2019 Election: Buhari Allegedly Set To Suspend INEC Chairman, Yakubu, To Appoint Amina Zakari As Replacement – CUPP

 The Coalition of United Political Parties, CUPP, has raised the alarm over an alleged plan by President Muhammadu Buhari to suspend the Chairman of the Independent National Electoral Commission, INEC, Mahmood Yakubu.

CUPP also alleged that President Buhari wants to replace Yakubu with Amina Zakari as Acting Chairman under the guise of INEC inability to conduct the presidential and National Assembly elections today.

According to CUPP, Buhari wants to sack INEC Chairman for refusing to conduct staggered election today.

In a statement  on Saturday, by its National Spokesperson, Ikenga Imo Ugochinyere, CUPP said the Buhari-led APC sabotaged INEC distribution of materials and turned back to condemn the electoral umpire, Daily Post reports.

The political parties, however, warned that the move to sack INEC chairman will throw Nigeria into full electoral and constitutional crisis.

The statement reads:

"The Coalition of United Political Parties is alerting the world of plan and decision by President Muhammadu Buhari to announce the suspension of the Chairman of the Independent National Electoral Commission, Mahmood Yakubu, from office.

"The President has also penciled down Amina Zakari for appointment as the Acting Chairman citing her experience as the oldest and most experienced National Commissioner of the Commission.

"The President is planning to use the excuse of inability to hold election today as a reason for the imminent suspension.

"Feigning ignorance of the real reasons behind the shift, the President in his earlier statement today did not have just a word for the shameful and despicable actions of security forces and the central Bank staff who in obedience to Presidency directives deliberately sabotaged the distribution of sensitive materials in selected states.

"We are aware that his hurried return to Abuja today from his home state, Katsina is to sack the INEC boss. But this should be resisted by all well meaning Nigerians and the international community.

"The sin of the INEC Chairman is that he refused to conduct staggered elections that will allow the President and his men to manipulate the process.

"The Presidency had mounted pressure on the Commission to conduct election today in states where there were no issues and postpone only the states with materials distribution issues. The INEC Chairman insisted on conducting the election at the same time hence warranting the postponement of the entire election.

"We hereby warn President Buhari that the position of the INEC Chairman is independent, hence, he cannot be removed from office via suspension. The 1999 Constitution in Section 157(1) states that the Chairman and members of the Commission may only be removed by the President acting on an address supported by two-thirds majority of the Senate that the person be removed for inability to discharge the functions of the office (whether arising from infirmity of Mind or body or any other cause) or for misconduct

"We are aware that the government itself sabotaged INEC distribution of materials and he is turning around to suspend the Chairman of INEC illegally.

"We are warning that any attempt to sack or suspend the INEC Chairman will only lead to electoral and constitutional crisis. The nation is still grappling with the illegality and unconstitutionality of the removal of the Chief Justice of Nigeria and the President wants to go down this ignoble path again.

"If the President has ears, let him hear."

Atiku will get 90 percent votes in Cross River’

The Coordinator of the Atiku Abubakar Presidential Campaign in Cross River State, Mr Chris Agara has expressed confidence that the People's Democratic Party (PDP) would score not less than 90 per cent of votes in the presidential elections in the state.

Mr Agara in an interaction with reporters in Calabar, that were carrying out an aggressive campaign down to the grassroots to mobilize support for Atiku in the elections.

"We are looking forward to having a minimum of 90 per cent votes for the PDP in Cross River State. There is no arrogance in it. It is just so. We go right down to the polling units to mobilize and let the people know the difference between PDP and the Federal Government and for them to come out in their numbers and vote that day and vote the PDP and change the government of the day. Cross River is a PDP state and nobody can take away.

"One of the problem we have in the country is unemployment. Atiku came to Cross River and said he is going to support the deep seaport and the construction of the superhighway. That alone would generate not just thousands but millions of job opportunities. The youths are wiling to work, only that the opportunities are not there. So if the youths are properly engaged their lives would change and the economy would go round. Trade and commerce would definitely thrive. The multiplier effects cannot be quantified. That is what we would be telling the people.

