JUST IN: One Killed, Several Injured As Police Officers Open Fire At Ogun Bus-Stop

Posted: 21 Apr 2019 04:10 PM PDT

Police

A breakdown of order has been reported after police officers opened fire at a bus-stop in Ogun State, killing at least a young man and causing injuries to an unknown number of others.

The shooting occurred at Iyana Coker area of Ifo, a market community on the Lagos-Abeokuta Expressway. It occured around 4:30 p.m., according to witnesses who alerted PREMIUM TIMES Sunday evening.

Akeem Akinsanya, a 25-year-old man, was reportedly killed, according to his uncle, Habib Lawal, who said he witnessed the incident.

Mr Lawal, who said he is widely known in the community as 'Obasanjo', said the plainclothes officers were in the area to arrest a man.

"They came to our area in a red Mazda 323 around 4:30 p.m. to arrest a man," Mr Lawal said. "They arrested the man, but they started shooting into the air as they were about to drive away from the area."

It was the sporadic shooting that led to the death of Mr Akinsanya and severe injury of many others. The injured were taken to the hospital.

Mr Lawal said the officers were arrested on the spot and were still being held at the police station in Ifo as of 7:45 p.m.

"We are all here to ensure that the police officers did not run away," he said.

The officers were said to be of the Zonal Intervention Squad of Zone 2 Police Command.

Mr Akinsanya was a motorcycle electrician before his death, his uncle said, adding that the family had been mourning the loss.

Irate residents have taken to the streets to express anger about the killing, which comes as the country reels from multiple shootings of unarmed citizens by police officers.

The Ogun State police commissioner, Bashir Makama, told PREMIUM TIMES he was aware of the incident, and the officers suspected to be responsible have been arrested.

"They are from Zonal Intervention Squad, but I have ordered that they should be arrested in Ifo and brought to Abeokuta for disciplinary action," Mr Makama said.

The incident comes barely three weeks after Kolade Johnson was killed by a stray police bullet in Lagos, and a week after a young woman was shot dead while returning from a nightclub also in the commercial capital.

Both incidents were investigated by the police and the officers responsible were summarily recommended for dismissal.

Tinubu Speaks On Rumour Of 2023 Presidential Ambition

Posted: 21 Apr 2019 03:04 PM PDT

Asiwaju Bola Ahmed Tinubu

Asiwaju Bola Ahmed Tinubu, the national leader of the ruling All Progressives Congress has criticized severely the reports that he is backing Ahmed Lawan and Femi Gbajabiamila to become Nigeria's Senate president and Speaker respectively for selfish reasons.

The APC National leader critics say his backing for Lawan and Gbajabiamila, both of whom were endorsed by the party, was to shore up his chances of becoming the ruling party's presidential candidate in 2023.

But Tinubu said he only aligned with the party wishes on whom become the leaders of Nigeria's National Assembly in June, the Guardian reports.

"The stories claim this supposed manipulation is the first salvo in Asiwaju's effort to position himself for a presidential run during the 2023 election cycle," a statement released by his media office on Sunday said.

"Not only are these reports utterly false, based as they are in the febrile imaginations of those persons by whom they are being peddled, but they are also injurious to President Buhari's historic quest to reform Nigeria."

Both Lawan and Gbajabiamila were backed by APC leadership for the same positions in 2015. But Bukola Saraki and Yakubu Dogara outsmarted the party and were elected with support from their peers in the People's Democratic Party.

Saraki and Dogara defected to APC months before the 2015 elections and returned to the PDP before the 2019 general elections.

The National Assembly leadership under Saraki and Dogara, Tinubu claimed in the statement, impacted Nigeria's growth. He claimed the two men deliberately delayed the passage of budgets and distorted the annual spending plan with the aim of profiting off the distortions.

"Just look at the way Saraki, Dogara and their ilk hijacked the budget process these past four years. National budgets were delayed and distorted as these actors repeatedly sought to pad budgets with pet projects that would profit them," he said.

At different times in 2018, President Muhammadu Buhari blamed the Legislature for delaying projects his government aimed at implementing and for 'padding' the 2018 budget.

