JUST IN: INEC Postpones Election In Rivers, Lagos, and Anambra States(Video)

Posted: 23 Feb 2019 02:48 PM PST

INEC

The electoral umpire in Nigeria, the Independent National Electoral Commission INEC has announced the postponement of the elections in some parts of Lagos, Rivers and Anambra States following disruption of the exercise caused by violence.

Specifically, INEC said elections in Akuku Toru and Bonny local government areas of Rivers state as well as some parts of Anambra and Lagos would be conducted on a later date, saying mostly affected is the contest for the federal legislative seats.

The commission has received reports of violence and ballot box snatching in some areas leading to the disruption of the process. We have asked the Resident Electoral Commissioners RECs and the Electoral Officials on ground to submit their firsthand reports in relation to some of these incidents.

We are still receiving reports relating to incidences in some states of the federation but we have received reports relating to incidences in Akuku Toru and Bonny local government areas of Rivers state. So long as the commission could not deploy in these areas, the implication is that voting did not take place in those areas and the commission will hold consultations with the relevant authorities and the Resident Electoral Commissioners RECs in relation to these areas and will announce the date when polls will take place in some of these areas, especially in relation to the areas as they affect the House of Representatives and Senatorial elections.

Watch this:

"It is not only in Rivers that we had reports of burning of electoral materials. We have such reports from Anambra and Lagos states as well as some other places", he added.

The commission also vowed to prosecute any of its staff who failed to use the Smart Card Readers for purposes of accreditation, saying where the card readers do not work up till 6pm on Election Day, the standard procedure is to shift the exercise to the next day.

According to Okoye, no staff of the commission has discretionary powers on the use or otherwise of the card readers as its usage is not a subject of negotiation.

"With regards to the challenges associated with Smart Card Readers in some polling units, most of these challenges were resolved and were resolved on time. However, it is to be noted that in the Regulations and the Guidelines issued by the Independent National Electoral Commission INEC it was made very clear that the use of the smart card readers is mandatory.
Therefore, no staff of the Commission or any ad hoc staff of the Commission is permitted in whatever guise to deliberately refuse to use the smart card readers for the conduct of elections.

According to the Guidelines and Regulations of the Commission, it is negligent conduct for any ad hoc staff to refuse to use the smart card readers for purposes of accreditation and any of them that refused to use the smart card readers or deliberately violated the use of the smart card readers will be subject to prosecution in accordance with the Guidelines and Regulations of the Commission and the Electoral Act", he declared.

Boko Haram attack stops Yobe gov from voting

Posted: 23 Feb 2019 10:45 AM PST

Ibrahim Gaidam
Yobe State governor Ibrahim Gaidam could not travel to Bukarti, his country home, in Yunusari Local Government Area of the state to vote due to an early morning attack on Geidam by Boko Haram insurgents.

Abdullahi Bego, Director General, Media affairs to the governor, confirmed the development in a statement released to the News Agency of Nigeria (NAN) on Saturday in Damaturu.

Bego stated that the governor could not partake in the exercise.

"The security agencies would naturally seek to reinforce and increase security around the governor for him to travel to cast his vote.

"The increased security around the governor will mean that vital security resources that are needed elsewhere in the state would have to be diverted and allocated to the governor," the governor's spokeperson said.

NAN reports that the governor, in consultation with security agencies decided that it was more prudent to make the sacrifice.

"It is better and more useful for the security agents, including soldiers, police, civil defence, DSS, to focus their attention on providing security for the election than devoting large security contingent for the governor to cast his vote," Bego said.
Gaidam, who is also a senatorial candidate in the Presidential and National Assembly election, commended security agencies for their effort to ensure a peaceful and successful election across the State.

Alhaji MaiMala Buni, the All Progressives Congress (APC) gubernatorial candidate in Yobe, said adequate preparations by the Independent National Electoral Commission (INEC) and security agencies ensured the success of the elections.

He made the observation after casting his vote on Saturday in Damaturu, saying the timely commencement of the elections, adequate provision of election materials and security to the electorate made the election successful.

"The massive turn out of voters was encouraged by the security apparatus put in place and the commitment to the preparations made by INEC.

"The turnout is very impressive and the momentum should be maintained," he said.

