Journey to February 16: An Election Day essential guide to staying indoors

Posted: 16 Feb 2019 01:00 AM PST

You've voted, so what next?
Presidential elections are tomorrow, February 16, where the whole of Nigeria decides who will be in power for the next 4 years.

While that might be nerve-wracking for many, we still have to get through the elections. Rules, dos and don'ts have been put in place to ensure smooth running of the voting process throughout the day.

For one, shops and stores are going to be closed for the whole day. It's basically a no-movement day.

Don't freak out, that's why we're here. So, what will you be needing?

Your PVC and IDs
Mercy Aigbe Posses with her PVC
If you'll need to go out to vote or for any other reason at all, you'll need to have your Permanent Voters Card to show to officials, and another Identity cards just in case.

Movies or Books?
Are you a movie or book person? You'll need some form of entertainment if you're going to be home all day. Catch up on all your Netflix films or the books you've not been able to finish all this time.

Food
You'll need food and snack supplies... and more food! Because stores and restaurants will be closed, you'll need to get all the food you'll possibly be needing at home.

Full battery/Electricity

Get your batteries ready because there is no guarantee that there will be electricity at home. Anything you'll need for prolonged battery life i.e. power banks, generator, inverters, etc. have to be in working condition in preparation for your day indoors.

General supplies
Stores won't be open so any thing that you've been meaning to get for your home or for a pleasant stay at home, you'll need to get them before tomorrow. Stuff like tissues, fuel, etc.

Group entertainment
You can spice up Election day by having a group of friends over for a fun day together. In that case, you'll need card games, food, drinks, music and more food.

We’re battle-ready for troublemakers – Police

Posted: 16 Feb 2019 12:49 AM PST

Frank Mba
The 2019 general elections kick off today with the Presidential and National Assembly polls in all parts of the country. Expectedly, the police would be playing a critical role in engendering a peaceful conduct of the elections. In this encounter with our correspondent, FAITH YAHAYA, the spokesperson of the Nigeria Police Force (NPF), ACP Frank Mba, says arrangements have been put in place to ensure a hitch-free election, stating that officers have been admonished to be professional in the discharge of their responsibilities during and after the elections. Excerpts:

How prepared are you for these elections? We are adequately prepared for these elections. We have done everything that we ought to do. In the run off to the elections, we conducted massive training and re-training for our personnel on the best practices for managing the security of electoral processes. We conducted trainings on human rights and every other kind of training that is relevant in the conduct of elections of this magnitude. We also carried out security threat analyses across the length and breadth of this country, and on the strength of those analyses, we were able to device and fashion out deployment strategies. Our Standard Operational Procedures (SOP) also took cognizance of the result of those analyses. We have been able to identify, isolate and neutralise, significantly, a lot of the threats that were discovered in the cause of the analyses and we have also been able to create customised deployment plans for each state of the federation.

This tailored-to-suit deployment strategies are designed to take care of both general and specific threats that were identified in different parts of the country. I would say, in a nutshell, that we are good to go. We have also taken care of the welfare of our personnel and their allowances were adequately captured in the budgeting for the elections and what IGP Muhammed Adamu has directed, is that, the allowances of the men must be paid directly into their salary accounts to avoid issues or questions of them not getting their allowances or getting the allowances through the third party.

On the issue of our strength, we will not have any issue covering all the polling booths, polling points, collation centres and others, primarily because we are working with our brothers and sisters from other security agencies. We will be joined by operatives from the DSS, Customs, Immigration, Civil Defence, the Federal Road Safety Corps (FRSC), the National Drug Law Enforcement Agency (NDLEA) and Prison Services. The beauty of this joint operation is that, it will deepen a sense of inter-agency friendship and inter-agency collaboration across all borders. Another advantage that comes with it is that, it will help to fill in the deficiencies that would have been recorded in terms of shortfall in the strength and number of the NPF. Thirdly, our colleagues coming from other agencies will be coming with some sense of comparative advantage in some areas. So, all of us will be coming in with different skills, competences and it is our belief that by the time we are able to merge all these skills and competencies together, we will be able to provide Nigerians a more robust security service.

Beyond that, they will also be coming with their own logistics, which will strengthen our own logistics. So, generally, Nigerians don't have any reason to fear as there would be enough manpower to cover the entire area. You mentioned enough manpower, how many personnel would be deployed? I have deliberately refused to give out figures because, sometimes, figures can be misleading. If I tell you for example, that, we are deploying 2,000 men in FCT, you may come around and not see 2,000 personnel because asubstantial number of those deployed will be covert deployment; and because we are deploying overtly and covertly, I will not want to give figures. But the only thing I will tell you is that, we will deploy maximally, both our human and material resources. What is your message to those who may want to foment trouble? My message to all potential troublemakers is to keep clear. The security forces are adequately prepared to deal with any person or group of persons that may try to test the collective will of Nigerians. We have had elections in this country in the past that were all successful and 2019 will not be different. We will draw on our experiences in the past elections. We will draw on our experiences in policing so many conflict and post-conflict regions of the world, where we participated in peacekeeping operations.

Nigerians must remember that we have a lot of experience policing electoral systems in conflict and post-conflict areas. We were in Namibia, Angola, Liberia, Sierra Leone, Sudan, Darfur, Ivory Coast, Bosnia Herzegovina, and in all these countries, officers and men of the Nigeria Police Force played critical roles in engendering their democracy. We will do even better in policing our own electoral system. Despite your word of assurance, some people are scared and they are of the opinion that it is better to remain in their houses to avoid violence. What is your message to them? I want to leave them with these words: 'election is not war.' It is an opportunity for us as a people and citizens to exercise our civic responsibility. It is a strong tool in our hands to determine our future and we must not fail to utilise the opportunity that this cycle of general election gives us to be part of the decision making process in determining our future. I want to reassure Nigerians that the Nigeria Police Force working with other security agencies are adequately prepared, adequately mobilised and adequately motivated to do the right thing. What message do you have for the policemen that would be on election duty? Go out there, be the wonderful cops that you have always been.

Respect the rights of Nigerians. Protect the fundamental rights of Nigerians to equality, freedom and liberty. Enforce the electoral laws to the letter and refuse to compromise on your oath of office. What is your message to politicians and other stakeholders in this election? Politicians, particularly; we want to see them to be more patriotic. We want to see them change their narratives and send messages of hope to Nigerians. We want to see them desist from making hate speeches and inflammatory statements. We want to see them put the collective interest of Nigeria and Nigerians above whatever is their personal interest. We want to see them rein  their supporters to be law-abiding. We want to see them discourage all forms of electoral offences, vote buying, vote selling, thuggish behaviour, ballot box snatching and all forms of malfeasance capable of impacting on our electoral systems negatively.

For the ordinary people on the street, we want to reassure them that we are committed to providing them with adequate security. The good thing here is that our duties in these elections have been clearly cut out for us by law. Fundamentally, it is our responsibility to provide adequate security for INEC officials, both adhoc and their permanent staff, and in this regard, we will be paying special attention to their adhoc staff particularly the National Youth Service Corps (NYSC) members, who we consider very vulnerable. It is also our responsibility to provide adequate security for INEC materials, both sensitive and non-sensitive. It is our responsibility to provide adequate security for candidates standing in for this election irrespective of their political parties.

It is also our responsibility to provide security for election observers, monitors, and journalists covering this election; and it is our responsibility to provide security for the electorate, so that they will be able to leave their homes, go to thepolling centres, cast their votes and return home safely, and while doing all these, it is also our responsibility to continue to protect critical national infrastructure and provide general policing services to the people. We will not leave anywhere vacant. We will continue to police Nigeria irrespective of the fact that we are giving priority to the election processes and it is on this point that we should be judged. You said you will protect candidates vying for various offices during the election, doesn't that contradict the order from the IGP that no VIP should be escorted to the polling units? The fact that we are safeguarding the candidates does not mean that they will go around with policemen. No way! No policeman will be allowed to escort any one to the polling station, we will enforce that, and our personnel are aware of that, and I am sure they will keep to those rules and directives.

All eyes on INEC

Posted: 16 Feb 2019 12:44 AM PST

Mahmood Yakubu
As Nigerians cast their votes in the presidential and National Assembly polls today, all eyes will be on the Independent National Electoral Commission (INEC). Will it deliver the credible elections INEC Chairman Prof. Mahmood Yakubu has promised? ROBERT EGBE asks.

FEMI Erinjogunola should not have had any reason not to cast his vote when this year's polls get underway from 9 am today. The Graphics Artist and Judo aficionado registered for and obtained his Permanent Voter's Card (PVC) from the Independent National Electoral Commission (INEC) four years ago, just before the 2015 polls. But sometime last year, he noticed that his picture on the card had faded away, following which he lodged a complaint and applied for another one at INEC's Mushin, Lagos office.