" I am concerned about some of the changes that the National Assembly has made to the budget proposals that I presented," Buhari said on June 20, shortly before he signed 2018 spending plan into law.

"The logic behind the Constitutional direction that budgets should be proposed by the Executive is that it is the Executive that knows and defines its policies and projects."

"The National Assembly made cuts amounting to 347 billion Naira in the allocations to 4,700 projects submitted to them for consideration and introduced 6,403 projects of their own amounting to 578 billion Naira.

"Many of the projects cut are critical and may be difficult, if not impossible, to implement with the reduced allocation.

"Some of the new projects inserted by the National Assembly have not been properly conceptualized, designed and cost and will, therefore, be difficult to execute."

Those sentiments expressed by the president were re-echoed in Tinubu's statement on Sunday.

He said Saraki and Dogara masterminded the slashing of "funds intended to prosper projects that would have benefited the average person."

Hence, the APC "should do all we can to prevent a repeat of their malign control of the National Assembly."

The former Lagos State governor insisted that his only interest in the National Assembly leadership is to see to the election of a "competent and experienced" leadership "imbued with a progressive mindset and a desire to work in close cooperation with [the] executive."

Atiku Opens Up On True Nationality - My Parents Are From Sokoto, Jigawa In Nigeria

Posted: 21 Apr 2019 01:44 PM PDT

Alhaji Abubakar Atiku

Alhaji Abubakar Atiku, the presidential candidate of the main opposition party, the Peoples Democratic Party, PDP, has opened up on his true nationality.

The presidential candidate of PDP debunked notions that he was Cameroonian by birth and thus not qualified to contest the election of 23 February, 2019.

Atiku was born in Jada in 1946, in present day Adamawa state, but then part of Northern Cameroon

He said he was born by Nigerian parents and therefore "a citizen of Nigeria by birth."

This was part of his response to the ruling All Progressives Congress, APC, petition before the Presidential election tribunal, Daily Post reports.

According to the former Vice President, his father, Garba Atiku Abdulkadir was a Nigerian by birth who hailed from Wurmo in present day Sokoto State.

He further revealed that his mother, Aisha Kande was also a Nigerian who hailed from Dutse in present day Jigawa State.

"The parents of the 1st Petitioner (Atiku) are both Fulani, a community/tribe indigenous to Nigeria", his lawyers said.

"The birth of the 1st Petitioner in Jada, in present day Adamawa State of Nigeria was occasioned by the movement of his paternal grandfather called Atiku who was an itinerant trader, from Wurmo in present day Sokoto State to Jada in the company of his friend, Ardo Usman.

"That in Jada, Atiku, the grandfather of the 1st Petitioner gave birth to Garba who in tum gave birth to the 1st Petitioner and named him after his own father Atiku.

"The 1st Petitioner's mother, Aisha Kande was the grand-daughter of Inuwa Dutse who came to Jada as an itinerant trader too from Dutse in present day Jigawa State.

"That all averments concerning Germany, British Cameroons, League of Nations and Plebiscite are false and misleading in relation to the 1st Petitioner and therefore completely irrelevant more so that the 1st Petitioner is a Nigerian by birth within the contemplation of the Constitution of the Federal Republic ofNigeria, 1999 (as amended).

"The averments in the aforesaid paragraphs are indeed fabricated, contrived, made in bad faith and designed to embarrass the 1st Petitioner."

Atiku listed his career path and political activities and the awards and honours that he had received to buttress his Nigerians citizenship.

He listed being a civil servant in the Nigerian Customs Service for over 20 years, retiring as a Deputy Director; a politician for about 30 years, who in 1992 contested the Presidential Primaries under the platform of then Social Democratic Party (SDP) alongside the late Chief M.K.O Abiola and Ambassador Baba Gana Kingibe.

The ex-Vice President also mentioned his participation in the 1999 governorship election in Adamawa State in 1999, which he won and the presidential elections of 1999 and 2003, which he won as running mate to former President Olusegun Obasanjo.

He also spoke about his being a recipient of the National Honour of Grand Commander of the Order of the Niger (GCON) and holder of the traditional title holder of Turakin Adamawa from 1982 to 2017 when he was elevated to Wazirin Adamawa.