Three killed, two injured at Sapele

Posted: 23 Feb 2019 10:40 AM PST

Delta State Map
At least three persons were feared dead and two others badly injured at a polling unit in Amukpe area of Sapele town, Sapele council area of Delta state on Saturday.

Although most residents of the area who were found on the scene of the incident were unwilling to volunteer details of what happened for fears of becoming targets of the perpetrators of the attack, a source said those killed were victims of suspected armed thugs.

The Nation gathered that some armed persons emerged from the blues and opened fire on the voters who were on the queue, killing two persons instantly.

Three persons were reportedly rushed to the hospital, one of which reportedly died later.

Efforts to gather more details concerning the identities of the victims or whether the killers went away with election materials were fruitless as those met at the scene refused to talk to journalists.
An anonymous source, who spoke to The Nation at the scene of the incident, said the killers surfaced and started shooting at about 12:55pm.

According to him: "I'm not sure if they carted election materials away but I saw that the ground of the place was littered with election materials, giving me the impression that they only scattered the materials".

However, when reached for confirmation, the Delta state Commissioner of Police, Adeleke Adeyinka, could not confirm the incident.

He said he wanted to get across to the people on the ground in Amukpe before he could say anything.

Another reliable security source confirmed the development to The Nation, saying "immediately we heard of the situation, we moved in to take over the area so as to stabilize it and prevent a further escalation of the situation".

Meanwhile, voting was relatively peaceful in most other polling units as voters were seen casting their votes.

For instance, Sapele ward 7, units 7 and 8, along Ugberikoko Road, voters were still casting their votes at 2:09pm

Card reader fails to authenticate Dickson, others

Posted: 23 Feb 2019 10:34 AM PST

Seriake Dickson
Card readers on Saturday malfunctioned in most polling units in Bayelsa State and forced voters to resort in manual authentication of their fingerprints.

At the polling units where Governor Seriake Dickson and his Commissioner for Information and Orientation, Daniel Iworiso-Markson voted in Sagabama and Ogbia Local Government Area, the card readers failed to authenticate their fingerprints.

They were asked by the electoral officers to undertake manual authentication, which involved identifying their names in the voters' register and thumb printing on them before casting their votes.

It was observed that most people that voted in Ward 11, Unit 1 in Opume, Ogbia Local Government Area where Iworiso-Markson cast his ballot at about 9:30am, experienced the same problem.

At Unit 12, Ward 11 in Opume, card readers refused to work as at 10:30am as the electoral officers said voting could not take place in the unit.

They however said they were waiting for new card readers to enable voters in the unit cast their ballot.

But there was massive turnout of voters in most polling units in Ogbia, Yenagoa and Kolokuma-Opokuma local government areas as people waited patiently to cast their votes.

Speaking after voting in his polling unit, Iworiso-Markson said the exercise in his area was very peaceful and commended the turnout of voters.

"It is orderly and the voters are conducting themselves very well. There is still an issue with the card reader because it was unable to authenticate my fingerprints. That is the general complain that I noticed here.

"If there is anything at all that INEC should address speedily, it is the fact that the card readers can't authenticate fingerprints of the voters. I had to resort to manual authentication," he said.

He complained bitterly about violence in Basambiri in Nembe and some parts of Ekeremor, which he said started at the eve of the election.

Also a founding member of the All Progressives Congress (APC), Prince Preye Aganaba, commended the exercise in his hometown in Odi, Kolokuma-Opokuma.

"People have been able to exercise their franchise. But in one or two places in Odi, we have card reader problems. But they resorted to manual authentication," he said.

Aganaba, however, said there were skirmishes in Ward 5, Olubiri, saying a chieftain of the Peoples Democratic Party (PDP) fomented trouble in the area.

He, however, said security agencies rose to the occasion and arrested the chieftain adding that some thugs tried to disrupt the elections in Sampo.

He expressed optimism that Buhari would win the election nationally but said he would get improved votes in Bayelsa.

"Buhari will do a lot better than he did last time and for me that is a win. I am hoping that this time around the president will give appointments to active party members to enable us influence the grassroots", he said.

Also speaking, a two-time member of the House of Representatives, Warman Ogoriba, said election went well in Odi, Ward 1, unit 8.

"There was no incidence of violence and everybody conducted themselves peacefully.

