Special consideration may also be given to the 16 senators that did not vote for this budget. Trump signed the budget bill, but there's a major detail the MSM will never say: Trump was FORCED to sign it, because he can only veto a bill that does not get 2/3 majority in the Senate. If it gets more than 2/3 majority, he has no choice.
78.8 percent of Republicans opted to vote against Trump!
The budget passed by 83-16, WAY over a 2/3 majority. So a VAST MAJORITY of Republicans screwed their constituency. The thing to do then is look at every Republican that pushed this through, and get rid of them if possible (chances are, they are closet communists that get rigged in as pinch hitters when needed, while donning a cloak of credibility most of the time) so it might not be possible to vote them out.
We now get a PERFECT snapshot of the deep state, and it consists of all Dems and Repubs who voted in favor.

If Trump declares a National Emergency it doesn't matter what the Democrats' bill says. A National Emergency is national - no Member of Congress , Governor, Mayor or townsperson can stop it from happening. His National Emergency will be reviewed in a minimum of six months, he can spend $100m a year when it comes to using Department of Defense people and he has to keep record of expenses. And when it covers land management which this one probably will there is even somewhat of a precedent for it when the President in 1933 declared a National Emergency to take possession of some land in Tennessee so they could build bombs there. Anyone who interferes or obstructs can be punished with a fine or imprisonment up to 30 years and there is precedent for that too.
