Jibril Summoned Over Bank Deposits, As Reps Extend TSA Probe

Posted: 25 Jul 2018 09:31 PM PDT

Ibrahim Usman Jibril

Ibrahim Usman Jibril, Minister of the Environment, deposits of $4.9 million and N1.5 billion respectively with Stanbic-IBTC Bank Plc in defiance of the treasury single account (TSA) policy, is being queried by the House of Representatives yesterday.

An ad-hoc committee of the House headed by Abubakar Nuhu Damburam, probing the implementation of the TSA account, summoned the minister to explain why such an account was opened in breach of the policy.

The lawmakers were surprised when they discovered that N1.5 billion was deposited in the bank since March 2017, while another $4.9 million was lodged into a domiciliary account outside the TSA.

The committee chairman, who threatened to issue a warrant of arrest on Jibril if he fails to appear before the panel, queried why such large deposits were made into the bank without the presidency's approval.

Instead, a letter signed on behalf of the Chief of Staff to the President, Abba Kyari, was presented as the authorisation of the non-TSA account.

Two officials of the Bank – Alaba Sadeq and Mrs. Zainab Kwara, both regional managers, admitted the lodgment of the amounts in the account, adding that the monies, which were generated from donor agencies and non-government organisations (NGOs) were not for interests yielding purposes.

Damburam, however, disagreed, adding that as one with over two decades banking experience, such huge amounts could not have been deposited with the bank without attracting interest even when N400 billion was withdrawn.

A member of the committee, Magaji Dau (APC, Jigawa), insisted that the bank officials were stingy with the truth and that the committee would leave no stones unturned to expose those behind the alleged infractions.

In a related development, Speaker of the House of Representatives, Yakubu Dogara, has justified the decision to probe alleged fictitious contract awards and mismanagement of billions of naira by the Nigerian Maritime Administration and Safety Agency (NIMASA).

Speaking at a public hearing on the issue, he explained that it was aimed at ensuring that Nigerians were not ripped off their commonwealth.

In his words: "It is imperative to unravel the truth about the alleged corrupt practices in NIMASA so that we can put an end to such economic crimes, if they are proven to be true, to enable the masses to enjoy their legitimate benefits from our common dividends."

He also threw his weight behind on-going agitations for the restructuring of the country.

2019 Presidential Aspirant Slam 15 Senators, 37 Reps For Defecting From APC

Posted: 25 Jul 2018 08:49 PM PDT

Kingsley Moghalu

A Presidential aspirant for the 2019 general Election, and the flag bearer of Young Progressive Party, a former Deputy Governor of the Central Bank of Nigeria, Mr. Kingsley Moghalu, has attacked the lawmakers who defected from the All Progressives Congress, APC, to the Peoples Democratic Party, PDP, on Tuesday.

Recall that 15 Senators and 35 Reps members of the ruling All Progressives Congress, APC, Tuesday, defected to the PDP and another 4 members decamped to other political parties.

The decampees had said that the crisis and factions raving the APC, informed their opinion to defect and stated that they cannot continue to pursue their political careers under the ruling party.

Reacting to the development, Mr. Moghalu, a Presidential aspirant of Young Progressives Party, YPP, noted that both parties are filled with the same politicians who have no vision for Nigeria.

Moghalu said:

"The political crisis engulfing the ruling All Progressive's Congress (APC), demonstrated by the reported attempt to prevent the smooth functioning of the National Assembly and the defections of the members of National Assembly to the People's Democratic Party tell us one thing: that the APC is a kettle and the PDP is a pot. Both are one and the same.

"Our recycled political nomads criss-cross between both parties at their pleasure and convenience, loyal only to their vested interest to continue "chopping" while our country remains the poverty capital of the world.

"This is why I am running for President. We have no alternative but to break with the past, dump these visionless politicians and move into a better future with leaders truly committed to service to the people."

Federal Government Set To Inject N3.2 Billion As Startup Capital Into Nigeria Air, As Stakeholders Wary Of Govt’s Funding & Interference

To get the new national carrier off its feet, the Federal Government will be injecting about N3.168billion ($8.8million) as the startup capital for Nigeria Air.