"In 2007, the 1st Petitioner contested Presidential election under the platform of Action Congress (AC) and the 2nd Respondent contested under the platform of the All Nigeria Peoples' Party (ANPP).

"In 2014, the 1st Petitioner and the 2nd Respondent contested the Presidential Primaries of the All Progressives Congress (APC), the 3rd Respondent for the 2015 Presidential Elections." He said.

South African FinTech ompany offers SMEs financing in hours

Posted: 21 Apr 2019 03:29 AM PDT

FinTech
FinTech company, Bridgement offers invoice financing to SMEs in a record time of 2.5-hours. Bridgement's speed is due to its use of machine learning for credit analysis and decision making.

"When money is needed quickly – to cover salaries or pay suppliers between receiving payments from slow-paying clients – the time and burden of proof required to secure a bank loan is prohibitive. Many SMEs are overlooked for financing because banks find them too costly to serve and too difficult to underwrite," says Daniel Goldberg, co-founder of Bridgement.

As a result, SMEs struggle to manage cash flow crises, pay staff at month end, and settle bills from suppliers on time. Alternative financing avenues in the past have included exploitative loan companies with complex interest structures and hidden costs. With newcomers like Bridgement, a member of the South African SME Finance Association (SASFA), SMEs see the exact, fixed rate that they will pay before agreeing to anything. If they pay it back early, they are rewarded with a discount and are not punished with cancellation fees.

Businesses that use accounting software like Xero and SageOne, are able to connect to the platform directly – no documentation is required. "Once an application is complete, our tech accesses and quickly analyses thousands of data points to decide what size business loan should be granted, enabling us to transfer the money speedily," says Goldberg.

Bridgement recently secured investment through the Capricorn Capital Group, an associate of international investment group Yellowwoods, best known for their ownership in Nandos, Hollard and Clientèle. With the capital injection, Bridgement is well positioned to reach their goal of issuing R1-billon in SME finance over the next five years.

"We are all about enabling growth for SMEs – helping them improve cash flow to take on bigger projects with longer payment terms. This requires speed of access, simplicity and transparency of terms. Our invoice financing product delivers that," says Goldberg.

Bridgement offers credit facilities of R10 000 to R1-million. Registered companies that have been trading for longer than six months can complete the online application on their website – www.bridgement.com.

Angola Cables opens new data centre in Brazil

Posted: 21 Apr 2019 03:21 AM PDT

Angola Cables
Angola Cables has opened its carrier-neutral data centre, AngoNAP Fortaleza in Fortaleza, Brazil. The Tier III designed data centre will cater for the growing demand in content and data transmission in the Southern hemisphere.

This interconnection point will enable African entities to develop and expand their businesses in Brazil, Latin America and the USA via the South Atlantic Cable System (SACS) and Monet subsea cables. The data centre will accommodate other submarine international cables systems, backhaul providers, content providers, CDNs including research and academic internet exchange points in Latin America.

"The AngoNAP Fortaleza facility has far-reaching advantages and benefits for CDN's, IXP's, OTT's as well as national and international telecom operators and content providers seeking to extend and expand their global reach and product offerings between the Americas and Africa," says António Nunes, Angola Cables CEO.
Located in one of the most important and concentrated cable hubs in South America, AngoNAP Fortaleza facility is carrier neutral. The data centre has been specifically designed to receive more submarine cables landing in Fortaleza and will provide multiple connection services for any operators or businesses requiring high capacity data services to run their modern, internet and technology-driven enterprises.

The recently completed facility is now open for business and offers scalability, continuous connectivity, host and cloud services for local and external entities.

"From an Angola Cables viewpoint, our investment in the AngoNAP Fortaleza is important in advancing and expanding our business horizons. This is the first point of neutral connectivity in the Technological Park of Praia do Futuro (Beach of the Future) in Fortaleza, Brazil.

"Other cable systems and customers will have the option to host their data or content via cloud services or in the data centre directly – with the opportunity to promote their businesses to world markets via our ultra-low latency SACS connection," says Nunes. "This has many advantages not only in meeting the rising demand for media-rich content in the global digital economy, but will improve links for trade, commerce, inter-government co-operation and academic learning on either side of the Atlantic and beyond."

