 1' star, Fabian Adeoye Lojede has explored the African perspective on euthanasia in his new movie, 'Comatose.'

In an exclusive chat with Pulse,Lojede explains why he chose to make a movie adaptation of the play written by Canadian based Nigerian playwright, Jude Idada. The co-producer of the movie further says the movie also delved into some of the issues and challenges in several African societies.

"I chose 'Comatose' for a number of reasons. When I read the play, which was written by a very good friend of mine, Jude Idada, based in Canada, I actually couldn't put it down until I finished it. It was one of those stories, one of those scripts that you know, it was a real page-turner. And was such a contained story that allows us to explore so many things that I personally find troubling within black and African societies," Lojede began.

Explaining further on how emotionally attached he is to the movie, the 'Jacob's Cross' star said 'Comatose' thematically touches on issues bordering on African culture, spirituality and politics.

"In a way, 'Comatose' as a film is not just dealing with the issue of euthanasia, but from an African perspective, it's also dealing with how, from a society point of view, there are so many things that in our society, actually in a state of comatose, whether it's our culture, spirituality, politics, and the film in a way touches, thematically on some of these issues. So, I just felt compelled that this is the kind of story that touches a lot of things that I'm personally passionate about addressing or, or highlighting in movies," he says.

'Comatose' has a blend of the cast from different parts of Africa and Hollywood, and Lojede says it's the way to go in Africa. He went further to say aside from the similarities in movies, the collaboration is deliberate from a marketing point of view.

"Definitely. I think that's the only way to go. In as much as Africa is not a country, it is a continent, but somehow we have shared experiences. And we have far more in common than we actually realize, but also just my marketing points of view. If you look at it from the perspective that, you know, as much as Nollywood or Nigeria is a huge market, we still have limitations in terms of distribution.

"And I believe the more we're able to distribute our content in a more structured manner across Africa, obviously, the more marketable commercial it becomes, the bigger the market. And at the same time, what that does is it allows more African creatives to be able to monetize their work so it's really important that we reach out and recognize that we have to trade with each other both creatively and otherwise you know we used to trade before white people came to Africa so I don't see any reason why we can't continue to do that and look at Africa as one holistic market," the University of Ibadan graduate said.

Funding for films in many parts of Africa has become issue filmmakers and practitioners continue to discuss to proffer a lasting solution. Lojede explained how he got a soft loan from the KwaZulu-Natal Film Commission.

"We on our part, my company, 1Take Media, we kind of took the initiative. So we did have, we got some soft funding from a province in South Africa who bought in, KwaZulu-Natal Film Commission. And they've decided to take the leap of faith and see how they can work with South African and Nigerian producers."

Continuing, he said, "So 'Comatose' in a way was more or less the first film in that in that in that endeavor, where we were allowed to use that African back funding for 'Comatose' knowing fully well that the lead actress will, you know, the two lead actresses myself and being born on Nigerians. And it's still early, early days, but we're testing the waters, and it's worked out fine. It's been, it's more or less one of the first co-production if you if we can call it that, even though there wasn't necessarily an organized or structured Nigerian co-founder."

Lojede notes that he has always been passionate about pushing Pan Africanism in the creative space. For him, books by James Baldwin and Fela Anikulapo Kuti has shaped his mentality in being conscious of the battles faced by Africans in Africa and diaspora.

Improper service stalls hearing in Adeleke’s suit

Posted: 25 Apr 2019 06:18 AM PDT

Ademola Adeleke
The hearing of appeal filed by Sen. Ademola Adekele, PDP Candidate for Osun State in the September 2018 governorship election was on Thursday stalled in Court of Appeal, Abuja on account of improper service.

Adeleke has approached the appellate court to challenge the decision of Justice Othman Musa of the FCT High Court in Bwari, Abuja made April 2, which invalidated his status as PDP governorship candidate.

News Agency of Nigeria (NAN) recalls that Wahab Raheem and Adam Habeeb, both of the Osun Chapter of All Progressive Congress (APC) instituted the suit, accusing Adeleke of not possessing the requisite educational qualification.

At the resumed hearing, Mr Bankole Komolafe, Counsel for Raheem and Habeeb, drew the attention of the court that four vital pages of the Notice of Appeal served on him were not included.

Komolafe also submitted that the development had prevented him to file his respondents' brief.

Mr Nathaniel Oke (SAN), Counsel for Adeleke earlier told the court that he had met all condition for preparatory for the definite hearing of the appeal.

Oke informed that court that the four listed respondents were duly and promptly served with the Notice of Appeal on April 15.

He therefore, described the inability of the counsel to the first (Raheem) and second (Habeeb) respondents to file his client's responses as a violation of the court's practice direction which allowed them only five days to respond.