"The officials noted my complaint, collected the damaged PVC and issued me a slip of paper. They promised to notify me as soon as the new card is ready," Erinjogunola said. But they never did until last Wednesday, at exactly 6pm, when he got a text message, asking him to come for his PVC. He said: "When I got there, it was another story entirely. My name was not on the list of those whose cards were ready. They asked me and some others to come back for our PVCs after the elections." Disenfranchised voters, unclaimed PVCs Erinjogunola's story is not unique. There are probably hundreds of thousands like him around the country who fall within the same category, compulsorily disenfranchised by imperfections in the INEC's system.

There are also other categories: would-be voters who registered for PVCs but were put off by the sometimes stressful collection process, among other reasons. Since late last year, INEC has been raising the alarm about millions of unclaimed PVCs in many states across the country. On January 16, it moved about one million unclaimed Permanent Voter's Cards (PVCs) to 245 wards in Lagos State to make collection easier for their owners. INEC facilities going up in smoke But recently, unclaimed PVCs have been the least of INEC's immediate worries. Last Tuesday, 4,695 smart card readers were destroyed by fire that razed INEC's facility in Anambra State. It was the third fire incident affecting INEC in 12 days, following closely behind those of INEC's offices in lsiala Ngwa South Local Government Area of  Abia State and Qua'an Pan Local Government Area of Plateau State. Some of the items destroyed in Isiala Ngwa included 2979 PVCs and other materials. At the Qua'an Pan office, items destroyed included 5987 uncollected PVCs, 380 Voting Cubicles, 755 ballot boxes, 14 generators, election forms and official stamps.

How impartial is INEC? Last Wednesday, the National Chairman of the All Progressives Congress (APC) Comrade Adams Oshiomhole accused INEC of working for the main opposition People's Democratic Party (PDP). Oshiomhole alleged that two Resident Electoral Commissioners (RECs) in the South-South were seen campaigning with the PDP during the electioneering. He said: "As we speak, there are two Resident Electoral Commissioners who are virtually campaigning line by line with the PDP in the South-South. "INEC, without giving us any explanation and without any concrete evidence, went ahead to say we can't field candidates in Zamfara, thereby seeking to award, without any context, and nullify democracy in Zamfara State. "Is that the way your friends behave if they are your friends? INEC is working more for the PDP, based on evidence I can show. How can they explain that a court of competent jurisdiction gave orders in Zamfara to say this candidate is eligible to contest election and another high court in Abuja also gave a verdict saying APC did not conclude its primaries but did not give order to INEC? "There is no order issued by the Federal High Court in Abuja.

The Court of Appeal made a pronouncement on this matter today that there was no order from the court in Abuja, but that there was a concrete order from a Zamfara High Court which upheld the primaries that was conducted in Zamfara. "The INEC Chairman has said that when there are two court orders, they will adopt the last judgment. In Zamfara State, the Abuja judgment came first and the Zamfara judgment came last even though it is the same say. "More as INEC has said they will always obey the last judgment when it came to the Zamfara issue, they changed the goal post. As media, you have to be careful. When you say people alleged there were meetings and can't even cite any, it is a disservice.

We have been at the receiving end of abuse. "There is a candidate in Kano whose nomination we forwarded to INEC, but they changed the nomination and as we speak, we are in court over that. We showed our evidence." We are impartial, says INEC But the commission denied the claims of collusion with any party to breach the polls. Rotimi Oyekanmi, the Chief Press Secretary to the INEC Chairman, Prof Mahmood Yakubu, called on Oshiomhole to provide proof of his allegations. Oyekanmi said: "It is not true that the Independent National Electoral Commission is working hand in gloves with any political party to do the wrong things. The issue of Zamfara and Rivers are well known. "In the case of Zamfara, the commission had written to the APC leadership to notify it that, due to its inability to conduct its primaries in Zamfara State within the stipulated time as required by law, the party cannot field candidates for the governorship election.

Thereafter, two cases were instituted in court resulting in two rulings which were delivered the same day. The commission then adopted one of the rulings. "In the case of Rivers, it was the Supreme Court that took a final decision on the fate of APC. Therefore, both cases were purely judicial and INEC, being a law abiding institution, will always obey court orders/judgment." Safety of NYSC members Last December 19, two United States-based political institutes National Democratic Institute (NDI) and the International Republican Institute (IRI) – expressed worries over the general elections.

They said Nigeria's persistent insecurity and the perception about the lack of neutrality on the part of security forces could undermine voter participation and confidence in the outcome of next year's polls. Several local analysts have also raised concerns about break out of violence in the elections, which could affect INEC staff, especially members of the National Youth Service Corp (NYSC), among others. Seven corps members were killed in Bauchi State during the violence that erupted after the 2011 general election. Also, one corps member was killed in Ahoada West Local Government Area of Rivers State during the legislative rerun election in the state in March of 2016. However, the NYSC DirectorGeneral, Suleiman Kazaure, assured corps members last November 6 that those who chose to work with INEC during the polls would not be sent to volatile areas. Kazaure, a Brigadier-General in the Nigerian Army, gave this assurance when he visited the NYSC Orientation Camp in Sagamu, Ogun State. "I want to also state it here that no corps member will be used as ad-hoc staff in the volatile regions during the elections as their safety is of paramount concern to the scheme," he said. 91 parties, 84m voters: Is INEC ready? The general elections will be contested by 56 out of 91 registered political parties and a total voting population of 84,004,084. According to INEC's National Commissioner and Chairman of its Information and Voter Education Committee, the polls will hold in 1,558 Constituencies and 774 Local Government Areas throughout the federation.

"The collation of results will take place in 8, 809 Registration Areas/Wards and in 119, 973 Polling Units and 57, 023 Voting Points nationwide,'' he said. The Presidential Election will be contested by 73 candidates, while the Governorship election will feature 1,068 candidates in 29 states. "The 109 Senate seats will be contested by 1,904 candidates, while the 360 seats in the House of Representatives will be contested by a total of 4, 680 candidates. "The 991 State Constituency elections will be contested by a total of 14, 583 candidates. The 68 Area Council seats in the Federal Capital Territory will be contested by 806 candidates,'' he said. The commission will also conduct Area Council elections in the FCT, Abuja. "A total of 806 candidates will contest the election. This will involve 105 Chairmanship candidates and 701 Councillorship candidates." Logistics hitches The logistics requirements of conducting such critical elections are bound to be huge. In previ ous elections, there were several cases of logistical hitches.

This time round, can INEC fulfill its logistical duties? Are ballots going to be delivered to polling places on time? Will polling places open on time? How INEC will cope But INEC Chairman Prof Yakubu is not perturbed. He believes that several measures implemented by the agency will forestall any serious crisis. He assured Nigerians that their votes will count. Yakubu spoke when he received a delegation of the Commonwealth Observers Group led by former Tanzanian President, Dr Jakaya Kikwete, at the commission's headquarters in Abuja. He stressed that the Commonwealth in its report on the 2015 general election made 32 recommendations, including the adoption of Simultaneous Accreditation and Voting System.

The INEC boss said the commission had looked into the recommendations and implemented those within its power administratively, while those requiring amendment of the Constitution and Electoral Act had been sent to the appropriate authorities. Yakubu added that INEC had conducted 194 off-season elections with simultaneous accreditation and voting system, which is now part of election guidelines issued by the commission. The commission also said it had made other arrangements to make the elections peaceful around the country. For instance, INEC said it hired 1,700 buses for election duty in Enugu state for today's elections. The commission said it would hire more than 10 trailers to move heavy materials and equipment before, during and after the polls – Enugu state currently has 1,942,776 registered voters, 4,146 voting locations and 260 political wards.

APC, PDP in tug of war

Posted: 16 Feb 2019 12:38 AM PST

Adams Oshiomhole and Uche Secondus
As Nigerians across the country get ready to cast their ballots in today's presidential and National Assembly elections, DARE ODUFOWOKAN, Assistant Editor, identifies nine states where the poll is expected to throw up some drama, even as pundits insist that the outcome in most of these states remain unpredictable.

KWARA STATE

Today's elections in Kwara State will be headlined by the intense struggle for the political control of the north-central state between the Saraki political family led by Senate President Bukola Saraki and those opposed to his continued hold on the politics of the state, who are largely chieftains of the opposition APC, Saraki's former party. Pundits say, for the first time in a long time, the threat to the status quo in the state, as symbolised by Saraki Dynasty is real.

It is too dicey to say either of the two leading parties, APC and PDP, will win today, as analysts say the electoral map here is very fluid with the three senatorial districts left open to be won either by PDP or APC. Thus, the presidential election in the state can go either way at the close of political hostilities. The spate of violence in the past weeks across the state highlighted how tense the political atmosphere in the state is.

While Saraki, aside from struggling to win his seat and return to the Senate, is also fighting to remain politically relevant by delivering the state to the PDP presidential candidate, Abubakar Atiku, the opposition APC is determined to show the world that Saraki has lost hold of the state as the "O to gee" movement swept across the state following the emergence of Abdulrazaq Abdulrahman, as the APC gubernatorial candidate.