"The card readers worked well though slow. I got reports in some units that the card readers were not working but they later started working," he said.

But scores of indigenes of Opu Nembe and Oluasiri in Nembe Local Government Area besieged the office of the Indepedent National Electoral Commission (INEC) to protest the hijack of materials meant for their areas.

The protesters blamed some leaders of the APC and demanded the release of the electoral materials belonging to seven wards of Bassambiri and Oluasiri.

The insisted that the electoral materials for Nembe Constituency 2 and 3 comprising Opunembe and Oluasiri were hijacked and taken to a hotel in Bassambiri to perpetrate electoral fraud.

The Nembe Local Government Chairman, Mr. Sunny Erewari, said in a statement on that thugs led by APC leaders hijacked the materials and deprived the people their right to vote.

He said that some security agencies colluded with APC thugs to chase away all PDP members from Bassambiri.

He said that the women were protesting because they could not vote in spite of the fact that they all had their permanent voters cards.

There were reports of shooting in Agbere community in Sagabama as suspected political thugs invaded the area and made away with ballot boxes for the 10 units.

I’m confident of victory – Fela Durotoye

Posted: 23 Feb 2019 10:28 AM PST

Fela Durotoye
The presidential candidate of the Alliance for New Nigeria (ANN), Fela Durotoye, has said he is very confident that he will emerge victorious by the time the result of Saturday's presidential election is announced.

He said this after casting his vote at polling unit 033 in Victoria Garden City (VGC), Lagos.

The motivational speaker was welcomed with loud applause by the crowd when he was invited for accreditation and voting. This was shortly after Vice President Yemi Osinbajo and his wife had voted in the same polling booth.

He however lamented that the voting process has been very slow. "A couple of the card readers are having battery issues because the batteries have run down and they did not have recharge. We learnt they are bringing rechargeable batteries and all of that. The voting process has been very slow and I hope they can speed up the process before voters start getting agitated due to the delays," he said.
Durotoye, who said he did not vote for himself but "for my party and for a new Nigeria," said the country is at a juncture which requires "a new direction for our nation and the new generation that will lead us there."

He expressed hope that the votes would count. "We hope the process will go well. As we see here. The process is peaceful. We hope that our votes will count and it will be a free, fair and credible election. We have an opportunity to vote new leaders and I hope that is what we are doing," he said.

One dies as thugs disrupts collation in Ibadan

Posted: 23 Feb 2019 10:22 AM PST

Polling Unit
One person has lost his life in Ibadan after he was reportedly shot dead by suspected political thugs in unit 14, Lanko Compound of Agbongbon area of the capital city.

The ugly incident was witnessed by a former deputy Governor of the state, Ambassador Taofeek Arapaja.

According to a source who witnessed the incident, "The boy, Monsuru Hamsat, who just finished his secondary education at St Luke's College in Molete, Ibadan was shot down by the thugs which many residents believed belong to the group called 'One Million Boys'.

The eyewitness said that votes were being collated when the assailants came into Lanko Compound, Agbongbon Area of Ibadan, the same ward where Ambassador Arapaja voted and they started shooting sporadically which led to the death of Monsuru."

It was gathered that indications had earlier shown that there would be trouble when loyalists of one of the top five political parties in the state started removing the banners and posters of other parties in the vicinity and replacing them with those of their candidates.

It was learnt that Ambassador Arapaja who is a chieftain of African Democratic Congress (ADC) in Oyo State complained that adequate security was not put in place in the area.

While contacted on phone, the Police Public Relation Officer (PPRO) in Oyo State, SP Gbenga Fadeyi confirmed the incident, adding that it was an accidental discharge.

"The former deputy governor came to the polling unit after the voting has closed in company of his followers shooting sporadically into the air, and in the process, a bullet hit one Monsuru Hamsat, 25years old and he was quickly rushed to the hospital but died on his way to the hospital, the case has been transferred to the Homicide department for further investigation, and the police has restored peace in the area", the police spokesperson said.

Three killed, many injured in Lagos

Posted: 23 Feb 2019 10:17 AM PST

Three persons were on Saturday feared killed and several others injured after violence broke out at several polling units in Okota, Lagos Mainland.