The provision, among others, is contained in the Outline Business Case (OBC) recently approved by the Infrastructure Concession Regulatory Commission (ICRC) and currently before the Federal Executive Council for approval.

Meanwhile, airlines operators have expressed concerns over governments' funding of the airlines and the high likelihood of interference in its operations that ordinarily should run as a private business and compete fairly with other existing airlines.

The Guardian gathered that the initial injection of N3.2billion is a part-payment for the government's five per cent equity in the investment, whose take-off fund in the next three years of operation has been put at N108billion ($300million).

Sources at the Ministry of Transportation, contrary to claims, said the $300million is the minimum fund expected from both the public and private investors, of which only five per cent ($15million) is government's contribution.

The director explained that the government is not funding the entire project, but will be offering the startup capital in the form of Viability Gap Funding (VGF).

"Once the strategic investor is in place, they will be expecting to build on the initial investment made. The OBC suggested that there is a need to start the business in order to attract credible investors," the source said.

The $300million is the funding requirement for the next three years, beginning 2018 ($55million), 2019 ($100million), and 2020 ($145million).

Speaking on the development, the Chief Executive Officer, Med-View Airlines, Muneer Bankole, urged the Federal Government to fully disclose its plans for the general public to know what is in the offing, and warned against injecting public funds into the airline to allow it function and compete as another private carrier.

He said: "There is definitely no threat to operators that know their onions, and once they (new airline) operate normally like an airline, everyone will be fine. The only thing is that they should not take off with the government and people's funds; it should be privately driven.

"I want to give them the opportunity to come out and be able to tell everybody the template that is still being talked about in Farnborough. When it comes to this country, we have to sit down and ask questions."

The Chairman, Air Peace Airlines, Allen Onyema, congratulated the Federal Government on the feat, describing it as an avenue to create jobs for Nigerians, and improve capacity for air travel in the country.

Onyema, however, said the new carrier has to operate transparently, with regulators giving a level playing field to all operators in a fair competition.

He said: "If the airline will be used to frustrate the hard earned successes of existing airlines, then we all will be against it. As at now, Air Peace has acquired four B777, Med-View just got one, and maybe Azman soon. Does it mean that we would be restricted from those 91 routes that Nigeria Air will be flying? I hope not.

"We trust Buhari to be a nationalist, and he will not allow us to be forced out of business. That is why the new airline has to be transparent. Government has said it is going to be a private business. It has to operate side-by-side with other airlines. So, if the new airline goes to London, no local airlines should be stopped from the route, once it has the capacity," Onyema said.

The Secretary General, Aviation Safety Round-table Initiative, Group Capt. John Ojikutu (rtd), added that the meticulous nature of the programme is quite pleasing and designed in a way that it takes the responsibility of infrastructure maintenance off the government.

Ojikutu said: "It is clear that this government does not want to go the way of other people; hence, the plan to concession the airports. National carrier is also to safeguard the market from other foreign carriers, and some of us are in agreement with them.

"Like I have said, let government not put its hand in it. Let them get technical partners from outside to invest a minimum of 40 per cent. That is why they are talking to Boeing, and will soon talk to Airbus to come and invest, while Nigerians will take the remaining 60 per cent.

"If the aircraft manufacturers bring aircraft today and government goes to the Stock Exchange, Nigerians will come out to invest in the 50 per cent. The remaining 10 per cent can then be between the Federal Government and the states. That is when we will have a national carrier." he said.

Culled from the Guardian.

Sterling Bank Tender Apologises To Other Banks For Shading Them

Posted: 25 Jul 2018 06:51 AM PDT

It could be recalled that last week, Sterling Bank tweeted an advert that was interpreted as a diss towards other banks. The symbols of other banks were incorporated into the advert.

Some of the other banks responded with shades of their own, but GTBank did not respond.

Then rumours emerged, the next day, that GTBank had reported Sterling Bank to the Central Bank (CBN).

CBN rules prevent banks from demarketing their competitors. Demarketing means spreading rumours, creating adverts, etc in order to discourage people from using the services of your competitor.

Sterling Bank has now tendered an unreserved apologises for the advert and deleted the tweet.