Komolafe subsequently countered Oke's argument, saying that it was misleading for Oke to rest his submission on the court's practice direction on a pre-election matter.

Justice Stephen Adah, leading two other justices of the court upheld Komolafe's argument and discountenance Oke's line of thought.

"If you have errors in your record, it is your responsibility to correct them.

"Why do you have to serve counsel with incomplete process and still go ahead to put the blame on them?

"This is not an election petition, so the practice direction where respondents are only given five days to respond to processes applied.

"In the circumstance, you must correct the record and give them time to respond. The matter is therefore adjourned until May 2 for hearing of the appeal'', Adah held.

The other respondents are APC and the Independent National Electoral Commission (INEC)

NAN reports that Adeleke is praying the appellate court to set aside the judgment of the trial court as according to him, the court relies on inadmissible evidence to arrive at the decision.

The trial court's findings showed that Adeleke was admitted into Ede Muslim High School, Ede, Osun State in 1976, but without a record showing that he graduated.

The court also found that the results Adeleke attached to INEC's form CF001 contradicted the one presented to the court by the Principal of Ede Muslim High School where he claimed to have graduated.

NAN reports that Adeleke has since been returned as duly elected governor of the state by the Osun State Election Tribunal, but that decision is being challenged by Adegboyega Oyetola, APC candidate in that election.

Breaking: Appeal Court reverses conviction of Army General

Posted: 25 Apr 2019 06:01 AM PDT

Ibrahim Sani
The Court of Appeal in Abuja has set aside the conviction of a former Chief of Transformation and Innovation at the Nigerian Army Headquarters, Major General Ibrahim Sani, by a Special Military Court Martial.

The appellate court, in a unanimous judgment of a three-man panel, led by Justice Abubakar Datti Yahaya, voided the proceedings leading to the conviction and sentence.

The Court of Appeal was of the view that Major General was denied fair hearing in the trial process.

The judgment, given on April 18, 2019, is on an appeal, marked: CA/A/791/2017 which arose from four interlocutory rulings and the judgment by the Court Martial, which sat at the Army Headquarters Garrison, Mogadishu Cantonment, Asokoro, Abuja.

The Special Military Court Martial, led by Air Vice Marshal (AVM), Gbum (NAF/1366), gave the rulings and judgment on July 11, 2016; November 1, 2016; April 25, 2017, and July 20, 2017.

The Court of Appeal, while allowing the appeal by Maj. Gen. Sani, said: "The proceedings and judgment of the special court-martial in respect of charge No: NA/COAS/GI/39/16 filed before the lower Special Court Martial was set aside.

"An order is made for the retrial of the charges against the appellant by another Special Court Martial."

Mahmud Magaji (SAN), who led the appellant's legal team, said: "By this decision, setting aside the judgment of the Special Court Martial, the proceedings, conviction and sentence of the court never existed in the eyes of the law.

"They are null and void. Therefore, the Nigerian Army is obligated to obey the judgment by restoring the appellant to his rank as a Major General with all his benefits and entitlements in the Nigerian Army."

Maj. Gen. Sani was arraigned on July 4, 2016 on a nine-count charge bordering on service property, making of false documents and cheating punishable under sections 56(2), 66(a), 90(a) and 113(3) of the Armed Forces Act (AFA), CAP A20, LFN, 2004.

The charge was in relation to his alleged role in the management of a large parcel of land allocated to the Nigerian Army in Asokoro, Abuja.

He pleaded not guilty at his arraignment and in the course of the arraignment; count 9 was struck out for being duplication of count 3.

At the close of the prosecution's case, the appellant made a no-case submission in respect of all the remaining 8 counts.

The Court Martial, in a ruling on the no-case submission, struck out count 5 on the grounds that the prosecution failed to establish a prima facie case linking the appellant with the alleged act of cheating or unlawfully obtaining N15million from one Brigadier General Koko Essien.

In the course of the trial, the appellant made interlocutory applications both orally and formally, challenging the jurisdiction of the Special Court Martial on the basis of contravention of section 36 of the 1999 Constitution (as amended), the competence of its President and a member and other issues relating to the right to fair hearing, which the court rejected.

The applications included that of July 11, 2016, where Maj. Gen Sani raised the issue of likelihood of bias and denial of his right to fair hearing under section 36(1) of the Constitution of the Federal Republic of Nigeria 1999 (as amended) if his trial continued before the Special Court Martial convened by the Chief of Army Staff, Lt. Gen. T.Y Buratai (N/7630), which the court rejected.

In a ruling on April 25, 2017 the court ordered the Maj. Gen. Sani to front-load the evidence of all his witnesses, mid-way into his defence, and refused appellant's application for certified true copy (CTC) of the said ruling.