Saraki, who represents Kwara Central Senatorial District, has a date with his closest rival, Dr. Ibrahim Oloriegbe, who was a former member of the State House of Assembly.  The contest is reminiscent of the duel between David and Goliath. For Oloriegbe, who was once a product of the dynasty, his record of selfless service as a medic and as well as coming from a respected family, will make the contest tough. His greatest advantage is the mass discontent against the Sarakis.

Despite the power of incumbency and over reliance on money politics, it won't be an easy ride for Saraki in Kwara Central District. In the last one month, the Senate President has retreated to fault lines for political survival and to retool his campaign machinery, but the people of Ilorin Emirate, who dominate the district, are now sharply divided for and against him.

What will count against Saraki include the collapse of governance in the state in the last four years; poor state of infrastructure; non-payment of local government workers' salaries; the conspiracy of the elites; sheer flaunting of affluence by political leaders in the state; the exodus of his loyalists and strategists to APC; the "O To Ge" (Enough is Enough) revolution; and the imposition of PDP governorship candidate, Razak Atunwa, on the party.

With the failure of the last minute retrieval of the senatorial ticket from Governor Abdulfatah Ahmed for Sen. Rafiu Ibrahim by Saraki, as INEC insists that

the governor remains the senatorial candidate of Kwara South, the district may just be a walkover for APC. With Ibrahim's supporters now aggrieved amidst suspicion that Ahmed and Saraki played a fast one on them by refusing to perfect Ibrahim's candidature, PDP is seriously weakened in Kwara South.

If one adds this to the seeming unpopularity of the governor in the area, the same factor that led to Saraki's earlier decisison to substitute him with Ibrahim, and the massive followership currently being enjoyed in the area by APC and its candidates, then it may even be comfortable to predict that President Muhammadu Buhari will sweep the presidential votes across the district today. The influence of  Lola Ashiru, an architect, who is the APC senatorial candidate, is another factor helping Buhari's chances.

Other factors that may swing electoral behaviour this time include the looming protest votes from Offa and its environs over the recent bank robbery which claimed many lives; the spiral effect of losing Irepodun/ Ekiti/ Isin, Oke-Ero Federal Constituency to APC; and the neglect of the district in the scheme of things. The Ibolo, the Igbomina and the Ekiti in this district naturally detest the politics of the Sarakis.

In Kwara North, it is a battle royale between the PDP candidate, Hon. Zakari Mohammed (the incumbent member of the House of Representatives for Baruten/Kaiama Constituency), and the APC candidate, a pharmacist and erstwhile expert in DFID, Sadiq Umar. The two candidates are credible and tested professionals. But what will determine the direction of the district is the politics of power shift. The people of the district are unhappy with Saraki for denying them the governorship slot in the past 20 years. The last time the district tasted gubernatorial power was between 1991 and 1993 when Senator Sha'aba Lafiagi was elected into office. Despite plans by Saraki dynasty to enter into a gentleman agreement with the district on power shift in 2023, they are unprepared to trust him.

PLATEAU STATE

Today's presidential election on the Plateau is expected to be dramatic. It is highly unpredictable with pundits saying whoever wins will do so with a very slight margin. Yakubu Dati, the Plateau Commissioner for Information, has declared that President Muhammadu Buhari will win 100 percent votes in the state. This was just as a former governor of Plateau State and Senator representing Plateau North, Jonah Jang, boasted that the state will deliver two million votes for the PDP presidential flag bearer, Atiku Abubakar, today.

"I assure you that Plateau will vote Buhari 100 per cent this time around. President Muhammadu Buhari is going to win Plateau State this time around because of the steps he has taken to strengthen the state. As I speak with you, more than 5,000 rice farmers have been empowered with farming implements and seedlings. The school feeding programme is ongoing, safety nets programmes are also there. People are benefiting at the grassroots level. We are also benefitting directly because Mr. President, for the first time, when we had crisis, he and the vice-president came," Dati said.

But Jang, who is not seeking a return to the Senate, insisted that the APC in the state will lose today's election to the opposition PDP. "Since 1999, no PDP presidential candidate had ever lost an election in Plateau State, and failure will not start in 2019. I want to urge Plateau people that during the forthcoming presidential polls, the PDP Presidential flag bearer should get two million votes in the state," the former governor boasted..

And ahead of today's presidential election, the Social Democratic Party (SDP) in Plateau had urged its members to canvas for votes for President Buhari. Dogara Abubakar, the SDP's chairman and Alpha Kapnan, its secretary, said that the resolve to mobilise members for President Buhari came after an agreement by the party's National Executive Committee (NEC) meeting in Abuja.

But a coalition of political parties in the state under the auspices of the Plateau Political Parties Forum(PPPF) on Thursday endorsed Atiku of the PDP as their preferred candidate, vowing to deliver the state to the opposition party. Both the PDP and the APC can boast of presence in all the corners of the state. While the APC formed the state government, the PDP represents two of its three senatorial districts. So, the political climate in Plateau State is as uncertain as it was in 2015. To most observers, the presidential race might be neck and neck.

KOGI STATE

In 2015, Buhari surprisingly won the presidential election in Kogi State, polling 60.3 % of total votes cast. At a time when the state was in the firm control of a PDP administration, it came as a surprise. But today, the story is queerly different. While the state is now controlled by Buhari's party, pundits say the people may not repeat the same enthusiasm that saw them voting for APC in 2015.

Aside from the obvious fact that the PDP in Kogi State may have shaken off their slumbering and ready to do serious political battle to return to prominence, the APC will have to first wriggle out of its political quagmire for it to make any serious impact in today's election. It is left to be seen if the party has actually done that. Kogi is a state many observers are watching keenly as PDP confronts APC today in a battle for political superiority.

The ghost of the late Governor Abubakar Audu is still haunting APC and Governor Yahaya Bello, who has tried to re-write history after benefitting from Audu's mandate. Out of the three senatorial districts, APC remains solid in Kogi Central, which is largely populated by the governor's Ebira kinsmen. There had been a few protests against Bello in the Central District but the governor has engaged in arm-twisting and outright political witch-hunting to retain his grip. But the party needs extra salesmen to regain the confidence of Kogi East (Audu's fortress) in the next strands of election. The management of the aftermath of Audu's death – including the hounding of his son – looks set to hurt the ruling party.

Most retired civil servants/ teachers (pensioners) are from Kogi West and in the last three and a half years, they have gone through hell trying to collect their gratuities and pensions. The same Kogi West secured the deputy governorship slot but its candidate, Hon. James Faleke, was uncomfortable with the power equation. Faleke's loyalty to Audu appeared to be a "wise" decision because he would have ended being a glorified deputy in a despotic Bello government.

The tactical senatorial nominations of Jibrin Echocho (APC candidate for Kogi East) and Senator Smart Adeyemi (Kogi West) have, however, succeeded in bridging the gaps between the ruling party and the people of the state. Also, the travails of Senator Dino Melaye have left the Kogi West with no alternative than to shop for an amenable candidate in Adeyemi in order to get value for their votes.

BENUE STATE

Up until a few weeks ago, many had thought that the presidential race between APC and PDP in Benue State is predictable. While many had considered the security challenges faced by the state in recent times and predicted a victory for PDP, some others have examined the leanings of major political gladiators in the state and announced that APC will poll more votes than PDP in today's election. But today, most analysts agree that the election in the state can go either way.

Governor Samuel Ortom has capitalised on the farmers-herders crises as a weapon to secure his second term ticket. The anti-Fulani sentiments in the state have grown to the extent that President Buhari and APC are despised. Ortom went a step further to apologise to the people of the state for leading them to APC in 2015. The joining of forces by Ortom and ex-Governor Gabriel Suswam, who has an axe to grind for being put on trial for alleged corruption by the APC administration, has made the PDP more formidable.

The scenario in the state is being monitored because the three senators from the state, who are leaders with massive support in the grassroots, are treading different political paths. They are Senator David Mark (Benue South); Senator Barnabas Gemade (Benue North-East) and Senator George Akume (Benue North-West). While Akume is sticking to APC, Mark remains in PDP with his ally ex-Minister Abba Moro now taking his slot, and Gemade is trying his luck in the Social Democratic Party (SDP) after defecting first from APC and then PDP in quick order.

Of the three senators, only Akume has a herculean task at hand to sell APC to the people of the state who are angry over the consequences of farmers-herders crises. He needs to work harder to retain his senatorial seat for the fourth term since 2007 and to install his political associate, Emmanuel Jime, as the governor of the state. He has a tall order to assert himself as the "political godfather" of the state. As a leader with tremendous goodwill, if Akume succeeds, he will book a place in the Guinness Book of Records as a great politician. Any loss might be the beginning of his political retirement.

NASARAWA STATE

As the people of the state file out today to vote for the country's next President, the question on the lips of analysts is whether incumbent President and APC candidate, Muhammadu Buhari, can break his now age-long electoral jinx in Nasarawa State. The APC flag-bearer has never won elections in Nasarawa state since he has been participating in the presidential race.

