Pregnant Cow That Illegally Crossed A Border Sentenced To Death

Posted: 01 Jun 2018 12:14 AM PDT

A pregnant cow which strolled across a border of Bulgaria an EU member and Serbia, non-EU member  will have to die according to Bulgarian authorities.

According to the report, it is a law and the authorities themselves can not help the pregnant cow, even as the owner pleads.
See extract from the story:

A pregnant cow will be executed as a result of crossing from her European Union farm in Bulgaria into the non-EU Serbia.

Media reports have it  that Penka, a pregnant red cow who is due in around three months' time, wandered westwards away from her herd near the village of Kopilovtsi, straying over the border into non-EU Serbia.

Two weeks later, she was returned to her owner, Ivan Haralampiev, by a farmer over the frontier.

However, Bulgarian officials said the animal must be put down because of strict EU rules.

Penka will now be executed because she didn't have the proper paperwork — despite being given a clean bill of health by Serbian vets.

"She had left the borders of the EU and cannot be imported back into the European Union," Haralampiev told public BNT Television Thursday as he pleaded for his cow to be saved.

"A vet comes and orders it to be immediately culled!"

The farmer also lamented how the cow was able to saunter over the border unchecked in the first place. "How come nobody attempted to stop it?" he said.

Although Serbian vets have written a statement saying Penka was in a perfect condition and fit to return home, Bulgarian authorities said she should be put down without delay.

Officials said it was not in their powers to save Penka from the EU regulations.

Bukola Saraki, Nigerian Senate Deserve Lots Of Accolades Over #NotTooYoungToRun Bill:

Posted: 31 May 2018 03:59 PM PDT

Below is a write up contributed by a writer who x-rayed the most received bill ever in Nigeria, by Nigerians in recent time.

The writer feels that the Senate President and members of the House of Assembly deserves more accolades.

Read the write up below:

Nigeria democracy recorded a historical and landmark victory on Thursday with the assent to the much celebrated and agitated Not too Young to Run Bill, ten months after the Senate took a historically bold step to pass it into law.

It would not be out of place to say since Nigeria returned to democratic government in 1999, no bill has had this high level of impression and received so much attention like the just assented Not Too Young to Run Bill and no Senate has been so effective and efficient like the present Senate. This is not unconnected with the fact that it is a bill that directly affects the majority of the populace, the youths who make up about 60% of the total population of the nation.

The Bill is an amendment of Section 65 (1), 106(b), 131 (b), 177 (b) of the constitution. Prior to the amendment, the Constitution required that anyone vying for a seat at the National Assembly must attain the age of 35 years for Senate and 30 years for House of Representatives; section 106 (b) stipulated that a candidate must attain the age of 30yrs before contesting for a seat at the state House of Assembly; Section 131 (b) pegged the age of 40 years for candidates vying for the office of the President; while Section 177(b) pegged Age of governorship candidates as for 35 years.

From this, it is clear that the Nigerian constitution was deliberately configured to disenfranchise the majority of the population, who are the youths from age 18 to 28 years from seeking political office at their prime, which is why many take solace in serving as political errand boys.

With this amendment, passage and signing into law, age of a Presidential aspirant has been reduced from 40 years to 30 years; Governors have been reduced from 35 years to 30 years; Senate from 35 years to 30 years; House of Representatives from 30 years to 25 years; and House of Assembly which was hitherto at 30 years has been reduced to 25 years.

Kudos must be given to the present Senate under the leadership of Senator Bukola Saraki for daring all odds and listening to the voice of reasoning to lift the barrier that has cut off so many young people with intellect, vigour and passion to advance the course of the nation through public elective office.

It would be recalled that the bill, which was finally signed into law by the President on Thursday, after so much appeal and advocacy by Civil Society Organisations, was passed into law ten months ago, July 2017. The Senate's passage of the Bill gave it the needed fillip to move forward and see the light of the day, it could have been killed on arrival at the Senate if the Senate is not truly committed to its success.

The Nigerian Senate demonstrated a high level of responsibility and commitment to the inclusion of a very crucial segment of the nation's population in Democratic governance and not the popular use as political thugs and attack dogs.

It is also a huge demonstration that the present Senate led by Saraki is truly committed to youth development and not just mouthing the commitment. It is walking the talk. And this is evident with the high number of young appointees working as aides to the Senate President.

President of the Senate, Bukola Saraki, was also quoted to have said that the passage and assent to the #NotTooYoungToRun Bill, will be the first phase in the journey for more youth inclusion in politics. Advising the youths "to use same energy that you applied to the 'Not Too Young to Run', to push for free and fair elections. When you have the voice, you have the numbers."

While we continue to give lots of accolades to the Senate President and the Senate for the removal of the major barrier serving as impediment to youths inclusion in governance, the ball is now in the court of the young people to fully take charge of this bill to their advantage

The Federal Government Has Begun The Screening Of Ebola Virus At Lagos Airport

Posted: 31 May 2018 03:09 PM PDT

According media reports today, the federal government of Nigeria has highly intensified efforts to ensure that Ebola Virus Disease (EVD) is not re-transmitted into the country and therefore has activated all procedures to prevent infected travellers from gaining access to any of the nation's airports.

To make sure this objective is achieved, the Federal Airports Authority of Nigeria (FAAN) and Port Health, a department under the Ministry of Health have increased surveillance on the screening of passengers for the deadly communicable disease.