"Atiku's thrust is to empower the youths, human capital development and restructuring the country. Everybody should be allowed to grow according to their own abilities and capacities. Not to stifle people and not allow them to move because you want others to catch up with them.

"Whoever wants to lead should have pedigree. He should have tried something on his own and developed it. You need a lot to start a transaction and grow that transaction to success because you would gone through a lot in terms of financial discipline, personal discipline, emotional stability, and foresightedness to grow. If the man in Adamawa is the single largest employer of labour in Adamawa, then you can imagine what such a person can do if given the opportunity to run the country," Agara said.

Postponement: Osun residents stay indoors for hours

Aftermath of postponement of the Presidential and National Assembly elections by the Independent National Electoral Commission, residents of Osogbo and another parts of Osun State kept in doors for early hours of the days.

Market women, shop owners and commercial vehicle operators, including motorcyclists and mini buses, were not on the road until around 10.00 am.

Many claimed not to be aware of the postponement of the elections on time.

In major streets of Osogbo, including Olaiya junction, Gbaemu, Oja-Oba, Olu-Ode, Ayetoro, Old Garage and Oke-Ifa, people were in groups discussing the postponement.

As it was in Osogbo, the state capital same way was what happened in Ilesa, Ife, Iwo, Ila and other major cities.

The postponement was received mixed feelings.

While some agreed that the INEC did well by postponing the electoral exercise other said because it will allow adequate logistic preparation other maintained what it will  cost the nation is far more unreasonable.

Reacting to the development, the Executive Director, Ola-Oni Centre for Social and Research, Comrade Wale Adebisi, condemned the postponement.

The human rights activist said postponement if at all necessary should have been announced earlier because of its economic costs and implication of those participating in the execercise.

Also, the Director General of a socio-political society, the Oranmiyan Group, Olajide Sadiq, said postponement is in order, adding that it would give some states lagging behind in preparation an opportunity to participate

He said: "The only way for the INEC to conduct credible election to make all stakeholders participate and exercise their civic duties. Though it is unfortunate that huge find had been expended so far but what is far more important is a credible and successful conduct of election." END

Apologise to Nigerians, foreign stakeholders, LP chieftain tells INEC

A Lawyer and Rights Activist, Dr Kayode Ajulo, has advised the Independent National Electoral Commission (INEC) to be penitent and apologise to Nigerians and foreign stakeholders over the elections' postponement.

Ajulo, a former National Secretary of the Labour Party (LP), gave the advice in Lagos on Saturday:

"The dramatic development that happened to the effect of elections postponement overnight to its conduct by INEC is simply unfortunate as well as embarrassing.

"As adduced by INEC, the reasons presented as alibi for the ill-timed postponement of the Presidential and National Assembly elections being for "logistics" reasons flies in the face of logic and portrays Nigeria as being unserious.

"It is therefore inexcusable for a graphic expression of apology to be delayed any further, lest the commission commits further goofing and burns its goodwill incrementally.

"Beyond apologising, however, earnest efforts must be made to ensure that this manner of almost regular, but needless alterations in our electoral processes is discontinued," Ajulo said in a statement.

According to him, for elections whose dating has been done for over a year and for which INEC, its handlers, has repeatedly expressed preparedness, the news of re-scheduling is unfortunate.

He described as regrettable, the news of a rescheduled elections from the commission at a time when the nation was about commencing the voting process, when election observers from the various parts of the globe were already at duty posts.

"INEC announced the unfortunate alteration without a word of apology to various stakeholders, particularly Nigerian voters who have journeyed to far distances to perform the all-important civil rights.

"Citizens who have put in risks of various proportions to get to different locations for voting deserve apologies.

"Observers with calculated expenses, candidates whose budgets have been tampered with, innocent corp members who bear huge risks in the interest of the country, all deserve a word of consolation," Ajulo added.

The LP chieftain said it was unacceptable for INEC, who solely bore the blame for this embarrassing development to have merely announced a rescheduled without apology.