Owned and operated by Angola Cables, the advanced data centre currently occupies an area of 2 100m2 (Phase One), with a total area of 9 000m2 available for future expansion. The facility has an energy redundancy capacity of 12.5 MVA and currently has 1 000 scalable racks offering customers a 99.98 per cent service availability standard.

Construction of the data centre commenced in early 2017.

New web-based application identifies digital readiness for cities

Posted: 21 Apr 2019 03:10 AM PDT

Web-Based Application
Siemens has launched a new web-based application which reveals the readiness and potential of six major cities to embrace digitalization and develop new ways of living, working and interacting. The Atlas of Digitalization focuses on 3 interconnected themes – Mobility, Sustainability and Opportunity – and assesses how the fourth industrial revolution has already augmented urban life around the world, and the potential impact it could have in the future.

Data from 21 indicators has been analyzed in Dubai, Los Angeles, London, Buenos Aires, Taipei and Johannesburg to produce a Digital Readiness Score, considering areas such as smart electricity and transport systems, internet connections and digital governance services. The score reveals the current level of maturity of each city's digital infrastructure, and its preparedness for a connected future.

"Each city must address its own unique mix of challenges and opportunities by combining the physical and digital worlds; we believe embracing digitalization is the key to sustainable, livable future cities," said Sabine Dall'Omo, Siemens CEO for Southern and Eastern Africa. "The Atlas of Digitalization gives us an all-important understanding of the current status of digitalization in key cities, and we hope it will inspire new ways of thinking to realize the full global potential of City 4.0. With intelligently applied technology and data analytics, we aim to shape the smart cities of tomorrow."

The analysis also considers areas such as innovation, greenhouse gas emissions and time spent in traffic to give the cities a Digital Potential Score, indicating where there is opportunity to grow digital capabilities to transform society and economy. Together, the Readiness and Potential scores illustrate the different capacities each city already has, and where they can develop to effect change and growth.

While each city is unique, they all share one characteristic – their ingenuity in using digital technologies to make infrastructure more efficient and productive, and to address challenges such as air pollution, congestion, population growth and natural hazards.

With the integration of data gathered and analyzed by the Internet of Things, a city's underlying infrastructure can be monitored, managed and improved; a transformation referred to as City 4.0.

Johannesburg's low digitalization readiness score of 2/10 indicates that there is room for improvement, even though programs like smart metering are already in place. The digitalization potential score of 6/10 reveals that digitalization within Mobility and Sustainability could have a significant impact on Johannesburg. The city is investing heavily to increase overall public transport capacity and has begun the process of including renewables in the energy mix, this could impact the environment and jobs positively.

"Although our progress is lagging compared to our European counterparts for example, we're still making great strides towards becoming a digitally inclined city. Our Siemens FABRIC initiative is the perfect example of how data can be used to identify the needs of a city and ensure smart decision-making to advance it and make it more efficient for a growing population. For us to succeed as a city in this age of digitalization we need to embrace the possibilities and changes that it brings. Siemens is ready to contribute to the advancements of this city," said Sabine Dall'Omo.

Data from the 21 indicators has been mapped across three themes: Sustainability, Mobility and Opportunity, creating unique visualization of each city's digitalization landscape. Visitors to the Atlas of Digitalization can interact with each city and explore its data, taking an in-depth look into how each is addressing its own challenges and opportunities, and how it will impact work and life in future cities.

IK Ogbonna Sued Blogger for Affiliating his Sexuality to “Gay”

Posted: 21 Apr 2019 03:00 AM PDT

IK Ogbonna Sued Blogger for Affiliating his Sexuality to "Gay"
IK Ogbonna, a prominent face on Nollywood movies tells us why he sued blogger, Joyce Boakye for affiliating his sexuality to "gay".

In an interview with Punch Newspaper, IK Ogbonna has opened up on what influenced his decision to take a legal action stating that as an ambassador of the movie industry in Nigeria, he would fight against online trolling.