Among those killed, The Nation gathered were a barber identified as Peter shot and stabbed to death at Powerline, Canal Estate in Okota as well as an Oodua People's Congress (OPC) leader in the area known as Demola.

The third person whose identity was not ascertained, it was gathered, was stabbed to death at Last Bus Stop, Ago.

While Peter was said to have been killed by armed thugs led by one Onimama said to have stormed the area to disrupt election around 3pm; Demola, our Correspondent gathered, was stoned to death around 5pm by angry residents who were denied their rights to vote by the thugs.

According to residents who protested the obstruction by the thugs, the hoodlums started disrupting the exercise there as early as 8am.

They blamed the police and soldiers for not acting swiftly, insisting that they had told security personnel about the presence of strange faces and hoodlums in their midst.

"There are three units in one here. I don't know the name but this is Powerline and this is where all the residents in this estate vote. Those guys were armed with guns and cutlass. We had policemen and soldiers here and I personally told them that those guys seated under the umbrella there were thugs and not voters in this area.

"We told them to do their job by chasing them away or arrest them but surprisingly, the security people left. They only left one police van here and the policemen inside had just stick.

"As soon as those policemen and soldiers left, these boys just started scattering everywhere. They destroyed the ballot boxes but we were able to secure the presidential ballot box because we had voted.

"They killed one barber, injured many people here. We called the police and soldiers for reinforcement. The Independent National Electoral Commission (INEC) officials ran away for their lives. Soldiers later came to rescue them.

"But why we are angry now is that the INEC doesn't want to continue our election. They said they will not count our votes here and we have refused. There are police and soldiers here, so, let them count the votes of our presidential election. At least, they could not scatter that ones," said one of the residents.

At polling unit 023, Ago Palace Way, already thumb printed ballot papers were razed but the voters chased the thugs and held one of them who made to flee on his motorcycle.

The motorcycle was burnt and the suspected thug was beaten to stupor before he was handed over to the police, the voters told The Nation.

It was gathered that the thugs who started obstructing the process in these areas as early as 8am, ambushed some of the vehicles conveying the RACs to the polling units and in other cases went straight to the polling units to wreak havoc.

At polling unit 016 Fredrick Fasheun Street, Ago Palace Way, residents said thugs who stormed the polling unit assaulted a man that attempted to video them while they were forcing people to vote for a particular party or be killed.

At polling unit 33, Ajibola Aliko Street, a woman was slapped by the thugs for challenging them, while at polling units 27 and 28, the voters fled for fear of their lives.

Polling units in Ago Palace Way, Okota, Aguda-Surulere, Bariga in Somolu, Lagos Island, Ajao Estate, Isolo, Oshodi, Ijora and Mosafejo in Ajegunle were also affected.

At Somolu, the police arrested nine suspects said to have been molesting voters with charms; 10 were apprehended over the incident at Ago Palace Way, six in Epe, three at Ajao Estate, while soldiers arrested two persons at Surulere in Aguda.

One of the suspects Yusuf said a politician identified as Eunuch Ruben asked him to come to a polling unit for an unknown reason.

Our correspondent who was on convoy patrol of the state led by Assistant Inspector General of Police (AIG) David Folawiyo and Police Commissioner Zubairu Muazu observed that the exercise was peaceful in most parts of the state.

Obaseki advocates collective effort in preserving Edo languages

Posted: 23 Feb 2019 10:01 AM PST

Governor of Edo State, Mr Godwin Obaseki, has urged for collective effort among relevant stakeholders in preserving local languages in Nigeria to promote social integration and prevent loss of identity.

The governor said this on the occasion of the commemoration of the International Mother Language Day, marked by the United Nations.

Obaseki decried the lackluster attitude to the preservation of languages, challenging linguists, parents and other concerned stakeholders to coordinate efforts in regaining the fast receding fortunes of Nigerian languages.

According to him, "it is imperative to celebrate a day like this. This will draw attention to the issue of loss of languages. In Edo State, we have taken deliberate steps to ensure that we preserve our local languages by engaging dedicated teachers."

He added, "We are committed to revamping the basic education sector. This is why we are working hard to ensure that dedicated teachers for languages are provided for in the Basic Education Sector Transformation (Edo-BEST) programme.