During the 2015 presidential election, the then President Jonathan of the PDP surprisingly won the presidential election in Nasarawa State, defeating Buhari, who was widely tipped to win the state. It was a surprise because the state was seen by many as a stronghold of Buhari's given the presence of many of his associates in the state. Not even the widespread opinion that Governor Tanko Al-Makura has done well in office helped.

He also lost the state in 2011 when he contested on the platform of the Congress for Progressives  Change (CPC). While the CPC's governorship candidate, Umar Tanko Al-Makura, the incumbent governor, won the gubernatorial election, Buhari could not get enough votes to defeat Jonathan in the state. Not a few analysts are saying that the APC will have to do more than enough to change the status quo today.

Al-Makura's decision to stamp his feet and allow power to shift from Nasarawa South District to Nasarawa North District for fairness and equity has deflated the anticipated winning formula of the opposition. This has in turn shored up the popularity of the ruling party in the north where the PDP held sway before now. This is expected to impact in favour of President Buhari in the presidential election. The harmony within the rank and file of APC in the state notwithstanding, it is still uncertain if Buhari can floor Atiku in the state.

ADAMAWA STATE

Adamawa, since 1999, remained a PDP threshold until 2015 when it voted APC. Pundits will say Buhari's victory in the state back then was aided by the presence of Atiku in the same party with him. But with the President and Atikun today on the ballot on opposing sides, many of the factors that delivered Adamawa to APC in 2015 are no longer applicable. The people of the state are now caught between two choices of producing a home-bred president or voting for their son-in-law Buhari to remain in office.

For Atiku and the PDP, a lot is now at stake. If he defeats Buhari in Adamawa, he would boost his political profile as primus inter pares in the state. But if Atiku suffers any setback, he would join the league of the likes of ex-President Olusegun Obasanjo who lost in his home state. Being an indigene of the state who once won its governorship election before being selected as Vice President by former President Olusegun Obasanjo is an added advantage for Atiku in today's contest.

On the other hand, the performance of Governor Jibrilla Bindow in office has added value to Buhari's campaign. Also, the nomination of game changers like Senator Binta Mashi and Hajiya Aishatu Ahmed Binani and other mobilisers at the grassroots have made winning the state an uphill task for Atiku. But the two camps stand equal chances of carrying the day, according to pundits.

Other prominent politicians Buhari and his party will be banking on to swing the votes their across the state today include former Military Administrator of Lagos State, Brig-Gen. Buba Marwa (rtd); a former Chairman of the Economic and Financial Crimes, Mallam Nuhu Ribadu  and the President's in-law, Dr. Halilu Modibbo, among other numerous elected and appointed political office holders across the state.

For Atiku, he will be relying on a strong, tested and trusted political machinery with tentacles across the nooks and crannies of the state that has aided his hold on the politicos of the state for decades now. Though his recent return to PDP has seen some of his associates turn their back on him, it is still largely believed that his political structure is strong enough to deliver the votes for him.

Our findings show that the governorship candidate of PDP, Umaru Fintiri, popularly called "The ATM" by civil servants due to the prompt payment of salaries when he was Acting Governor of the state, has made the turf tougher. Fintiri is giving Bindow an electioneering headache because of 'the ATM perception'. The governor, for his part, has been prudent and he has performed creditably better than most of his successors.

AKWA IBOM

At no time had the PDP's control of the politics of the state been threatened as it is today. The contest between Buahri and Atiku today will determine how the rest of the polls will go in the state,  pundits say. Since 1999, the oil-rich state has been voting for the PDP till date. Whether that will change today is left to be seen. The defection of former Governor Godswill Akpabio to the APC changed the political narratives in the state.

As it is, both APC and PDP are laying claim to the state as a stronghold. But political signals indicate that President Buhari may carry the day. This is based largely on the political acceptance being enjoyed across the state by Akpabio. Since he left the PDP, he has resisted several attempts to undermine his popularity. Many analysts say his performance while in office as governor is still speaking for him.

Going by recent political events in the state, it is very convenient to say both the PDP and the APC are well rooted in the nooks and crannies of the state, no thanks to the political division between Akpabio and Governor Udom Gabriel Emmanuel. The  politics of the state is now symbolised by a sharp division of the people into PDP supporters and APC supporters.

The competition between the two political parties is further heightened by the fact that both Akpabio and his former godson, Emmanuel, will be on the ballot paper as candidates in this year's general elections but on the platform of different political parties. While Emmanuel is seeking to be re-elected as the governor of the state, Akpabio wants to remain in the Senate as the representative of the people of Akwa-Ibom northwest.

In 2015, the duo worked together as PDP candidates and won in convincing manners. This time around, their camp is divided and they are at loggerheads politically. Thus, Akpabio and the APC will be relying on the former governor's political machinery across the state, aided by the political influence of other APC chieftains like Umanah Umanah, Nsima Ekere (a former deputy governor), John Akpan Udoedehe, Don Etiebet, Ime Umana, Group Capt. Sam Ewang (Rtd), among others, to carry the day.

For Emmanuel and the ruling PDP who will be entering the ring without the statewide support they enjoyed from Akpabio's camp in 2015, their major strength will lie in the power of incumbency and the ability to showcase the achievements of the current administration to the people of the state.

Across the three senatorial districts of Uyo (Akwa-Ibom northeast), Ikot Ekpene (Akwa-Ibom northwest) and Eket (Akwa-Ibom south), political analysts, candidates, party chieftains and the voters are daily coming up with permutations on how the governorship elections would be won and lost by the two leading political parties, PDP and APC, and their governorship candidates, Emmanuel and Ekere respectively.

Akwa Ibom has 31 local government areas. While Eket, where both Emmanuel and Ekere hail from, has 12 local government areas, Akpabio's Ikot Ekpene boasts of 10 council areas. The remaining nine are found in Uyo District where former Governor Victor Attah and Umanah hail from. At the last count, there are 1,837, 767 registered voters in the three senatorial districts of the state.

According to very reliable political permutations, the PDP and APC will keenly contest for the votes of the people of Akwa-Ibom South Senatorial District. It is unclear who is likely to win the zone between the two leading parties given the parity in popularity of both in the area. The APC is most likely to sweep the votes in Akwa Ibom Northwest Senatorial District where Senator Akpabio is the undisputed leader.

The Northeastern Senatorial District is another battleground where both APC and PDP will slug it out evenly. However, pundits say with Umanah supporting Ekere, the APC may slightly outperform PDP in the zone, slightly because Uyo is also the seat of government and Emmanuel has many of his people resident there. While Umanah's popularity in Uyo will aid APC, PDP should benefit from the votes of government functionaries and their people.

OGUN STATE

In Governor Ibikunle Amosun's state, the presidential contest will surely be unusually interesting.  This is just as pundits say for the APC, the result will be better than it was in 2015 when the APC defeated PDP by a hundred thousand votes. Buhari polled 308, 290 votes, while former President Goodluck Jonathan of the PDP took 207, 950 out of 559, 613 total votes cast. According to formal results announced, Buhari won in 13 local governments, while PDP won in 7 local government areas.

In spite of the support currently being enjoyed by Atiku and the PDP from former President Olusegun Obasanjo, Buhari will still win the presidential election in the state convincingly. Given the fact that Buhari's candidature has been adopted by about four other political parties aside his APC in the state, the President looks set to confirm his acceptance in the state.

With the APC and APM in the state working towards the victory of President Buhari, and the two factions of the PDP unable to come together and galvanise their members towards the presidential election, the APC is looking good to win the presidential election in the state even with a wider margin than it posted in 2015.

Notwithstanding the support of former President Obasanjo for the candidate of the Peoples Democratic Party, Atiku Abubakar, investigations show that the APC candidate, President Buhari, stands the chance of winning the presidential election in the state with convincing margin. This is because in spite of the unusual political ripples, APC's candidate evidently enjoys massive support from the state.

The Federal Government's attention to major roads in the state, including the Sagamu-Ikorodu road and Lagos-Ibadan Expressway is also swaying support for APC across the state. Also, Buhari's decision to immortalise the late Chief MKO Abiola, an indigene of Ogun, by declaring June 12 as the nation's Democracy Day, remains a political move well aimed. It has endeared him to the elites in the state and it is expected to help him garner some votes across the state.

Similarly, numerous artisans and traders across the state who benefitted from the Tradermoni scheme are helping Osinbajo to propagate the candidates of the ruling party just as many youths now enjoying under the N-Power employment scheme in the state, are poised to reward the APC by voting for Buhair today. It is for these reasons that analysts concluded that though the election will be dramatic, the APC looks good to win.

EDO STATE

President Buhari of the APC will win the presidential election today in Edo State convincingly. His victory, of course, will surprise many observers. This is because he will garner good votes in areas he hitherto would have done badly ordinarily. The change in his political fortune in places like Edo Central is as a result of certain factors that were not available before now.