IK Ogbonna said, "I am not just an actor, I represent Nollywood. Trolling people on social media is growing by the day. They have seen it as a cheap means to get followers on social media. I blame the media to some extent because they hardly celebrate the good things about celebrities. I am a father, these days; our kids are on social media so they get to see these things. I got a lot of calls from my senior colleagues, most of them were really bitter about it. If people feel that they can just come on social media to say whatever they want to say, then they should be ready to face the consequences of their actions.

"There are people out there that would believe anything they see or hear on social media hook, line and sinker without researching or trying to meet the person in question. I have nothing against gay people, everybody can live their life however they want to, but it is wrong to impose sexuality on someone. She made a video with such allegations against me. The video had so much bitterness and anger in it as if she was paid to indict me. The first time I heard about the video was when someone called to ask if I had offended anyone. When I saw it, I laughed over it and I didn't even think about it so much," he told the paper.

The actor added, "My senior colleagues in the industry advised me not to let it slide, stressing that if something lingers for a long time, it could become a stigma. There is freedom of speech, but even at that, they should be ready to face the consequence. I do not even know the girl's name; my lawyers are the ones handling the case. They have written to the US embassy and human rights organization. I really don't want to hurt anybody or spoil anyone's career but whatever comes out of it; she brought it upon herself. I am not out for her downfall at all. People should learn that you don't have to bring anybody down to rise in life. I have built my brand to this stage, I started from scratch. Cyberbullying goes beyond what we see on the internet. It has led people to depression"

The actor was further questioned on the troubles in his marriage to Sonia who now describes herself as 'single'. IK said, "You are not divorced until you are divorced, as long as an individual has not divorced who they married, they are still married (sic). At the end of the day, no one knows what happens in my house. I cannot come out to tell the press every single thing that happens in my home. I am a social media person. I enjoy posting things online. I use my life to inspire people positively.

"In every relationship, there are always issues. Sometimes the issues can linger for a long time; it could crash the union or make it stronger. I am a human being, for me; I feel any woman married to a celebrity should be given an award. I give kudos to every woman married to a celebrity it is not an easy situation for anyone,"

The governors intend to meet President Muhammadu Buhari with a view to persuading him to accept Onnoghen's resignation letter.

Buhari is yet to act on the April 4, 2019, letter or the recommendation of the National Judicial Council (NJC) that the CJN be compulsorily retired.

Onnoghen turned in his letter 24 hours after the NJC met and decided that he had to go having lost the moral authority to continue as CJN with the litany of allegations bordering on misconduct against him.

The Nation gathered that the majority of the South-South governors have bought the idea of intervening in the Onnoghen matter.

It was also learnt that Onnoghen actually attempted to negotiate his exit with three conditions before the NJC advised the President to retire him.

The presidency   rejected the Onnoghen exit conditions and opted to see his trial through at the Code of Conduct Tribunal (CCT).

One of the conditions was for the federal government to enter a nolle prosequi at the tribunal.

He also asked that the Economic and Financial Crimes Commission (EFCC) should discontinue his investigation/trial, and that his suspension be lifted to allow him to return to office after which he would voluntarily resign within four weeks.

On Thursday however, the tribunal convicted him for failing to declare his assets as required by law, and ordered his immediate removal from office as CJN.

Investigation revealed that the South-South governors, some of whom have no personal relationship with Onnoghen, have requested audience with Buhari.

The meeting was expected to be held last Thursday but the conviction of Onnoghen same day by the CCT caused a delay as one of the issues was overtaken by the judgment.

Sources said the governors are keen on getting a dignified exit for Onnoghen, who is from the geopolitical zone.

They were said to have consented to a 'political solution' to the CJN matter.

A source familiar with the development said: "The South-South governors want the presidency to close the chapter on Onnoghen by accepting his voluntary resignation/ retirement. This is why they believe a political solution is better than this messy affair.

"They have sought audience with the President on how to find an amicable solution to the travails of Onnoghen.

"They are buying into the recommendation of the National Judicial Council (NJC) to allow Onnoghen to retire with full benefits and retain his membership of the Council of State.

"They do not want the CCT matter to drag on for more months. They also do not want Onnoghen subjected to a separate trial by the EFCC on other allegations against him."

It was unclear when the governors will meet the President again.

Before the conviction of the CJN on Thursday, he had resigned or retired after much pressure and following the decision of the NJC advising Buhari to retire him.