According to the United Nations, "Linguistic diversity is increasingly threatened as more and more languages disappear. Globally 40 per cent of the population does not have access to an education in a language they speak or understand. Nevertheless, progress is being made in mother tongue-based multilingual education with growing understanding of its importance, particularly in early schooling, and more commitment to its development in public life."

The UN added that, "Multilingual and multicultural societies exist through their languages which transmit and preserve traditional knowledge and cultures in a sustainable way."

Can You Use Coconut Oil for Sunburn Relief?

Posted: 23 Feb 2019 12:30 AM PST

Can You Use Coconut Oil for Sunburn Relief?
Ah, coconut oil! The supermarket staple is the gift that just keeps on giving.

Seriously, not only does it smell like a much-needed vacay (just a whiff can transport you!), but it can also be used for everything from baking sweet eats to ridding your scalp of dandruff . One of its major claims to fame? Being super moisturizing thanks to its high lauric acid content, explains Mona Gohara, MD , associate clinical professor of dermatology at Yale School of Medicine.

Since coconut oil basically smells like the beach in a bottle, it does begs the question: Can I use coconut oil for a sunburn-or no?

First things first: What exactly is this seemingly magical coconut oil?
To put it simply, coconut oil comes from the meaty part of the fruit. Hmm, delicious.

More specifically, its a combo of natural fatty acids, including linoleic acid, and lauric acid-both of which have hydrating, anti-inflammatory, and antimicrobial properties. Plus, theyre known to strengthen the skin barrier, says Gohara.

So, can I use coconut oil for sunburn relief?
While this arsenal of benefits might sound like a perfect match for red and raw skin, pros recommend using it more as a lotion for parched, lightly damaged skin than as a full-on treatment for scorched skin. Why? Theres no evidence showing that coconut oil is superior to tried-and-true burn treatments such as cold milk soaks and aloe vera, says Estee Williams, MD , assistant clinical professor of dermatology at Mount Sinai School of Medicine.

Still, theres no denying it has the potential to speed up healing of sun-ravaged (read: mega-dry) skin and prevent infections thanks to its antimicrobial properties. So, if youre set on using coconut oil, best to do so after the skin has cooled down and started to recover a little, says Williams.

Okay, so I'm burned-now what?
Step one: Put the coco to the side, girl; you dont need it yet.

According to the American Academy of Dermatology (AAD) , its essential you begin treating sunburn the minute you notice it. A good start? Applying a cold, damp washcloth-soaked with water or milk-for 10 to 15 minutes daily. Yup, you read that right. The proteins in milk ("any cow's milk," says Gohara) help coat and protect the skin.

After each cool-down sesh-which you should do as often as possible for a speedy recovery-pat dry and slather on some lotion. Moisturizing helps repair the damaged skin barrier and calm inflammation, both of which are the result of the UV rays killing skin cells (ugh), explains Gohara. And although any basic cream can do the trick, Williams is a fan of Cerave since it has ceramides, the lipids that are responsible for forming that protective wall. If your skin is really burning up (cue: Jonas Bros), add a layer of aloe vera before your usual cream routine to help ease the pain.

Now can I start using the coconut oil?
Not so fast there, champ. Just a few more steps before you can go crazy on the coco.

"When your skin barrier is compromised, water evaporates more readily," says Gohara. "The more severe the burn, the more likely you are to lose water." So, it's even more important that you stay hydrated during this entire sunburn relief process. Keep up with the liquids-good ole H2O is the best replacement.

And if you start to experience extensive blistering all over, consult a doc. Although rare, this response can put you at further risk of dehydration and infection.

Finally, it's time for the coconut oil!
After one to two days of treating your burns the old-school way, your skin should be calmer and healing well. And because of that, it's safe to start oiling your bod. (Before you cover head to toe, however, try a little bit out on a small area to make sure you don't have any negative or allergic reactions.)

Since it basically acts like a moisturizer , use coconut oil post-shower or bath just like you would do with lotion. If you want even more moisture, feel free to add a layer of cream after your round of oil-just apply an even lighter layer of oil so your skin can still breathe easy.

Pro tip: Since the oil can impede your body's ability to release heat, steer clear of heavy application if you're planning on going back into the high temps right away (bold choice, tbh). And, of course, don't forget to put on sunscreen! SPF should be your BFF.