One, President Muhammadu Buhari will easily garner the majority of votes in Edo State given the popularity of his party, the ruling All Progressives Congress, across the state. The APC's political hold on the state, from the days of former Governor Adams Oshiomhole, who is now its National Chairman, supported by the rave reviews currently being enjoyed by Governor Godwin Obaseki, should work in the party's favour.

Before the 2015 general elections, the PDP could boast of pockets of strongholds in the Southern Senatorial District of the state, but all that faded with the defeat of the party by APC that year. However, some observers say a pocket of opposition may arise today, largely from revenue touts and their godfathers who have been having a running battle with Governor Obaseki over revenue collection across the district, especially in Oredo council.

The death of PDP strongman and former political leader of the state, Chief Tony Anenih, late last year, may have completed the demystification of PDP in a state it controlled for nearly 12 years before Oshiomhole took over.

Also, the decision of Governor Obaseki to hearken to the clarion call on him by the people of Edo Central, to extend developmental projects their way will be rewarded by the people of the area today as they change their age-long voting pattern and embrace the APC. It is a widespread belief in the area that unlike Oshiomhole who abandoned the area while in office, Obaseki has carried out numerous developmental projects in Edo Central.

To also shore up the chances of the APC in Edo Central, many supporters of the late Anenih have joined the APC and are now working hard for the victory of President Buhari in the area today.

Atiku/Buhari :Who wears the crown?

Posted: 16 Feb 2019 12:31 AM PST

Atiku Abubakar and Muhammadu Buhari
WHO rules Nigeria over the next four years? That is the major task before voters as they go to the polls today to pick the country's president in the biggest election ever in its history. Although a  total of 73 candidates are in the presidential race, according to the list released by the Independent National Electoral Commission (INEC), the contest from all indications will be a straight fight between the  incumbent, Muhammadu Buhari of the All Progressives Congress (APC) and Atiku Abubakar of the Peoples Democratic Party (PDP), the only candidates to have physically gone round the country to canvass for votes. It has been a tough duel; it is the race of their lives. But the odds seem to be in favour of Buhari with projections and poll experts tipping him to win the most votes.

There are a total of 84 million voters registered for the elections and the March 2 governorship and state assembly elections. Buhari's APC  is in control of the four states with the largest concentration of registered voters: Lagos 6.8m, Kano 5.4m, Kaduna 3.9m and Katsina 3.2m, and his popularity in the Northwest with 20.1million voters and Northeast with 11.2m voters is unrivalled. Poll projections suggest that in the Northeast, the President will win in Bauchi, Borno, Gombe, Yobe while Atiku is likely to win in Taraba. Adamawa, where Atiku comes from, is generally seen as a battleground between the two leading candidates, although many residents acknowledge Buhari as the brain behind the relative peace being enjoyed in the state now after many years of insecurity unleashed by Boko Haram.

Most of the states in North Central – Kwara, Kogi, Plateau, Benue and Nasarawa- are regarded as battlegrounds but Buhari is tipped to win in Niger. The Northwest, especially Kano with its enormous votes, has always been Buhari's comfort zone .His home state – Katsina, Sokoto, Kaduna, Kebbi, Zamfara and Jigawa are all considered safe for him. Same goes for the Southwest where the APC is in control of the six states in the zone:Lagos,Ekiti, Ogun, Ondo, Osun and Oyo. Atiku is projected to win in all the five Southeast states of Abia, Anambra, Enugu, Ebonyi and Imo, although Buhari is tipped to receive more votes in the zone than he did in 2015. Most of the states in the South-South are also projected to vote for Atiku. These are Bayelsa, Rivers, Delta and Cross River while Edo and Akwa Ibom are likely to cast their lot with Buhari. Lagos, Kano, Kaduna, Katsina have largest number of voters With  6,570,291 ,Lagos has the largest number of registered  voters for this year's elections. It if followed by  Kano with  5,457,747, Kaduna with 3,932,492 and  Katsina  with 3,230,230. The Independent National Electoral Commission (INEC) said it registered over 84 million voters for the elections .

Following is the breakdown of  how voters were registered  state by state:

Abia 1,932,892 Adamawa 1,973,083 Akwa Ibom 2,119,727 Anambra 2,447,996 Bauchi 2,462,843 Bayelsa 923,182 Benue 2,480,131 Borno 2,315,956 Cross River 1,527,289 Delta 2,845,274 Ebonyi 1,459,933 Edo 2,210,534 Ekiti 909,967 Enugu 1,944,016 FCT 1,344,856 Gombe 1,394,393 Imo 2,272,293 Jigawa 2,111,106 Kaduna 3,932,492 Kano 5,457,747 Katsina 3,230,230 Kebbi 1,806,231 Kogi 1,646,350 Kwara 1,406,457 Lagos 6,570,291 Nasarawa 1,617,786 Niger 2,390,035 Ogun 2,375,003 Ondo 1,822,346 Osun 1,680,498 Oyo 2,934,107 Plateau 2,480,455 Rivers 3,215,273 Sokoto 1,903,166 Taraba 1,777,105 Yobe 1,365,913 Zamfara 1,717,128

Nigeria Decides 2019: PDP Rejects Shift In Election Date - Secondus

Posted: 16 Feb 2019 12:26 AM PST

Prince Uche Secondu
The National Chairman of the Peoples Democratic Party, PDP, Prince Uche Secondus has said that shoddy arrangement for this election by the Independent National Electoral Commission, INEC, is a deliberate pre determined agenda of President Muhammadu Buhari to cling on to power even when it's obvious to him that Nigerians want him out.

Prince Secondus said that the postponement which is part of a grand design by the All Progressives Congress, APC, to thwart the will of Nigerians at all cost, clearly exposes INEC as a failure and calls on the Chairman of the Commission, Prof Mahmood Yakubu to resign immediately.

The PDP leader warns that the party will not accept anything short of a well organized electoral process devoid of manipulation, harassment and intimidation of voters and the opposition particularly members of the PDP.

Having failed in all their nefarious options to enable them cling on to power, the APC and the INEC came up with the idea of shifting election an action that is dangerous to our democracy and unacceptable.

The National Chairman said that the APC in connivance with the INEC have been trying all options including but not limited to burning down INEC offices in some states and destroying of electoral materials to create artificial problems upon which to stand for their dubious act.

According to a statement from the National Chairman's media office signed by Ike Abonyi, Prince Secondus said that the party is privy to all the pressures from the APC and the federal government to arm twist the INEC, to dance to their new strategy after their earlier ones failed.

"With several of their rigging options failing, they have to force INEC to agree to a shift in the election or a staggered election with flimsy excuses pre manufactured for the purpose.

"For the avoidance of doubt the PDP sees this action as wicked and we are also aware of other dubious designs like the deployment of hooded security operatives who would be ruthless on the people ostensibly to scare them away.

He said that by the action of the President he has further demonstrated his insensitivity costing the huge cost after Nigerians including those who came home from abroad have all mobilized to their various constituencies.

The National Chairman recalls that the PDP had earlier alerted Nigerians that the APC was coming up with lined up rigging strategies including burning down of INEC offices and engineering crisis in PDP strong hold areas to scare away the people.

Prince Secondus said that the wicked killing of over 60 persons mostly women and children in Southern Kaduna on the eve of election is a copious ploy by the APC to frighten the people away from voting knowing too well that they were not going to record any vote from the area.

"Recall that the Governor of Kaduna state, Mallam Nasir el rufai had earlier threatened international election observers of going to their country in body bags and with the fatal violence in the state on the eve of election, it's clear what the motives are, to frighten the observers from the state so that he can carry out his nefarious acts.

The National Chairman also drew the attention of all lovers of democracy to the statement of President Buhari on the international media that nobody can unseat him from office as an indication of what he wants to do.

Prince Secondus also regretted that President Buhari who made a promise at the signing of peace accord that the election will be conducted in a fair and transparent atmosphere has gone ahead in breach of the peace agreements to send soldiers and other security agencies to arrest, harass and intimidate opponents in Rivers, Akwa Ibom, Kwara, Kano, Kaduna states.

Amaechi blasts Wike

Posted: 16 Feb 2019 12:21 AM PST

Amaechi  and Wike
The leader of the All Progressives Congress (APC) in Rivers State and Minister of Transportation, Chibuike Amaechi, has admonished the state governor, Nyesom Wike, to accept his failure as the chief security officer of the state and quit trying to pin acts of violence on the APC.

Amaechi spoke at a press briefing in Port Harcourt, Thursday, addressing Wike's "malignant and calculated outburst," alleging that the APC intends to visit violence on the state.

Governor Wike had in his state broadcast on Thursday evening accused Amaechi and the APC of plotting to incite violence in the state. Wike also tried to make political capital of the stampede that led to the death of some persons at the APC presidential rally in Port Harcourt on Tuesday.

Amaechi said: "I listened to our governor today. Again, like the child he is, rant and say we intend to visit violence on the people. All of you who have worked with me would know that I don't like violence because if you kill someone, you cannot replace him, you can't bring him back to life. You can replace houses; you can replace cars and all that. You certainly can't replace life.