"The NJC decision shocked Onnoghen and he lost the last straws he was clinging to. At this point, he offered to resign/ retire accordingly," another source added.

The Presidency, in rejecting Onnoghen's conditions for stepping down, believed that the law be allowed to run its course.

A government source said: "The conditions were untenable and the presidency told the intermediary that investigative reports on Onnoghen were awesome for three separate trials.

"This was how the negotiation deal collapsed and Onnoghen was left to bear his cross at the CCT. If the CJN had made some concessions, maybe his case would not have reached this level."

Buhari’s new cabinet: Anxiety as ministers lobby for retention

Posted: 21 Apr 2019 02:51 AM PDT

Muhammadu Buhari

Uncertainty now surrounds the constitution of the next federal cabinet  by  President Muhammadu Buhari  who sources say is keeping All Progressives Congress (APC) governors, ministers, associates and loyalists guessing on who are likely to be part of his team.

The situation notwithstanding, some of the outgoing ministers are lobbying to remain in office.

The president seems to have disappointed some lobbyists who   hurriedly flew to London in anticipation of a 12-day break by him.

He was yet to make the trip as at press time.

Sources said yesterday that between three and five ministers who have been members of the President's Kitchen Cabinet in the last four years may be re-appointed.

One of the ministers was made the chairman of the Finance Committee of the Presidential Campaign Council during the just-concluded general elections.

Investigation by our correspondent revealed that  it has been difficult for APC leaders including governors, ministers and the president's associates to know  his thinking  on his coming cabinet.

Top posts on the card in the jostle or aspiration for cabinet appointments include the Chief of Staff,  Office of the Secretary to the Government of the Federation, the Attorney-General of the Federation and Minister of Justice, Finance, Petroleum Resources, Power, Works and Housing, Transportation, Education, Aviation,  Budget and National Planning, Defence, Interior and Communications

It was learnt that despite complaints about the job, about 60 per cent of the current ministers want to serve in the next cabinet.|
A top source, who spoke in confidence, said: "No one knows the mindset of the President on how he will constitute the next Federal Executive Council (FEC). The situation is so dicey that those rated as closer to the President in the cabinet cannot authoritatively say whether or not they will be retained.

"Despite reservations, about 60 per cent of the ministers prefer to remain if they have their way. This is why many serving ministers have been lobbying those who have the ears of the President for retention.

"One certain thing is that the new coming FEC will be a cabinet of legacies. The President has been stating it that he wants to leave sustainable legacies behind. He will go for hardworking candidates. He has agreed with his team that time is no longer on his side.

"The President will also, this time around, not condone the idea of some powerful lobbyists and leaders recommending candidates for ministerial appointments. He hardly knew some members of the outgoing FEC.

"Recently, when the President announced that he will be on a vacation in London, some lobbyists embarked on emergency trip to Britain to await his arrival. But the President caught them unawares by delaying his trip. This is the dimension the race for cabinet slots is taking. The President is shutting out lobbyists.
"It is almost concluded that the Ministry of Power, Works and Housing might be split into two or three.

"For those who will survive, performance will be the key indicator. These are some of the indices which will guide the President as he had been indicating to a few strategists."

Responding to a question, the source added: "I think the President will constitute the new cabinet within one month."

When asked to comment, a presidency source said: "This is a difficult task; nobody can tell you those the President will pick."

Another influential source, who is fully in the picture of intrigues, opened up to our correspondent a bit, saying: "Most of the ministers will go. There is no doubt that they are begging around to stay but they may not survive the lobbying.

"In spite of the difficulty in predicting Mr. President, there are issues surrounding some offices. As for the Chief of Staff, two ministers are aspiring to displace the present occupant, Abba Kyari, who has enjoyed the backing of the President in the last four years.

"As for the Secretary to the Government of the Federation, Boss Mustapha, members of the Kitchen Cabinet see him as harmless with comportment but he does not enjoy the confidence of some members of the First Family.

"The greatest battle is in the Ministry of Petroleum Resources where Dr Ibe Kachikwu has introduced many initiatives into the Oil and Gas sector. Many forces, including some OPEC leaders, are making a strong case for his retention but the spat between him and the GMD of NNPC, Maikanti Baru is a sore point he is trying to overcome. He may either remain in office or appointed as a Special Adviser to the President.