The report further disclosed that Officials of FAAN at the airport explained that all passengers coming in from West Africa and other countries around the world are constantly screened by the thermal screening machines deployed to the D and E wings of arrivals at the Murtala Muhammed International Airport (MMIA), Lagos even without the consent of the passengers.

Mrs. Victoria Shin-Aba the Airport Regional Manager, South-west, in an interview with aviation journalists wednesday said that apart from the thermal screening machines, the agency also had public health emergency programme put in place for that purpose by the management.

She insisted that the facility was equipped and was up to the recommended standards of the International Civil Aviation Organisation (ICAO) and World Health Organisation (WHO).

Shin-Aba, however, disclosed that rather than the infrared method, which was a physical screening procedure used in the past, the government had moved up to adopt the thermal screening method, which automatically has erased the physical screening exercise and thereby reducing contacts with passengers.

Don't Run Against Me In 2019 Election, Buhari Begs Nigerian Youths

Posted: 31 May 2018 10:27 AM PDT

President Muhammadu Buhari has pleaded to Nigerian youths to shelve their political ambition until after the 2019 general election.

Today the Prsident signed into law the #NotTooYoungToRun bill and this bill empowers more Youths from the age of 25 to contest for political positions.

However the President seem to see this bill as a threat to his 2019 presidential ambition and has begged Nigerian Youths not to run against in general election come 2019.

Some observers are saying, after some months ago that the president described the youths as illiterates, lazy and people who want freebies.

Mr Buhari made the plea on Thursday while signing into law the Not Too Young To Run' bill passed by the National Assembly last year.
He signed the bill in the presence of selected invited youth from across the county at the Council Chamber of State House Presidential Villa, Abuja.

The president had on Tuesday assured Nigerians that the 'Not too Young to Run Bill' will be signed into law in a few days' time.

"You can aspire for President but Please postpone your campaign till after 2019 election," Mr Buhari, who is running for a second term pleaded with the youths.

The new law is aimed at relaxing some of the stringent and discriminatory provisions of the constitution.

The bill was passed by the National Assembly last year to alter Sections 65, 106, 131, 177 of the constitution. It was to reduce the age qualification for president from 40 to 30; governor from 35 to 30; senator from 35 to 30; House of Representatives membership from 30 to 25 and State House of Assembly membership from 30 to 25.

Lawmakers also approved independent candidature in the new law. It was part of a wider constitutional amendment process which the National Assembly carried out last year.

Since its passage in July 2017 by the National Assembly, about 25 states, representing more than two-thirds of the country's 36 states, had adopted the bill as at March ending.

It was the outcome of relentless efforts by a coalition of more than 40 youth-based initiatives across the country.

The South-South Governors comprising; Delta(Ifeanyi Okowa), Rivers(Nyesom Wike), Akwa-Ibom(Udom Emmanuel), Bayelsa(Seriake Dickson), and Edo(Phillip Shuaibu) States met at the Rivers State Government House Yesterday. The Cross River State Governor was however absent.

Governor Wike who received  the governors led them into the meeting which was held closed-door.

Goernor Dickson who briefed the press, said that the demands were in the spirit and in line with true federalism.

Seriake said: "We took the collective view that with respect to the Federal Government's effort to withdraw $1billion for national security, our position in this zone is in line with the constitutional provision on derivation.

"While we have no objection to the Federal Government spending money on security, including security of this zone, we believe the constitutional provision on 13percent derivation be applied and fully respected.
"We will communicate that to the appropriate authorities so that whatever amount that is withdrawn from the Excess Crude Account, being proceed of crude oil sale is subject to the 13 percent principle enshrined in the constitution."

The South-South Governors also declared: "We also agreed that the bill currently making rounds in the National Assembly which we understand is an Executive Bill on management of water resources. We are of the view that the provisions of the bill are offensive and obnoxious.

According to a statement released by the Lagos State Police Command, a group of motor cyclists popularly called  Okada riders stormed a Police Station at Ibeshe, Ipakodo area of Ikorodu,  over alleged death of their colleague and burned down a Police van at about 10.45am on the 30th of May, 2018.

The incident was occasioned by an encounter between policemen manning the black spot and an okada man plying the routes way beyond Lagos state approved time of 10pm.

As he approached the police pin down point, the police team observed that he was carrying a passenger with a big bag placed between him and the rider and so they flagged him down but instead of obeying the police hand signal, the okada man increased his speed in order to evade police scrutiny. Sadly, he ended up in a ditch and passed on. Meanwhile his associate with the suspicious bag vanished into the thin air.

However, today, 30/05/18, at about 10am, Okada riders sympathetic to their late colleague, mobilised in their thousands and attempted to burn the Ibeshe Police Post. They were resisted. So they moved and found a softer target which was a police van stationed at a known black spot in Ibeshe and set it ablaze.

In view of this incident, the police authorities in Lagos state wishes to warn all those with the penchant to burn, destroy or loot its property/armoury, that henceforth the Command will be compelled to use all lawful means including the use of firearms to protect such properties and defend its personnel. The police in Lagos will no longer standby and watch hoodlums destroy government property worth millions of Naira for whatever reason.

Any group of persons with complaints against the police action, must toe the civilised option of registering their complaints with the police authorities for appropriate action.

The CP Lagos has directed that the sixty three okada riders arrested for burning the police vehicle should be charge to court for arson. He has also directed the OC Legal to file a motion to a court of competent jurisdiction to surcharge the suspects for the purchase of another police patrol vehicle.