"We lost 15 persons. I was touring people's houses, trying to identify with their pain. If the governor can remember when President Goodluck Jonathan came here and we lost 23 Nigerians in Rivers State, the same stampede, I couldn't eat. I was watching them take lunch, I couldn't, I was crying because those 23 persons are gone whether for good or bad just like these 15 persons will not come back. So I've never and I will never support violence. But I don't also support injustice.

Amaechi wondered why "Wike is trying so hard to avoid elections and enlisting different institutions to aid his cause. He also called on the INEC to exonerate itself from being accused of trying to help the PDP by doing the needful and obeying the stay of execution order by the Court of Appeal and relist Rivers APC and its candidates for the elections.

"An example is the fact that there is a stay of execution granted by the Court of Appeal in Port Harcourt. Just because the INEC chairman was the head of TETFUND under Wike when he was a Minister of Education, he has refused to implement that judgment. He doesn't have the right to choose which one to implement and which one not to implement.

"Obviously, he's among the institutions trying to assist Wike become a second-term governor without election. We understand, but again, we believe in the judiciary, the uprightness of the judiciary. I hope so, and you heard the President when he said that the injustice will be addressed.

"Why is Wike avoiding an election if he is that popular; why is Wike using Magnus Abe to avoid an election? That's the question to ask. But like I told Rivers people, it is not over until it is over. We are going to go out on Saturday to vote President Buhari. If INEC decides to obey the stay of execution, then we are ready for the legislative elections on Saturday.

"But if the INEC chairman will not obey the stay of execution because he was a worker under Wike in the Ministry of Education, then so be it. We'll continue to pursue the rights of the people to choose who their leaders will be. You can't force a leader on people," Amaechi said.

On the issue of violence, Amaechi continued, "Wike talked about violence. During my time as governor, you were free to go out at night. I drove out with just one car at night and went back home safe, but now as a minister I can't drive around without loads of security and he is happy to be a governor in that kind of state. As a governor, no minister can threaten me, so if he feels threatened, he should stop me. He has the executive powers to. "

He further said: "Now nobody has been arrested because of election. In 2015, all APC leaders were in detention. The agent of the president, Emma Deeyah, just came out of the INEC office to buy food, they took him away. We thought he had been kidnapped only to be brought out after the day of election and that was when we knew police took him.

"Now, let Wike say if anybody has been arrested since we came in. It shows that the government of President Buhari understands what rule of law is, not rule of man. So tell Wike that I'm enjoying his fear; he's scared. It's easy to be a coward. I've governed this state before. All of you know I'm not a coward".

Why we postponed polls, by INEC

INEC  Officials
After a marathon meeting which lasted about eight hours, the  Independent National Commission (INEC) in the early morning of Saturday announced postponement of the general elections.

Consequently, the Presidential and National Assembly elections will come up next Saturday, 23rd February 2019 while the governorship and state Assembly election will now hold on 9th March, 2019.

INEC had earlier scheduled today 16th February 2019 for the presidential and National Assembly, while the State elections were scheduled for 2nd March, 2019 before this latest decision by the commission.

INEC hinged the postponement of the elections on logistic challenges.

INEC Chairman Prof. Mahmood Yakubu and the National Commissioners met with some observer for hours before reaching the decision.

The announcement came barely few hours to the elections.

Breaking: PDP rejects postponement of election

Prince Secondus also regretted that President Buhari who made a promise at the signing of peace accord that the election will be conducted in a fair and transparent atmosphere  has gone ahead in breach of the peace agreements to send soldiers and other security agencies to arrest, harass and intimidate opponents in Rivers, Akwa Ibom, Kwara, Kano, Kaduna states.

INEC postpones presidential, National Assembly polls

Posted: 15 Feb 2019 11:58 PM PST

Mahood Yakubu
The Independent National Electoral Commission (INEC) last night announced the postponement of the presidential and National Assembly elections because of unavoidable challenges.

The elections are now billed to hold next Saturday.

The challenges, according to the INEC Chairman, Prof. Mahood Yakubu, include logistics, poor weather, fire incidents and allegedly overwhelmed Central Bank of Nigeria (CBN).

In a television broadcast early this morning, Yakubu said: "Following a careful review of the implementation of its logistics and operational plan and the determination to conduct free, fair and credible elections, the Commission came to the conclusion that proceeding with the elections as scheduled is no longer feasible.

"Consequently, the Commission has decided to reschedule the Presidential and National Assembly Elections to Saturday, 23rd February 2019. Furthermore, the govemorship, state House of Assembly and Federal Capital Territory (FCT) area council elections is rescheduled to Saturday 9th March 2019.

"This will afford the Commission the opportunity to address identified challenges in order to maintain the quality of our elections.

"This was a difficult decision for the Commission to take, but necessary for the successful delivery of the elections and the consolidation of our democracy.

"The Commission will meet key stakeholders to update them on this development at 2pm on Saturday, l6th February 2019 at the Abuja International Conference Centre."

The Nation gathered that although there is a window for INEC to stagger the conduct of the polls, Prof. Yakubu insisted on a tidier process than a haphazard format.

Out of the three options available to INEC, it chose the postponement of the polls because that has "lesser risks."

The three options were staggered conduct of the presidential and National Assembly elections nationwide; adjustment of voting hours in some states or outright postponement of the elections.

The last-minute decision to postpone the polls caught President Muhammadu Buhari, his arch-rival ex-Vice President Atiku Abubakar of the Peoples Democratic Party (PDP) and 71 other presidential candidates unawares.

A top source who spoke in confidence said: "As at noon on Friday (yesterday), INEC was still battling with the logistics of moving sensitive materials to about 10 out of the 36 states, especially the ballot papers, which are the most sensitive."

The source added: "The Central Bank of Nigeria (CBN) is overwhelmed by the eleventh hour distribution of the materials. What compounded the logistics problem is bad weather which really affected the shipping of these materials from the vaults of the apex bank.

"For instance, the sensitive election materials for Enugu State were airlifted on Thursday, but due to bad weather, the aircraft could not land.

"After about two hours of hovering in the airspace in Enugu, the plane was later diverted to Port Harcourt.

"INEC later made arrangement to move the materials with trucks to Enugu, which was a bit slow.

"To demonstrate transparency, INEC ensured that representatives of political parties and other stakeholders were at the loading points. The materials are ready but they cannot be airlifted."

Responding to a question, the source added: "The fire incidents in some states like Anambra, Abia and Plateau states also contributed to the postponement of the polls.

"In one of the states, about 4,695 smart card readers were burnt. Although arrangements were made to replace these cards, there was need for backup in case of technical hitches.

"In the case of Plateau State, the INEC office affected by fire had to be relocated with its own logistic implications."

Giving further insight into other problems associated with logistics, the source added: "The ballot papers and other sensitive materials for Taraba State were loaded at the CBN office in Yola on Friday afternoon. But while the vehicle was making its way out of Yola, it broke down.

"We could not get materials to Ado-Ekiti in Ekiti State until very late on Friday. It became unrealistic to be able to distribute to all polling units before dawn for the poll.

"The poll items for Niger East arrived the CBN office in Minna late, leading to rumours that they were missing.

"In another instance, result sheets meant for Edo were shipped to Rivers State.

"It was obvious that we needed time to sort out things.

"This was what the INEC chairman spent much time explaining to stakeholders. He gave the situation report in a frank manner.

"Opinions were divided at the meeting. Some wanted a shift of the poll by a week, others favoured Monday or Tuesday."

Findings however revealed that INEC's initial major problem was how to convey the postponement to stakeholders, especially political parties and the candidates, after weighing the three options.

Another source said: "Following the constraints, there were three options available to INEC, including staggered conduct of the presidential and National Assembly elections nationwide; adjustment of voting hours in some states and postponement of the elections by two or three days to put all the states and candidates on the same scale.

"When security implications of the options were weighed, the choices of staggered and adjustment of poll timing were rated as "grave" and untidy.

"The Chairman of INEC, Prof. Yakubu, vehemently rejected staggering the conduct of the elections and adjustment or extension of polling hours in some states because these options can muddle up the electoral process.

"Instead, he tabled a proposal to postpone the elections by two or three days before his team of National Commissioners and the Secretary to the commission.

"What INEC decided to do was to lay all the cards on the table by inviting representatives of political parties, local and international observers to explain its constraints before going public with the shift of the poll by some days.

"The essence of the slight postponement was to enable all the states to have full complement of all the required logistics and back up."

The source said: "After earning the confidence of all the stakeholders, INEC chairman was mandated to make a national broadcast to explain its dilemma and appeal for restraint.

"We are relying on Section 26(1) of the Electoral 2010, as amended and applicable in 2015 amendment, to shift the poll.