"Regarding Finance portfolio, some Northern governors are lobbying for the retention of Hajiya Zainab Ahmed but the President has not been forthcoming. It is unclear if he has shopped for another candidate. Although Zainab has been transparent, the challenge is said to be inexperienced to manage the office."

It was learnt last night that the President may dissolve the cabinet on May 22.

"This is the tentative date, "a source in the presidency hinted.

Section 147(1-3) directs the President to appoint at least 36 ministers unless the constitution is amended.

The section reads:   "There shall be such offices of Ministers of the Government of the Federation as may be established by the President.

"Any appointment to the office of Minister of the Government of the Federation shall, if the nomination of any person to such office is confirmed by the Senate, be made by the President.

"Any appointment under subsection (2) of this section by the President shall be in conformity with the provisions of section 14(3) of this Constitution:

"Provided that in giving effect to the Provisions aforesaid the President shall appoint at least one Minister from each state, who shall be an indigene of such state."

Case for more inclusiveness for Nigerian women in governance

Posted: 21 Apr 2019 02:36 AM PDT

Nigerian Flag

THE 2019 election has come and almost gone as the battles have shifted to the legal front. But a look at the race has shown that women are significantly few in the number of candidates and winners in the election. Except for a few of them that were elected into legislative houses, there were little gains for the women folks in the Nigerian political system.

Truth be told, the two major political parties in the country – All Progressives Congress (APC) and the People's Democratic Party (PDP) – claim to love the womenfolk dearly. They wax lyrical tunes and political messages to show their interest in advancing the political interest of women in the country, but unfortunately, this is where it ends.

In the last general election, no woman was nominated governorship candidate of both parties and none was elected. Instead, the best they did was to nominate a few of them as deputy governorship candidates – and like deputy governors all over the country, they do not have any political influence, and their relevance is negligible.

According to statistics, women and youth make up almost 80 percent of eligible voters in the country; yet, they have been ignored politically, except during elections when their votes count.

During the 2015 election circle, due to pressure put up by women's right organisations who used Dame Patience Jonathan as their anchor person, the government of President Goodluck Jonathan, realising it needed the women's votes, proposed to reserve 35% of all appointive positions for women and youth. This has somewhat become the official policy of the two parties.

Early last year, President Muhammadu Buhari signed into law, the Not too Young to Rule policy which significantly reduced the age that people need to attain before vying for some positions, and also giving greater opportunities and inclusion for women and youth. This was done to curry the votes of the women and youth.

But has this come to any advantage? The outcome of the 2019 general election has proved the contrary.

No doubt, politically, the Nigerian woman has made political progress. From the days of the Aba women riot to Mrs. Olufunmilayo Ransome-Kuti to Mrs. Margaret Ekpo to Hajia Sambo Sawaba, there has been gradual inclusion of women in the political system.

Not surprisingly also, along with their children they make up the bulk of victims of political violence in the country. Despite these, they are hardly compensated with positions in government commensurate with their qualification apart from being given such politically irrelevant posts.

But in the last few years, some of them have however taken on such sensitive positions like the Ministry of Finance and Education where they have performed creditably well. However this is significantly low.

In numbers, in the current political system, women's representation in the House of Representatives is 5.5%; In the Senate: 5.8%. Only 5 out of 73 candidates that ran for President in 2019 are women. 1668 men and 232 women vied for 109 senatorial seats while 4,139 men and 560 women competed for 360 seats in the House of Representatives.

Mrs. Pauline Tallen, a former minister and the first woman to be nominated a deputy governor under the 4th Republic, said at a capacity building workshop for budding women politicians, "I advise [young] women to believe in themselves. Be prepared because it's not easy."

Not easy indeed. Three decades have passed since Tallen joined politics, but the state of women's political participation in Nigeria remains abysmally low, with less than 6 per cent women in the parliament. Today, Nigeria has one of the lowest rates of female representation in parliament across Africa, and globally, it ranks 181st out of 193 countries, according to the International Parliamentary Union.