According to him, the rescheduled elections come with such astromical costs and consequences, hence, the need for penitence and sure apologies from INEC.



"INEC, having shifted its timetable, lacks justification to shut out parties/candidates for failure to meet the deadlines for presenting candidates as seen in Rivers, Zamfara and other states.

"Does INEC consider these dear costs? Does it weigh the worth of these costs and thinks of mitigating them? These are queries INEC must act on."

NAN reports that INEC shifted the Saturday's Presidential and National Assembly elections by one week after a meeting, which began Friday evening ended early on Saturday.

The governorship and Houses of Assembly, FCT area council elections, have also been shifted from March 2 to March 9.

INEC Chairman, Prof. Mahmood Yakubu, attributed the postponement of all the scheduled elections to logistic and operational problems.

Buhari denies prior knowledge of INEC’s decision

President Muhammadu Buhari Saturday in Daura denied prior knowledge of INEC's decision to postpone the Presidential and National Assembly Elections to Saturday February 23.

The Senior Special Assistant to the President, Malam Garba Shehu told newsmen who gathered in front of the President's house in Daura that his boss is as shocked as most Nigerians on receiving the news about the INEC's decision.

Meanwhile the President has left Daura Saturday morning for Abuja to be briefed by the INEC Chairman on what transpired before addressing newsmen.
He said ''the President told all of us on Friday evening that  we shall be at the polling unit  for the election, only to wake up this morning about the postponement. He was shocked by the development and has left for Abuja to hear from the INEC Chairman and the convened stakeholders meeting before issuing a statement to the Media.

The Nation recalled that the Independent National Electoral Commission, INEC, at its headquarters in Abuja, early Saturday morning announced the Postponement of the Scheduled Election for February 16by One week to now hold on Saturday February 23 for Presidential and National assembly Elections and March 9 for Governorship and State Assembly Elections, citing logistics challenges

The question on the lips of everyone in Katsina is on what happens to the Sensitive Materials already distributed to the 34 local government areas of the state.

Buhari, pained beyond words, condemns Kajuru killings

President Muhammadu Buhari said he is "pained beyond words" by the news of the new wave of killings on election eve in Kajuru, Kaduna State, according to a statement by Senior Special Assistant on Media and Publicity, Malam Garba Shehu.

President Buhari, who reacted to the reported killings in Kajuru local government area, Kaduna State, described the incident as an "act of cowardice".

He assured that security forces would investigate and apprehend all those involved.

"The perpetrators of this mayhem will not go unpunished,'' he said.

The president said this action will not distract the nation from the elections starting on Saturday, assuring that his government is determined to foil the designs of those who are bent on disrupting the exercise.

The Kaduna state government had on Friday evening, in a statement, confirmed that 66 persons were killed by unidentified gunmen in Kajuru local government of the state.

The government condemned the killing of 66 persons in Kajuru LGA and has warned all communities against instigating attacks or reprisals.

A government statement said that security agencies have been deployed to the area, while arrests have been made.

"Security agencies today reported the recovery of 66 bodies that were killed in attacks by criminal elements on various dispersed hamlets in the Maro Gida and Iri axis of Kajuru LGA. The settlements affected include Ruga Bahago, Ruga Daku, Ruga Ori, Ruga Haruna, Ruga Yukka Abubakar, Ruga Duni Kadiri, Ruga Shewuka and Ruga Shuaibu Yau.

"Among the victims were 22 children and 12 women. Four wounded persons rescued by the security agencies are now receiving medical attention.

"Government condemns the attacks and commiserates with the families of the victims. Security agencies have been deployed to the area and arrests have been made. Government urges community, traditional and religious leaders in the area to encourage residents to avoid any reprisal attacks and to leave the matter in the hands of the security and law enforcement agencies. The killings are being investigated and residents are assured that indicted persons will be prosecuted.

"Residents of Kaduna State are enjoined to uphold peace and harmony, shun violence and allow the elections to be held in an atmosphere of calm. Any suspicious activity should be reported to the security agencies in person or through the following lines: 09034000060 and 08170189999."