Section 26(1) of the Electoral 2010 (As Amended), says: "Where a date has been appointed for the holding of an election, and there is reason to believe that a serious breach of the peace is likely to occur if the election is proceeded with on that date or it is impossible to conduct the elections as a result of natural disasters or other emergencies, the Commission may postpone the election and shall in respect of the area, or areas concerned, appoint another date for the holding of the postponed election, provided that such reason for the postponement is cogent and verifiable."

"The President, the PDP candidate Atiku and others were not informed until after the stakeholders had been briefed.

"All these candidates had gone to their respective states to cast their votes without any inkling of the shift.

"It is no doubt shocking, but all the parties and candidates have no choice but to abide by the decision of the umpire," another top source added.

A few days ago, the INEC National Commissioner in charge of Information and Voter Education, Mr. Festus Okoye, assured the nation that the commission will not shift the poll under any guise.

He said: "INEC will be open and transparent throughout the entire election process. We are going to be upfront with information relating to our processes and our procedures.

"Where ever we have challenges, we are going to be honest with the Nigerian people relating to our challenges.

"In relation to this particular elections, we had some challenges yesterday (Tuesday), but we were able to recover, and as I speak, we are moving all the Smart Card Readers required for the conduct of elections in Anambra State and we are not going to postpone the election in any part of Nigeria on the grounds of some of these challenges.

This is the second time INEC will shift the conduct of poll in four years.

The electoral commission on February 7, 2015 shifted the conduct of the last general elections by six weeks to allow the military to secure the North-East from Boko Haram attacks.

The elections, scheduled for February 14 and 28, were later held on March 28 and April 14.

In 2011, the National Assembly elections were postponed by Prof. Attahiru Jega few hours after the commencement of the presidential election, due to non-availability of materials in many states.

Jega, in a broadcast, apologised to the nation for the logistic challenges and announced a postponement by 24 hours.

Jega had blamed the postponement of the elections on late arrival of election materials, especially result sheets in many parts of the country.

Election postponement: Remain peaceful in face of provocation, Atiku urges

Posted: 15 Feb 2019 11:51 PM PST

Atiku Abubakar
Presidential candidate of the People's Democratic Party and Former Vice President, Atiku Abubakar has urged Nigerians to remain peaceful in the face of provocation occasioned by the postponed of the elections.

He was reacting to the postponement of the elections by the Independent National Electoral Commission, INEC.

In a statement he signed, Mr Atiku said the postponed was orchestrated by the President Muhammad Buhari administration.

He, however, urged Nigerians not to be disillusioned but to come out and vote on the rescheduled date.

The full statement below:

Dear citizens of the Federal Republic of Nigeria,

As you know, the Independent National Electoral Commission has announced a postponement of the elections until 23 February and 9 March respectively.

The Buhari administration has had more than enough time and money to prepare for these elections and the Nigerian people were poised and ready to perform their civic responsibility by voting in the elections earlier scheduled for Saturday, 16 February, 2019.

This postponement is obviously a case of the hand of Esau but the voice of Jacob. By instigating this postponement, the Buhari administration hopes to disenfranchise the Nigerian electorate in order to ensure that turn out is low on the rescheduled date. Nigerians must frustrate their plans by coming out in even greater numbers on Saturday, 23 February and Saturday, 9 March respectively.

Knowing that the Nigerian people are determined to reject them, they are desperate and will do anything in their power to avoid their rejection by the Nigerian people.

Their plan is to provoke the public, hoping for a negative reaction, and then use that as an excuse for further anti-democratic acts.

As such, I call on all Nigerians to be patient. We have tolerated the maladministration of this government for four years. We can extend our tolerance a few more days and give them our verdict via our votes.

Maintain the peace and be law abiding. Do not react to this provocation with anger, violence or any action that might be exploited by those who do not want this election to hold. Remain calm. We will overcome this. You can postpone an election, but you cannot postpone destiny.

Please come out to vote on Saturday, 23 February and Saturday, 9 March respectively. Frustrate those who do not want this election to hold by coming out in very large numbers. That is the best antidote to their plans.

May God bless you and may God bless the Federal Republic of Nigeria.

Can Babajide Sanwo-Olu restore the glory of Lagos as a tourist destination?

Posted: 15 Feb 2019 11:30 PM PST

The economy of Mauritius has tourism as one of its pillars next to manufacturing and agriculture.
Tourism over the years has proven to be a driver of economic growth as it is known to create jobs thereby directly combating unemployment. It is also known to directly inject wealth and funds into small and medium scale businesses and spur infrastructural development in host communities. Also with Tourism comes the dire need to preserve cultural sites and beautify the environment.
The economy of Mauritius has tourism as one of its pillars next to manufacturing and agriculture. With the number of tourists steadily growing, the tourism industry has provided jobs all year round while contributing immensely to the GDP. The government of Mauritius has also leveraged on the success of their tourism industry to develop new markets, penetrate new countries while encouraging FDI to boost their economy.

Again is the Seychelles example where employment, foreign earnings construction, banking, and commerce are all centred around tourism-related activities. Tourism also employs about 30% of the labour force and provides more than 70% of hard currency earnings and is still on the increase. My several visits to Dubai has left me in awe of the masterminds that were able to transform a desert city into one of prominence on the global tourism map. How much more the city of Lagos?

Though the odds aren't in our favour – Nigeria ranking as the world's poverty capital- and our huge population, I believe that Lagos due to its historical significance to the black race holds a place of emotional and psychological appeal to tourists. Also are the sites and sound of the city and its budding I.T industry with which Lagos can become a world acclaimed tourist destination.

As we're about to hit the polls again to determine the future of our Lagos for the next 4 years, I'm keen to see what the plans for Tourism are. Given that he has been in both Government and private sector positions and knows how the system works, I have taken an interest in the APC candidate, Babajide Olushola Sanwo-Olu to see what sets him apart from other contestants vying for the governorship seat, especially in the area of tourism and entertainment for Lagos State.

Babajide Sanwo-Olu has a track record of performance in the public sector and has participated in major economic projects including the privatization and commercialization of several Federal Government-owned companies and parastatals. He also spear-headed the preparation and publication of the Lagos State Economic Empowerment and Development Strategy (LASEEDS). He is reckoned with as a natural leader with strong people skills and is well versed in the principles of inclusion and equal representation in the interest of all. He has also played an active role in the emerging success that Lagos is having worked actively in the public sector.

Babajide Sanwo-Olu has held positions in Lagos state as the acting honourable commissioner for Economic Planning and Budgets, commissioner for commerce & industry, Honourable Commissioner for Establishment, Training and Pensions, Pioneer and Board Member, Lagos state security Trust fund and MD of the Lagos state Property Development Corporation. In the private sector, Babajide Sanwo-Olu has held Senior Management roles at Lead Merchant Bank, United Bank for Africa and First Atlantic Bank (now FCMB) and has entrepreneurial experience in the real estate, power and aviation sectors of the economy.

As part of his vision for tourism in Lagos state, Babajide Olushola Sanwo-Olu's manifesto includes to make Lagos the foremost entertainment and tourist destination in Africa by collaborating with stakeholders to build a fully equipped and functional film city which will berth a training academy as well as boost the entertainment value of the state. Also Babajide Sanwo-Olu will build partnerships with local and international experts and institutions to establish world-class training institutions targeted at upskilling the creative industry in the state.

This is an innovative move as film tourism is fast taking centre-place in the business of tourism. Film tourism which connects tourist interest to sites made famous by films has emerged as a global trend over the past decade. For example, The Lord of the Rings trilogy contributed to a 40% rise in the number of visitors to New Zealand, so using film and entertainment to further tourism potentials of Lagos state is a forward thinking one. We could use historic sites as scenes in home produced movies thereby advertising Lagos to the world.

Babajide Sanwo-Olu also has a mandate to upgrade the curriculum at the Lagos State University to meet with the 21st century workplace demands especially as it concerns film production and other creative enterprises. Also, in his bid to make Lagos a tourist destination to be reckoned with, Babajide Sanwo-Olu aims to restore all historic sites in Lagos at the rate of 20 cultural sites yearly as well as upgrade the cultural festivals celebrated in Lagos to international standard. These festivals such as the Eyo festival and Boat Regatta will be publicized on a tourist-focused calendar and disseminated as a guide for tourists events. There will also be the inclusion of grass root sports to boost the communal spirit of Lagos while discovering budding talent to promote at international levels.

This move to use entertainment and sports to grow tourism is also a much welcomed one. Just like with the Cape Town international Jazz festival in South Africa which is the 4th largest jazz festival in the world and attracts many tourists on a yearly basis, it gives a boost to the host economy and allows for discovery of new talent. Also the mount Kilimanjaro in Tanzania which is popular with mountain hikers and also Zanzibar known for its swimming and snorkelling have used sports as a basis to realize their tourism potential.

In my opinion, Babajide Olushola Sanwo-Olu's pedigree as a result oriented leader has positioned him well above other gubernatorial aspirants in Lagos state.