"We have a whole lot of women across Nigeria who can do so much better than what we are offered now," explains Joy Ada Onyesoh, National Coordinator of Nigeria's Women Situation Room and Country Director for the Women's International League for Peace and Freedom (WILPF). "The issue is that we are not given the opportunity…"

Since 2006, Nigeria's National Gender Policy highlights women's right to equality in economic, social and political life, with provisions to increase women in elected and appointed positions to 35 per centbut that hasn't happened.

"There have been so many protocols, conventions, amendments of the Nigerian Constitution, which support providing a quota system, but in reality, women are excluded in politics," says Blessing Obidiegwu, Head of the Gender Division for the Independent National Electoral Commission.

In 2016, a Gender and Equal Opportunities Bill was tabled, calling for the adoption of Temporary Special Measures to eliminate discrimination in political and public life. UN Women supported the Bill's passage in five states (Anambra, Ekiti, Imo, Kogi and Plateau) and is currently advocating, alongside partners, for its adoption at the National Assembly.

Although Mrs. Oby Ezekwesili was just one of the six females among the 73 presidential candidates, before she withdrew her candidacy, her role was significant insofar as she was a direct repudiation of the gendered narratives that portray women candidates as incompetent and unable to compete in the world of politics.

While women make up 47 percent of registered voters for the 2019 elections, only eight percent were cleared to vie for electoral positions in the presidential elections.

In the federal elections Presidency, Senate and House of Representatives women's candidature was unimpressive. For the presidential elections, men swamp women by a 12:1 ratio. Women's presidential candidature stood at eight per cent.

At the National Assembly, women's candidature was only 12 percent of the total seats available, given that a total of 763 women vied for seats for the Senate and House of Representatives out of 6,563 places available.

Women's minimal participation in Nigeria has multi-dimensional implications for the democratic project in Nigeria and for the continuing quest for gender equality in Africa's biggest economy.

The role of First Ladies in political inclusion in the country

The first of the wife of Nigerian to play significant roles in advancing the course of women was Mrs. Maryam Babangida. With her Better Life for Women programme, she significantly brought to the fore, the woman's cause. This was followed by Mrs. Maryam Abacha, Mrs. Stella Obasanjo and Mrs. Patience Jonathan each in their individual ways.

In the present dispensation, the Wife of the President, Dr. Mrs. Aisha Buhari, has been very outspoken in her resolve for political inclusiveness for women. Earlier, she openly said to her husband and the political leadership that she would not mobilise the women for him if there are no political changes in the system.

During the 2019 election she and the wife of the Vice President, Mrs. Dolapo Osinbajo, introduced and ran the Women and Youth Presidential Campaign for the APC. The success of this was clear through the door-to-door campaign members embarked upon across the country. This is an indelible new introduction into the political lexicon of Nigeria.

Before the elections, President Muhammadu Buhari has repeatedly announced that he will engage more women when he wins his second term. We wait to see whether he will follow his words with action now that he has won his second term.

Progress

Liberia's former Head of State, Ellen Johnson Sir-leaf, has made history as Africa's first female President. In the United States, Senator Hillary Clinton has made a positive impact in America's politics. Also the Republican Party's presidential candidate, John McCain, picked a woman – Sarah Palin, the Governor of Alaska, as his running mate for the U.S election. This could be seen as the strong factor women constitute in the political parlance of any nation.

Today, many countries of the world are making efforts to bridge the gap between men and women in politics. But in Nigeria, the representation of women in government, though it has improved, is still very low compared to what obtains in other nations of the world, particularly in the developed nations. As it were, the number of serving female ministers is still very few.

A greater inclusion of women in the parties' permutations in order to win future elections has become a reality. Whereas the exclusion of the women folks has been maintained by successive governments without repercussions, just as it happened in the last elections, the implication of neglecting women may prove costly in 2023.

There is no doubt that women have some potentials and rights to contribute meaningfully to the development of their country. Therefore, the Nigerian government should work towards achieving gender equality in democratic governance, increase women participation and access to politics. It must be realised that the role of women as home makers cannot be down played in that it equally has an extended impact on their responsibility in service, the feminine touch  they say, cannot be wished away.