On July 20,  2017, the Court Martial,  particularly the Judge Advocate, dismissed defendant's  motion, challenging its jurisdiction to try him, because two members of the Court Martial – the President, AVM J.M. Gbum (NAF/1366) and a member, AVM A.A. Iya (NAF/1429) – were due for retirement and therefore, incompetent to sit as members of the Court Martial.

On July 20, 2017 the Court Martial gave its judgment in which it found Maj. Gen. Sani guilty on counts 3, 4, 6, 7 and 8, and sentenced him to a reduction in rank from Major General to Brigadier General, but discharged him of the charges in counts 5 and 9.

The Court Martial equally made a consequential order of restitution directing the appellant to pay N7m to Col. 0. Idoniboye-Obu; N10m to Col. M. O. Ihanuwaze and N6m to Col. O. P. Sintatali in relation to counts 6, 7 and 8.

The Nigerian Army Council later confirmed the judgment by a letter of confirmation titled: "Third Army Council decision from implementation Maj. Gen. I. Sani (N7361)," dated 20th October 2017; and another letter titled: "Third Army Council decision from implementation Maj. Gen. I. Sani (N7361)," dated 17th November 2017 by Maj. Gen. Agugo, communicating the decision to relevant authorities of the Nigerian Army.

Maj. Gen. Sani, by a notice of appeal, filed on the March 3, 2018 challenged the rulings of the Court Martial, delivered on July 11, 2016; November 1, 2016; April 25, 2017 and July 20, 2017 and the final judgement equally given July 20, 2017.

On appeal, the appellant formulated six issues bordering on lack of jurisdiction and denial of fair hearing among others, for determination from the fourteen grounds in the notice of appeal.

The Court of Appeal, in the judgment delivered on April 18, 2019, determined the appeal based on issues two and three, which relates to denial of fair hearing.

The Court of Appeal held that the entire proceedings of the Special Court were conducted in a manner that breached and denied the appellant his right to fair hearing.

It held that there is merit in the appeal and allowed it.

The Court of Appeal said: "The proceedings and judgment of the special court martial in respect of charge No: NA/COAS/GI/39/16 filed before the lower Special Court martial was set aside.

"An order is made for the retrial of the charges against the appellant by another Special Court Martial."

Nigeria tops list of global unvaccinated children

Posted: 25 Apr 2019 05:46 AM PDT

Nigeria is on top of the list of global unvaccinated children with about 4 million children missing out in the first dose of the measles vaccines, the United Nation Children's Fund (UNICEF) has said.

The global agency said Nigeria has the highest number of children under one year who missed out on the first dose, at nearly 4 million.

An estimated 169 million children globally missed out on the first dose of the measles vaccine between 2010 and 2017, or 21.1 million children a year on average, UNICEF also said.

Nigeria is followed closely by India with 2.9 million.

In low and middle-income countries, the situation is critical. In 2017, for example, other countries with huge statistics are Pakistan and Indonesia (1.2 million each) and Ethiopia (1.1 million).

The global body warns that against the widening pockets of unvaccinated children, which according to him have created a pathway to the measles outbreaks hitting several countries around the world today.

In the first three months of this year, more than 110,000 measles cases were reported worldwide – up nearly 300 per cent from the same period last year. An estimated 110,000 people, most of them children, died from measles in 2017, a 22 per cent increase from the year before.

Two doses of the measles vaccine are essential to protect children from the disease, but due to lack of access, poor health systems, complacency, and in some cases, fear or scepticism about vaccines, the global coverage of the first dose of the measles vaccine was reported at 85 per cent in 2017.

The figure has remained relatively constant over the last decade, despite population growth.

Global coverage for the second dose is much lower, at 67 per cent. WHO recommends a threshold of 95 per cent immunisation coverage to achieve "herd immunity".

In high-income countries, while coverage with the first dose is 94 per cent, coverage for the second dose drops to 91 per cent, according to the latest data.

The United States (U.S) tops the list of high-income countries with the most children not receiving the first dose of the vaccine between 2010 and 2017, at more than 2.5 million.

It is followed by France and the United Kingdom (UK), with over 600,000 and 500,000 unvaccinated infants during the same period.

Worldwide coverage levels of the second dose of the measles vaccines are even more alarming. Of the top 20 countries with the largest number of unvaccinated children in 2017, nine have not introduced the second dose.

Twenty countries in sub-Saharan Africa have not introduced the necessary second dose in the national vaccination schedule, putting over 17 million infants a year at a higher risk of measles during their childhood.

Speaking on the development, UNICEF's Executive Director Henrietta Fore said: "The measles virus will always find unvaccinated children. If we are serious about averting the spread of this dangerous but preventable disease, we need to vaccinate every child in rich and poor countries alike.

"Measles is far too contagious.

"It is critical not only to increase coverage but also to sustain vaccination rates at the right doses to create an umbrella of immunity for everyone."