In conclusion, since the world has its eyes on the emerging market that is Africa and with Lagos being her largest growing city, shouldn't Lagosians create an enabling environment for tourism to thrive? I believe we should if it is our collective desire to situate Lagos in its place of prominence on the tourism map in Africa and indeed the world.

Bisola Aiyeola gives her opinion on Big Brother Naija and the opportunity it provides

Posted: 15 Feb 2019 09:30 PM PST

Bisola Aiyeola gives her opinion on Big Brother Naija and the opportunity it provides
Although, a lot of people might not remember, before her time in the Big Brother House, Bisola was on a music talent hunt show, Project Fame West Africa in 2008 where she came fifth.  She went on to become a TV host of Billboard Nigeria and even had a lead role in the TV series, 'Life of a Nigerian Couple'.  However, she didn't become a household name until 2017 when she became the first runner-up in the Big Brother Naija 'See Gobe' show.

Speaking at a recent interview, Bisola said, "Big Brother Naija is an amazing platform to actualize your dreams and goals. It is important for incoming housemates to make use of the platform to advertise their skills to a continent-wide audience, as this is an exposure that will change anyone's life for good".

To that effect, Bisola has taken full advantage of her time in the Big Brother Naija house to advance her music and acting career, landing a management deal with The Temple Management Company which already houses big names like Don Jazzy, Iyanya, 9ice, Nigerian sprinter Seye Ogunlewe; and has released an EP and music videos. Since her exit from the show, she has attended the 72nd United Nations General Assembly in New York as an Ambassador of One Campaign Initiative, secured more movie roles and won the AMVCA "Trail Blazer" award in 2018 – an achievement she says she's most proud of.

Nothing captures the impact of her stint in the Big Brother Naija house better than a message she wrote on the anniversary of her departure from the show in 2018.

"Today is a birthday of sorts for me. One year ago, I left the Big Brother House as runner-up and set upon a path that has been beyond my wildest dreams. People always ask me about my time in the house, but truth is none of us imagined the hype surrounding everything we were doing and how our lives were going to change.

It still takes me by surprise when I travel around the world and people come up to me to wish me well and sometimes even quote things, I said from a year ago. I went into the house with just one purpose which was to reach as many people and showcase my talent. When I think of the things that my Big Brother experience has allowed me to do in the past 12 months, it is difficult to do so without overwhelming gratitude.

It has allowed me greater selection in the kind of projects I do. It has given me the opportunity to add my voice to the plight of our young girls who have the smallest voices in our country. Most important, it has allowed me to be closer to all of you.

Nigeria Decides 2019: Atiku Alleges Plot By APC To Rig Saturday’s Presidential Election

Posted: 15 Feb 2019 04:07 PM PST

Alhaji Atiku Abubakar
The opposition Peoples Democratic Party (PDP) candidate in Saturday's Presidential election, Atiku Abubakar, has raised the alarm that the Managing Director of Activate Technologies Limited, Mohammed Sani Musa , whose company supplied the machines used in printing the Permanent Voter Cards (PVCs) is the candidate of the All Progressives Congress (APC) for Niger East Senatorial district for tomorrow's poll.

In a press statement issued on Friday in Abuja by his Special Assistant on Public Communication, Atiku stated that the revelation is a result of his team's extensive intelligence gathering network to identify and prevent the ruling party from rigging the election.

The statement said, "It is public knowledge that Sani Musa, popularly known as Sani 313 is a card carrying member of the APC and a close associate of several stalwarts of the party, including President Muhammadu Buhari who apparently pushed his nomination. But shockingly, the APC Senatorial candidate for Zone B of Niger State,Mr. Mohammed Musa, has a contract with INEC to supply key voting materials in an election he is participating in, which is a clear conflict of interest and raises questions of probity and oversight in the issuing of INEC contracts."
"The INEC contract was to 'upgrade' the card readers and to print PVC cards. Further investigations have shown that the 'upgrade' consisted of pre-programming the card readers to accept fake replica PVCs (copies of genuine PVCs) that the firm printed in Nigeria. These two activities were undertaken so that the APC could boost its vote tally in its strongholds or force votes in Polling Units at PDP strongholds to be null and void by over-voting .

"Our investigation also identified the seven States where this activity was due to take place and we have therefore informed the Observer Community and our own extensive network of over 176,000 Party Agents so that they can forestall this activity by checking cards as allowed under INEC guidelines.

"Given that that Mr.s Musa's previous company, Act Technologies, had a contract to supply and install PVC card printers in the INEC Headquarters, it does beg the question why Mr Musa's new company, Activate Technologies, was given a subsequent contract to print PVC cards itself?
"Other investigations have revealed that an employee and Director of Activate Technologies and an APC member, Mr. Mohammed Keffi, was filmed at Abuja Airport Domestic Departure Lounge on 29th December opening an official INEC envelope and then handling multiple ballot forms which he was checking off against his mobile phone. Sources also confirmed that this person was one of the people who was loading the fake card numbers into the 'upgraded' card readers in the Residence of the former Governor of Akwa Ibom, as well as other 'Card Reader Farms' in Abuja and Kano. These 'farms' are under guard by members of Government Security agencies."

"The PDP Presidential Candidate said while Alhaji Sani Musa has the right to hold any public office in spite of his line of business, it is morally unjustifiable to allow a well-known supplier of sensitive INEC materials to partake in an election in which the key materials to be used for the poll were supplied by him.
"A search at the Corporate Affairs Commission showed that most of the directors in Act Technologies are the same as those in Activate Technologies. The directors of Activate Technologies except Musa (now APC candidate) include: Abubakar Musa, Kabiru Abdullahi Bawa, Suleiman Danladi, Akinsuyi Akin Najeem. Activate Technologies located on Ganges Street, Maitama, learnt that is shares the same address as Act Technologies."

He lamented that Activate Technologies was given contracts by INEC to supply PVCs for the 2019 general elections in spite of the fact that the owner of the firm is a candidate in tomorrow's poll.

"A copy of one of many such contracts with reference number INEC/HQ/PROC/ICT/S106/1 dated October 4, 2017 and signed by the Secretary to INEC, Augusta Ogakwu, stated that the firm would need to print 112, 218 PVCs, " Atiku said.
"Mr Musa had attempted to hide his ownership via proxy shareholders who have been revealed as members of his own family. However his position as Founder and MD of Activate Technology Limited was clumsily exposed to the world via his Linked-in page where he bragged about his firm to secure more business for it. The expression "Pride cometh before a fall" comes to mind and is a suitable epitaph for the arrogant and brazen people who form this failed government."

"Our candidate and the Party has conducted extensive research into what the APC will be attempting to do to shore up their collapsed vote share in these elections having studied what we call the "Osun Playbook". We have been able to implement extensive preventative measures to pre-empt their plans. So the Nigerian public can go out and vote confident in the knowledge that their vote will count". "Our candidate has said on record that "even if you do not vote for me, please go out and vote as this election is not about me, it is about Nigeria and your future."

So we would like to ask General Buhari, the self-declared "reformed democrat" whether what happened in Osun was an exception to his promise or his definition of what 'free and fair' means?

"We believe that on the basis of what we have exposed here today the Nigerian public can make up their own minds about this question and demonstrate their views at the polls tomorrow, secure in the knowledge that their votes will count."

Nigeria Decides 2019: Video Showing Me Urging Nigerians To Vote Buhari Doctored – Saraki

Posted: 15 Feb 2019 03:33 PM PST

 Dr. Bukola Saraki
Dr. Bukola Saraki, Nigeria Senate President and the Director-General of the main opposition party, the Peoples Democratic Party (PDP) campaign organisation has denied asking Nigerians to re-elect President Muhammadu Buhari.

A video clip currently trending on the internet showed Mr Saraki canvassing votes for Mr Buhari in his native country home, Kwara State.

This is coming few days after a fake letter allegedly emanated from a foreign firm to Saraki inundating him that Atiku Abubakar, the PDP candidate for the election will loose to Buhari.

The president who is seeking a second term in office is running for the exalted office on the platform of the All Progressive Congress (APC).

Saraki, the President of the 8th Senate, who has been campaigning for Mr Abubakar, his party's presidential candidate, is seen addressing crowds of supporters in his native language in the clip apparently urging them to vote for the APC candidate.

But denying he made such utterances, the top lawmaker said the clip showing him seeking votes for Buhari has been falsified.

The Senate President stated this in a statement by his media aide, Olu Onemola.

"For the second time in 3 days, the APC has doctored another campaign instrument — simply for the sake of pushing out propaganda," Mr Onemola said in a series of tweets Friday afternoon.

"In what world would Saraki, the DG of Atiku's campaign, who has seen first hand the incompetence of Buhari ask people to vote for a failed President?

"The entire tape has been doctored, much in the same way that the APC faked a letter to the Senate President earlier this from Brian Ballard and even went as far as forging his signature.

"The public should disregard the desperate antics of the losing APC. We all want a Better Nigeria, and none of us would encourage even half a person to vote for Buhari," the spokesman said.
